Probably for the same reason he didn't double down on his "47%" remarks and call out the country's parasites for what they are - he wanted to be liked.

Romney suffered from the Dubya disease - he wanted to stay above the fray. You would have thought that, being governor of a shithole blue state like Massachusetts, he would have realized niceness to Dems is a show of weakness. As OBL said, people flock to the strong horse; hence Teh Donald's poll numbers at the moment.
