On L'Affaire Cecil and Why Internet Outrage May Doom the Lions of Zimbabwe
I've been trying to avoid getting sucked into this topic but there's been so much insanity on the subject and even otherwise reasonable people have spouted such nonsense on it that I feel compelled to say something. So let me make the case here for why (lion) trophy hunting in Africa is not only not harmful but is in fact necessary for the continued survival of lions and other big game there.
Now I'm a bit of an odd duck when it comes to this subject since I'm someone very interested in hunting who has not actually ever gone hunting - mostly due to time and logistics than anything else. But I have read most of the classic hunting literature from Hunter to Ruark to Capstick as well as various modern reference guides to safaris so I believe I know more than the average person in this area.
I am also indebted to a friend of mine from South Africa who has put me a lot of knowledge on the subject. He's a professor here in the US who goes back to South Africa during summers to work as an assistant to a PH (professional hunter), and is very familiar with the on-the-ground realities when it comes to managing and hunting big game. One thing that becomes clear from the hunting writers and my friend is that they all have a respect (even love) for the animals they hunt as well as a deep knowledge of how they live, breed - and eventually die, which means they are also decidedly unsentimental about individual animals.
So let me lay out some facts for you...
- Without hunting lions have no economic value for the local people or ranchers. In fact they're a giant menacing pain in the ass since they tend to eat the locals' cattle as well as occasionally the locals themselves. There's really no upside at all to having an apex predator like a lion prowling around your village or ranch; only bad things can happen. Yes, there are photo-safaris but unless you're near tourist areas and are set up for it, there's not much money in this. So the reality is that without any economic incentive to keep the lions around, the locals end up driving them out or just poisoning them.
And here to paraphrase Jack Dunphy the alternative to allowing hunting is not perfection - it's the alternative. With no hunting at all you won't get a Lion King-Simba happy existence on the savannah, instead you'll see a slow gradual extinction of lions as a species due to loss of habitat and eradication by humans. Lions will not die out from hunting - rather it will be because none of the locals want them around or care enough about their continued existence to protect them. Ultimately the lions will live or die by whether the local people allow lions to coexist with them.
But with controlled trophy hunting, the lions suddenly do have economic value. Because the hunting is so strictly limited hunters will pay a lot to be allowed to take a trophy - $30,000 and up. And $30,000 goes a long way in Africa. This money is split between the land owner, the local villagers, and the government. For the land owner and villagers this makes up on any losses they might have suffered from the lions, and it also means that they have a strong incentive to protect and maintain the local lions e.g. maintaining water pools, not putting up fences, watching for poachers, etc. The money from hunting is a major source of revenue for some remote villages. The revenue to the government helps pay for full-time rangers, park wardens and equipment to protect the lion populations.
- Africa is a huge place. Bigger than most people can really imagine. So to say that lions are endangered is both correct and false. Depending on where you are in Africa lions may be endangered or they may be actually over-populated. Due to their territorial nature both may be true - too many lions in one area but very few in another nearby region. Logistically it's not possible to move lions hundreds of miles away to open areas so you have to manage the population locally. And that means allowing controlled hunting.
- Adult male lions do not die peacefully of old age. They tend to die from injuries sustained in battles with younger males or from starvation from being driven out of their territory. Both of which tend to be unpleasant, lingering deaths. This is the reality of male lion life. Also only a few breeding males are needed in an area to maintain and grow a lion population. So a mature adult male like Cecil who was close to the average life span of a male lion in the wild (10-14 years) is the most expendable member of any lion population.
Zimbabwe has a population of lions estimated around 1,680 and on average 10-40 lions a year are taken through hunting which is approximately 1-2% of the population - less than the natural death rate of adult lions. But the permit fees from each hunted lion make a huge difference to the overall lion population. This isn't just theory - there are empirical results backing this up with elephant populations:
Anti-hunting groups succeeded in getting Kenya to ban all hunting in 1977. Since then, its population of large wild animals has declined between 60 and 70 percent. The country's elephant population declined from 167,000 in 1973 to just 16,000 in 1989. Poaching took its toll on elephants because of their damage to both cropland and people. Today Kenya wildlife officials boast a doubling of the country's elephant population to 32,000, but nearly all are in protected national parks where poaching can be controlled. With only 8 percent of its land set aside as protected areas, it is no wonder that wildlife in general and elephants in particular have trouble finding hospitable habitat.
But in Zimbabwe controlled hunting was allowed and hunting revenues shared through the CAMPFIRE program:
The numbers attest to the program's success. Ten years after the program began, wildlife populations had increased by 50 percent. By 2003, elephant numbers had doubled from 4,000 to 8,000. The gains have not just been for wildlife, however. Between 1989 and 2001, CAMPFIRE generated more than $20 million in direct income, the vast majority of which came from hunting. During that period, the program benefitted an estimated 90,000 households and had a total economic impact of $100 million.
The results go beyond the CAMPFIRE areas. Between 1989 and 2005, Zimbabwe's total elephant population more than doubled from 37,000 to 85,000, with half living outside of national parks. Today, some put the number as high as 100,000, even with trophy hunters such as Parsons around. All of this has occurred with an economy in shambles, regime uncertainty, and mounting socio-political challenges.
- Note that only hunters with proper permits and PH guides are allowed to hunt lions. The PH is responsible for obtaining all the permits and knowing all the local restrictions on hunting and knowing which animals can and can't be legally taken. So Dr. Walter Palmer was completely dependent on the PH and local guide when it came to shooting a lion. So if Cecil was shot illegally, the fault is all on the PH and crew. It's ironic that the person facing the most hate from all this (Palmer) is in fact the one most innocent of any charges of poaching.
So the bottom line is that if you actually care about the survival of lions as a species, you should support controlled trophy hunting. Hunters like Walter Palmer who paid $55,000 for the hunting permit have done far, far more to actually preserve real world lions in Africa than all of the hand-wringing celebrities and any of you reading this post. Ironically the weeping over Cecil and calls to ban all hunting of lions in Africa out of First World emotionalism may end up actually dooming them as a species. But everyone would still get to feel awesomely smug about their love of lions and general moral superiority from the comfort of their armchair .

And he points to this comment by Scott Alexander on what the real goal of all this speech policing is:

You're not a second tier kind of person, are you? No, we didn't think so.

Calling the Government By Its Name is Now a Slur
Apparently prosecutors in Williamson County, TN were unhappy that defense attorneys were referring to them in court as 'the Government' even though they refer to themselves as 'the State' and filed a motion to make one defense attorney stop:
"The State has noticed in the past few years that it has become commonplace during trials for attorneys for defendants, and especially Mr. Justice, to refer to State's attorneys as 'the Government,' " [prosecutors wrote.] "The State believes that such a reference is used in a derogatory way and is meant to make the State's attorney seem oppressive and to inflame the jury."
The targeted defense attorney struck back with his own counter-motion:
He demanded his client no longer be referred to as "the Defendant," but instead be called "Mister," "the Citizen Accused" or "that innocent man" - since all defendants are presumed innocent until a judge or jury finds them guilty. As for himself, clearly "lawyer" or "defense attorney" wouldn't do him, well, justice."Rather, counsel for the Citizen Accused should be referred to primarily as the 'Defender of the Innocent.' . Alternatively, counsel would also accept the designation 'Guardian of the Realm,' " Justice wrote. And since prosecutors are often referred to formally as "General" in court, Justice, in an effort to be flexible, offered up a military title of his own.
"Whenever addressed by name, the name 'Captain Justice' will be appropriate."
Gathering steam, he went on to say that even "the defense" wasn't adequate and that "the Resistance" would be far more appropriate.
He then concluded his motion, returning to the formal language of court documents - sort of.
"WHEREFORE, Captain Justice, Guardian of the Realm and Leader of the Resistance, primarily asks that the Court deny the State's motion, as lacking legal basis."
Sadly for both Captain Justice and 'The Government' both motions were denied.

Because unless it's $10K or above, you have no moral standing to criticize hunters like Palmer. For they've done far more than you have to preserve the lions there. Objectively, the big game hunter who shoots lions loves them more than the emotive hand-wringing liberal. He's the one who's preserving them as a species by valuing them at $55K for each hunt, repeated over a lifetime of hunting.
If we passed the hat amongst those outraged at Cecil's death, for a fund that outbids hunters for the right to shoot, I have no doubt that it would take tens of thousands of people just to equal this one dentist's spending.
That's how much more he objectively loves lions than they do.

Yep, gotta sorta generally dissent on yesterday's flight attendant thing. Good friend is a 20-year+ flight attendant veteran, is now very senior in his base, gets to cherry-pick the best trips (most $$ for least time away from home). The description of things didn't square with what he has always said.
HOWEVER - each airline has its own deal. Some are unionized, some not. All the arrangements vary - so it's quite possible that last night's description is true for some airlines, and not for others.

Maet in a former life back in the late 80s a work trip happened to include Kenya - sort of as "R ampersand R" at the end of a trip that was mostly hanging with some rebels in one of Africa's big wars at the time. Fortuitously, given that the ivory thing was peaking as a world story, we met with Kenya's head of national parks, at that time Richard Leakey,the son of the famous anthropologist.
This was just before (or after?) the famous public burning of the huge pile of confiscated contraband ivory for the press.
Anyway, Leakey was a fascinating guy, partly in the way that experienced British (culturally) civil servant men of the world can be, and he really opened the kimono in our talk. Bottom line was that while ivory poaching was a disaster, it was quite a separate thing, and legal/regulated hunting was vital to the preservation and management of wildlife.
Remember, this was still during the evil days of apartheid, but in private Leakey had no problem caustically ripping his own country's failures in preservation while citing for comparison the thriving herds and parks of South Africa, its dependent enclaves, and Botswana (heavily influenced by S. Africa). I remember how he said they were just starting to get a grip on the elephant poaching in Kenya by hiring Somali ethnics - as they were the only ones who could track the Somali nationals responsible for most of the poaching.
One expects our dumbed-down, illiterate, ignorant, infantilized, misinformed "country" to beclown itself with the Cecil non-story. But so much of the Horde doing so just underscores how bad things really are.

Seniority and delectability of distaff airline cabin crew. Yep, for US airlines, the seniority means that most international flights are wastelands WRT babe-itude.
On the other hand, another system appears to be at work in certain east Asian airlines. ANA. Oh my. Vietnam Airlines (domestic flights) - oh my, + (in ao dais, so no leg showing - well, no *skin* showing, but everything definitely showing). Thai and Singapore, very good but definitely some seniority system for trans-Pacific flights.

So have I. It's the reason I don't bear hunt. Maybe there's a way to prepare it such that it doesn't taste like week-old roadkill, but if so it's not how the meat I tried was cooked.
Bear meat being fatty isn't the problem. It's very, very gamey. I'll stick with venison and duck, thanks.

Get little 8 oz can of tomato sauce -- currently a quarter at Lucky's. Get a Chick-fil-A sammich with no pickles, and have them bag the chicken and buns separately -- just under $4. Mix tomato sauce with garlic powder & herbs to taste, dump chicken into shallow bow, pour sauce over top, add "Italian-style-cheese-blend" over top. In separate small bowl, put some olive oil and a chunk of butter with dried herbs to taste, nuke until melted, stir, add garlic powder (if you add it earlier, it coagulates and clumps) and parmesan until it's like library paste. Spread on open-faced buns, then nuke 'til the cheese melts (about 1:20). Nuke the chicken until that cheese melts and sauce is bubbly (about 2:00). Voila! Pretty nice for about $5.50.

Case in point. Sea lions. The Channel Islands National Park/Monument/Whatever comprises most of the islands off SoCal (San Clemente's a Navy gunnery range/test range/SEAL training asset, Catalina's open and semi-developed).
Santa Barbara Island has a large pinniped colony. Think piles of brown sausages, groaning and barking, huge bulls, lots of females and pups, the whole deal. Wonderful. There's even a ladder embedded in the rock face of the best anchorage allowing you to climb up onto the island.
As you probably know, most populations like sea lions go through endless long sine curves of peaks and valleys. When there are too many (or the fish move away from their area), some pups and adults starve = fewer animals. Kind of the natural order of things for, approximately, one zillion years.
Well the rangers overseeing Channel Islands have, on more than one occasion had to go cite and remove "activists" who were ..... wait for it, take a seat .... FEEDING the pups (or trying to) during a bad down-cycle for the herd. Oh yes, oh yes.

Because people live there, and you cannot have both civilization and major predators in the same place. Cannot. Cities are starting to learn this about bears and cougars in parts of the country. The hunting has been so restricted that people are starting to be mauled and killed, pets eaten, etc in even some cities. Your beloved doggy in that fenced in area is just a boxed meal for the cougar.
Animals have value, but not nearly what people are acting like - and again, only the cute/pretty ones. The majestic lion? Save him! The hideous Warthog? Why do they even exist?

A six-cylinder Mustang that still has the six in it is quite a rarity. If I remember right, '65 and '66 Mustangs with the six also had 4-lug rims, while the V8 cars had 5-lug rims. Now I don't hunt anymore but used to. I have a personal problem with killing self aware species like elephants, dolphins, whales and high intelligence primates but for food? Where do you think food comes from? I do have a problem with the Cecil thing only because I think he had great economic value and could be considered a pet and I think the dentist had to know something not kosher was happening. My cat was related distantly to Cecil and doesn't give a shit.
Years ago there was a private zoo in East Texas. The zoo keepers literally petted some very exotic and otherwise very dangerous animals when I went for a visit. The hippo had the same keeper for a decade. The big cats would act more like domesticated bobcats. One night some drunken teenagers broke in and shot all the animals in their cages and pens. Was that "big game hunting?" No. That was a couple of psychopathic sadistic assholes I would have gladly gunned down if I had been there and left their meat for the coyotes. Some people hunt for the thrill like standing alone with a rifle while a pissed off lion is running at you at 35mph and some people walk out in the woods and just kill shit and walk away. We are animals too. I have a relative very very well known for hunting but he always did it for meat. Teddy R also didn't shoot a black bear in Louisiana once and the Teddy Bear came into being. Judge the hunter for why he/she hunts; not for hunting.
The problem is the new Twitterverse and Social media. Just like the Soviets that forced people to become what they weren't and never would be the new media is the computer running all our lives though it has no soul of its own.

No. Cecil was not 'placed' in the game preserve. It's a free range preserve so while he was in it he was protected from hunting. But once he left its boundaries he was not.
Now perhaps there was some other restriction that might have prohibited his being hunted while on private land but I have yet to hear of it.
Note also that the game preserve is run by the government. So it's the same people running it as are also in charge of issuing hinting permits.
The fundamental goal here is to increase the overall lion population - not just make particular visitors to a game preserve happy.

How 'bout conceding that the doctor had reasons that he thought were good and sufficient? How 'bout recognizing the the government of Zimbabwe wasn't necessarily anti-lion, and wasn't endorsing any viewpoint but their own, but was open to the prospect that someone paying $25K for a permit might have good reasons for hunting a lion? You know, I'm sort of wondering if the whole thing isn't a case of each party being "used" by the other party to further an agenda. I doubt the dentist was specifically hunting for "Cecil". Pretty sure he's sufficiently self-aware to know that shooting a "celebrity" lion would bring a world of butthurt, as indeed it has.
Now with his permit, he has work with a local "professional hunter" and with the local landowner. I'm wondering if maybe "Cecil" had become a local "nuisance animal" and was hated for preying upon domestic livestock? But because "celebrity" he could not be culled by the government hunters. So when Mr. Dentist applies for for hunt permit to bag a male lion by bow, the local professional hunter gets a brain wave. Make him the fall guy for bagging Cecil. Everybody wins! Except the damned collar....

It seems like Cecil was a local park lion 'celebrity' - mostly because he's been around so long. But I don't think anyone was going to the park specifically to see Cecil teh lion. Most Zimbabweans had no idea who Cecil was and are baffled about the whole kerfuffle.
And as far as I've been able to glean there was no targeting of Cecil. He just happened to be the first lion that showed up at the carcass on the private land.
It's unclear at this point if there was any reason why he would not have been fair game. He had a tracking collar on but apparently the PH and guide didn't see it until they and Palmer tracked and killed him the next morning. However the fact that they hid it in a tree rather than report it like they were supposed to makes me wonder if there wasn't some kind of restriction regarding tracking collared animals.

The dentist voluntarily paid the fee. The fee is split and parts of it paid out. Officials decide who gets that payout, i.e. the Landowner on whose land hunting is authorized.
People who work around the park have no direct say into the awarding of the licenses and fees; just as the American people had no direct say into the groups of people who got stimulus money.

Well, I was just throwing that out as a possible explanation for why that particular lion was killed under that permit. We know Zimbabwe is famously corrupt and dysfunctional as a state. Could be the tourism department was in a tug-of-war with the agriculture department, or whoever it is that has responsibility for rural safety. And, given the situation in Zimbabwe, we may never know the whole truth.
But that doesn't alter the fact that sport hunting does in fact ensure the survival of species that would otherwise be allowed to go extinct.

As you drive out in rural areas take a look at what is growing in the fields. In the Midwest you will see Corn and Soybeans. Acres an acres of them. Rent on a feild is about $500 an acre per year on good land. Now translate that to shitty farm land in Africa and Trophy hunting. If one wants to eat $55K is a big ass farm. It seems like Cecil was a local park lion 'celebrity' - mostly because he's been around so long. But I don't think anyone was going to the park specifically to see Cecil teh lion. Most Zimbabweans had no idea who Cecil was and are baffled about the whole kerfuffle.
And as far as I've been able to glean there was no targeting of Cecil. He just happened to be the first lion that showed up at the carcass on the private land.
It's unclear at this point if there was any reason why he would not have been fair game. He had a tracking collar on but apparently the PH and guide didn't see it until they and Palmer tracked and killed him the next morning. However the fact that they hid it in a tree rather than report it like they were supposed to makes me wonder if there wasn't some kind of restriction regarding tracking collared animals.

One article said something about tying a gutted gazelle to a car bumper and using it to lure Cecil out of the park. Haven't seen that played-up anywhere and it is doubtful the dentist would have anything to do with it.

Many small farmers in China had their water diverted for the Olympics a few years back, with no compensation for lost crops and no direct voice in the decision to divert the water. Same principle. Some in China directly benefited from the tourism associated with hosting the Olympics; some faced financial ruin.

No, in a way I find it admirable that you've managed to thwart the law for so long and avoid the fate of all the other incarcerated Raiders fans who have- understandably- given up on life.
Just know there are programs out there for at-risk people like yourself. Hell, as a Vikings fan I can almost sympathize with the shame and frustration (though not the random switchblade attacks). There are "water buffalo" in Africa and Asia. They are big, bovine, mean, dangerous, non-cattle. When people saw big, bovine, mean, dangerous, non-cattle animals in North America, they called them "American buffalo". Upon reflection, however, they seemed to be something different and got a different name: bison.

In a lot of the safari accounts that I've read they would hang a dead gazelle or springbok up in a tree and see what it attracts. So luring seems to be a common practice. Maybe the rules are different near the park but I've yet to see this clearly stated.

Just a couple of years and folks will be hunting them some Wood Bison. Apparently these things are just huge, critter-wise. And, they don't mind the crappy weather around Shegeluk. I thought it was only fit for Musk Ox, but that's just my opinion. I didn't ask any bison.

ads on the phone are even worse. There is one that appears only on my phone . It starts out trying to load and if it fails it goes to a unicef ad. But when it loads it plays commercials like the Verizon geese ad or the Divergent DVD ad.

Yes in the ideal. But as a practical matter it's simply not possible. Part of what people pay the PH for is to know all the local laws and regulations, get all the permits, and to educate them as well as keep them out of trouble. So if the PH and guide do something, every client is going to assume it's kosher.
Honestly when you've visited a foreign country, did you really know and understand all of their laws? Because that is your responsibility....

Yes that could be the case. It may be that there are special regulations for lands adjacent to the preserve. From one account I read this land was not a usual hunting territory for the PH. So it's possible he didn't know about any special regulations even though this was his responsibility.

Except that big game hunting is not a high-risk activity legally speaking. It's a fairly big industry and people visit there all the time to hunt and I suspect that approximately 0% ever get arrested for poaching.
Now Palmer may be on the hook legally since he did actually shoot the lion - assuming of course that it was in fact illegal. But I've seen no evidence at all that he did this knowing it was illegal. So I don't think he's at fault morally or ethically.

Well if that is the case then I don't really fault him for that offense either. Hunting regulations as enforced/written like gun laws can be very tricky and technical. Yes he should have known this, but I can totally see trusting the advice of someone who is supposed to be an expert in this area.
Again what percentage of hunters with professional guides get charged with poaching or other hunting violations?

The decline in animal populations in Kenya has to do with that country's continuing development. Animals are being pushed out of the wild and into national parks, which are not large enough.
Zimbabwe's numbers have to do with that country being a complete basketcase. Animals roam freely because Zimbabwe has economically collapsed and destroyed its own agricultural base.
Even by Maetenloch's own admission, trophy-hunting accounts for 1-2% of the population, far too low to have any discernible impact on local populations.
However, the same system of corrupt administrators and impoverished locals that supple trophy hunts also service illegal poachers. Don't forget that our Cecil-killing dentist was, in fact, an admitted poacher. So allowing trophy-hunting only helps fund other illegal activities and contributes nothing to control local populations. It's a completely different situation from hunting deer, elk, or even bears. (Man, fuck those bears...)

Maetenloch's thoughts on lion-hunting are dumb and he should feel bad.
