So I took my youngest daughter, freshman in high school, to the state solo/ensemble finals on Saturday. (She crushed it, rated #1 in eh cello solo. As a freshman!). I'm also reasonably sure that, in Detroit, a significant number of parents really don't give a shit about their kid's educations. Fasting. So, yes, we do it. As congregations once a month. We take the monies we would have spent on the meals in that time and give it as a Fast Offering. These tend to go directly to the poor and needy members within the local area.
As an individual, I also participate in fasts with, for instance, family members in times of particular need--like before a surgery or something. As I teenager I remember one of the purposes of a family fast (these don't happen often) was to pray for my Grandma to pass away--she was in the final stages of cancer and was in a good deal of pain. Fasting isn't something required. I didn't do it while pregnant. My BIL has hypoglycemia and doesn't do it...Usually, I just skip breakfast and lunch and have an early-ish dinner. It's a monthly reminder to me that my temporal body doesn't have to be in charge of EVERYTHING. Glenn Beck has got to be one heck of a Sunday School teacher. Whenever politics is brought up in church, Mormons are like those seagulls in Finding Nemo but instead of saying "Mine, mine, mine" they are like "No, no, no". jwest, what you are proposing has some analogy with healthcare. In essence, the federal govt has given the uninsured (i.e. students in your scenario) a subsidy to shop for insurance in the exchanges, and then to choose their place and time of receiving actual healthcare services. The competitive elements of the healthcare system such as concierge practices, work well to a point, but only in a cherry picking sort of way. If everybody were to seek their office-based care from a concierge practice there would be no distinction. The private school success model would suffer the same fate. It might work as an alternative to public schools, but if you voucher everybody into a school choice program you lose that distinction.

What they're showing is an "operational budget" which basically just includes salaries and immediate expenses. The full budget is fairly easy to calculate by taking the total amount of money the school district takes in divided by the number of pupils. For Detroit, the last audited information (2012) has the income of $1,237,494,733. Total students were just under 48,000. The CATO Institute did some work on this, exposing what school districts actually spend per pupil. Washington DC was the highest, well over $30K per kid per yr. Baltimore was just behind. I know "RedMindBlueState" sometimes stops by. If he's here I just wanted to tell him that I went to the Orthodox liturgy at Saturday night at 12:00 p.m.it was very different and really interesting. When we went outside with candles some cars stopped. One car stopped for quite some time. If the driver wasn't Orthodox (and new we were celebrating Easter) they might have been wondering what a procession of candles, banners, priests in vestments (and one priest must be 6'4 without his high liturgical hate) we doing outside on May 1st.

Incidentally, in the last 24 hours I've seen polls with Cruz having a 15% lead in Hoosierville and with T. rump having a 15% lead. So a 30 point spread. The competition for these kids' dollars would be tremendous. Private schools would have to fight for each kid they want. I predict that most "schools" wouldn't be more than a few groups of classes with 10 or so kids in each. The vast majority would be homeschooled or home-tutored. Really, the biggest problem with this whole idea would be for the city to manage the influx of middle to upper middle class families moving into the city. All of the newly insured will quickly find a primary care physician who will act as their "medical home", efficiently meeting their every need, marshalling resources on their patients' behalf, nipping potentially costly diseases in the bud, thus saving gazillions of dollars. Newly graduated physicians will flock to the newly respectable specialty of Family Medicine. The sad reality is that none of that happened. Waiting times to see primary care providers is up, the likelihood of seeing a non-physician (PA or NP) is up, the nipping of diseases in the bud was a pipe dream and health care spending climbs ever upward with no tangible or measurable improvement in health. I think a broader question is whether a free market system can work with either healthcare or education**. But that would be a much bigger discussion than I care to enter into in this format.

As their labor model shifted from teaching orders to lay teachers, their costs rose, but still could not match the pay and benefits of the public school systems. Smaller families, stupid policies by the dioceses and the cut in real incomes all played a part. With vouchers, the schools could again compete AND retain or enhance an ability to maintain standards (be a shit bird, and it's good bye).
