King Dave! [Weirddave]

I don't have any fundamental concepts today, but I do have some thoughts from a conversation I had earlier this week. We were talking about the upcoming election and issues and candidates and blah, blah, blah when my friend asked me “What would you do?”. I started to answer and he clarified. “No. What would you do? If you had complete and utter control of the country? If you were made King Dave?”.


Now that's an interesting thought.

Channeling my inner Tom Freidman, this is what I came up with:

Look, there's nothing wrong with this country that I couldn't fix pretty easily if I was made dictator of the US. I'd be the strangest damn dictator in human history, ruthlessly devolving the power of the state and then abdicating, but I'd leave behind a country richer and stronger than any ever imagined by the mind of men.

Wanna fix the economy? Gut the regulatory state. Abolish every agency not authorized by the Constitution and take all of their regs off the books. Remove from Congress the power to delegate. EVERY rule/law/regulation must be voted upon, individually, by Congress. No omnibus bills. Flatten the tax code. Personal and corporate rate of 15%, no deductions, no exemptions. All government agencies are now run on zero based budgeting. Everyone starts from zero every year and has to justify what they get. No automatic increases, no inflation assumptions, no cost plus. GAAP is now the law for the government of the US. No more accounting tricks. Public sector unions are abolished. That ought to turn the economy up to "boil". I'd expect double digit growth, year after year. That coupled with increased revenues from the flat tax ought to have the debt paid off within a decade.

Welfare? Privatized within five years.

SSDI? Well, for the SS part, unchanged for those 55 and older, for those younger than 55 a combination of a gradually increasing retirement age and privatized retirement accounts ought to eliminate that unfunded liability entirely. 

Move the DI part to private insurance companies and watch fraud drop by 80%.

The US Government owns upwards of 90% of some states. Except for national parks, I return all of that land to the states. That gives them an asset to manage so that they can fund any state level expenditures they may desire (Example: I eliminated the EPA, in part because every state has their own state EPA. W/O the Federal EPA, some states are going to want to expand the scope of their EPAs to compensate. This allows them to fund that) 

My immigration policy will be that I want the US to cherry pick the best and brightest from around the world. Those folks get expedited immigration status. If someone is here illegally, they get a one way ticket home, no questions asked. All illegals in prison get the same. Secure the border? “Oh, you can't build a fence, it won't work,” Bullshit. While there may have to be slight variations for geography in isolated spots, I'd build a 10 foot electrified chain link fence with razor wire on top, put another one 25 yards behind it, patrol the area in between with trained attack dogs and put a tower every ½ mile armed with machine guns. Try bringing your 11 foot ladder to that fence Rick Perry. Birthright citizenship would be a thing of the past (It shouldn't be a thing of the present, we only have it due to a deliberate misreading of the 14th Amendment by Justice Brennan in 1982 in Plyler v. Doe ).


And then on the second day.......


There's lots more, but I'm fairly confident I could clean house and go back to my plow pretty quickly. Most of this is just a matter of getting serious and just doing what needs to be done. What would you do if you were king?

4 I would actually empower the 2nd Amendment, expanding the CMP to be a standard educational feature, 'round about the 8th grade or so.

Then the kidlets would get an issued CMP rifle and ammo, along with their High School Diploma.

Honor Students and High Score marksmen, would of course get National Match variants of the issue rifle.

Oh, and I'd try to work up some method by which to hold the media accountable to some modicum of truth. Don't ask me exactly how right at the moment, but the seed of an idea is there. Might involve vats of boiling tar, I just haven't decided yet.

Even if you make a career of being a Government Drone, you will NOT work in a single agency or branch for more than six years, before being shuffled off to a new assignment.

And repeal the Civil Service protection law, along with all the .gov unions.

Get 'em back to knowing that working in/for the government is a place of trust, lent by the populace. It is not a birthright.

I would do nearly the exact same thing.

Couple other things:
- Bring back prison work camps. No sitting around secretly making homemade knives. If you want to eat, you better work.
- Repeal Obamacare and bring in Health Savings Accounts and bring in high deductible health care plans. "Insurance" isn't taking your kid in because he has a cold. Insurance is "Holy Crap, what kind of disease did you get, Maude?"
- Fix the University systems. No more professor tenure. No more government funds to pay for living in luxury apartment like dormitories. Professors to be paid based on what they actually do. If the rest of us can put in a 40-hour week (maybe 50 or 60), then the professors can to.
- Eliminate Teacher and public sector retirement at 55. OK, Firemen and police officers - maybe. Not sure if I want a 65 year old guy trying to haul my ass out of a fire. For the desk jockeys in the public sector - you can work until 65 or 70 just like the rest of us.

Said list will be the entirety of the definition of the term unless congress, by 2/3rds majority, adds to it.

I would not be opposed to come state involvement in the definition too, but don't want to turn ever single interstate commerce issue into an amendment.

19 Tuition at universities to be charged according to actual fully-burdened cost for a given course. Let industry provide subvention, if they wish, for courses whose students are of interest to them (STEM, primarily). For everything else, students pay what it costs to produce the course: instructor salary and benefits, building construction and maintenance, the lot. Oh, and administrators' salaries and benefits too.

33 One of the founding elements of the social welfare state was the development by Otto von Bismark of the social welfare and pension and worker's insurance. Part of this was the pooling of liability for industrial injury claims. Prior to this development when a worker was injured he could sue the employer under the Prussian civil courts for injury and damages and what-not and was a major expense for manufacturers. This was one of the benefits the industrialists had in buying into this plan, and to start with it was quite attractive from an accounting perspective.

The pooling of this risk under the state meant both that the employers could predict the costs, the system could use the credit and funding of the Prussian state to back it so there would not be a need for any major investment in setting up funding to tie up capital, and the state would regulate compensation.

Of course, this also took the financial emphasis off of modernization and safety improvements for fairly dangerous industrial facilities, it took part of the emphasis off of the drive to modernize and took away some of the advantage smaller, newer firms had over the older behemoths, and of course, the state never likes to pay off because it takes tax monies away from important things.

Also, when you have a major industrial giant who supports the state and the economy and plans to be around for a good long time, versus some grimy worker who probably won't survive for that long after his accident any ways... well equality becomes predictable.

So, I support diminishing, reducing and getting rid of the SSDI all together, or at least getting it out of the hands of the feds. For these very reasons.

Get rid of tenure ONLY if you put some sort of real limits on the power of 'educational bureaucrats', otherwise you'll take a Bad system and make it Much Worse.


In my thirty + years as a college professor, I experienced about half of administrators being Totally F*cked-Up / Damaged people, maybe a quarter were Okay, and the other quarter being Good, at least marginally reasonable people.

Starship Troopers was typical B movie trash but the concept contained within regarding different levels of citizen hood based upon ones contribution to the nation was thought provoking. Like say only members of Citizen A group (veterans, landowners, etc.) get to vote on our representatives. Only those with a vested stake in the outcome of an election should be able to cast a vote toward that outcome. Lots of wrinkles in there but there are too many LIV's out there voting for people they know nothing about and whose policies and/or plans they don't understand.

1) Secure the borders and charge people, including U.S. citizens to cross back and forth, oh I'd say $100.00 one way. This would pay for the border security and discourage scofflaws.

2) Repeal the Income Tax. Institute a national sales tax at around 7.5% with 100% of congress needed to go higher.

3) Have a poor/stupid tax. If you earn less than $12,000.00 a year you are taxed $1,000.00 each January 1st because we all know you are full of shit and working off the books somewhere or selling drugs or selling ass or just a POS and your stupid.

4) Ban Joe Biden.

I wouldn't kill of all agencies instantly. I would give each one ten days to come up with a written report (no more than a page) justifying their existence. Then I would shut down the losers (which might be all but DoD).

Sadly, human nature being what it is, there will always be people who try to game the system for personal gain. We need laws to restrain them. Again, such laws apply to everyone, and enforcement would be swift and merciless.

It might help steer us toward Promoting General Welfare and away from Providing General Welfare. Some people just grow up real slow, I guess.

A firm list of what we can help people with. Food, shelter, and clothing. Limit the ability to acquire peripherals to that with ebt cards. Software/firmware could help.

Force anyone who voted a liberal ticket to adopt a stranger. Make them put THEIR money where THEIR mouths are. A stranger taking a shit on THEIR stairs and telling them what is on TV every night will make them think twice about their ideas about human kindness and throwing money at guilt tripping expert adult children.

Interesting idea. Some years ago there was lots of talk about how personality disorders (including Anti-Social, which is the official term for psychopathy) might be largely genetic. There was a great deal of resistance to that, and now we're talking mostly about childhood trauma, abuse and neglect.


It may very well be a chicken/egg sort of thing, but yeah. Genetic testing for personality disorders? It might not solve much, but it sure as heck would be very very educational and informative, which is probably why it won't happen.

To have standing in such a case, a petition for review under the commerce clause must be passed by the legislature of the initiating state and signed by its executive, or otherwise passed by the same mechanism as is prescribed by the state for the passage of legislation. However, no matter what the process is in passing such a petition it must be signed by the state's executive. The commission is directed in special circumstances to review written petitions directly from the legislature of the state if signed by 2/3 of the legislature and a case can be made that the executive of that state has refused to sign the petition for review.
Decisions by the federal government on such cases is final, one appeal is allowed by an appeals court found acceptable to both parties, any appeals decision may be requested for review to the supreme court.
Congress must maintain a record and explanation of these decisions to base further acceptance and decisions on.
Cost for the review will be paid by the loosing state, in addition to any monetary damages.

I'd say that there's an argument for Federal research grants, not to study why dykes are fat, mind you, but for basic scientific research, which no individual / company / state will fund because it's more sensible to wait for someone else to fund it, and thereby to get the benefit of that research for free. (It's why California's program to fund stem cell research was politically-inspired madness.)


In this connection, basic research is much like building highways and protecting the border; in everyone's collective interest, but in no one's individual interest.

Only this time, you qualify if you were injured on the job. Congenital defects are another thing, getting your head crashed in by doing 90 on city streets on your motorcycle is another thing. Being a general overall deadbeat of course, is something else altogether.


You can go to charities for help with those things, but on the job? Sure. Two-ton blocks of cement fall on your head, we'll pay for your care and upkeep. That was the intent of disability Social Security in the first place, so widow and orphans don't starve when their husbands die young.

-Rewrite the 14th amendment to more specifically and literally focus on its original intent. As written its too broad and can be used to defend nearly anything.
-Ban abortion.
-Vacate many Supreme Court rulings such as the latest homosexual "marriage" one and Kelo.
-Selectively delete unconstitutional laws from the books. Require all legislation to specifically state where in the constitution they are allowed to take this action.
-Rewrite the commerce clause in the constitution to be more specific and less easy to abuse.
-Tear down the UN Building and force them to build it somewhere else. Eliminate funding to the UN until they change the basic charter to recognize the difference between a dictatorship and a free nation.
-Jail about 100 specific people for treason and various tax violations; you can guess who most of them are off the top of your head, such as George Soros. Ensure they have no contact with any media and are unable to manipulate the press or public opinion.
-Remove "most favored nation status" from China. Treat it as the enemy at war with the USA that it plainly is.
-Cut off all ties with Cuba, returning it to pre-Obama status until it removes communists from the Island.
-Create Limbaugh's "sh*t list" of nations: if you piss us off, we stop being nice to you. If you're good to us, you get favorable treatment.

Most Federal bucks are spent in the States. Block grant the whole shebang to the States, no strings attached, for about two years to allow the States to build up their own agencies (should they choose to) and then write the whole mess out of the Federal Code, and let the States manage it all. Lots of unemployment at DC, but the States ought to be hiring... There needn't be a vacuum - just a transfer of responsibility to the States, which is where it has always belonged.

That gives everyone two whole freakin' years to figure out if their gravy train is going to continue, and what to do about it. From that point on, the welfare of the individual citizen is a matter between the citizen and the State in which he/she/it resides.

Problem is there's no such thing as a collective interest. The tragedy of the commons isn't so much a tragedy as a misunderstanding of property. Sure there is. A collective interest is one in which at least some fraction of the population has an interest, but at the present no one knows whether or not he is in that fraction.


It's the same logic as that behind insurance. Socializing the risk makes sense there because you don't know if you're going to suffer a catastrophic loss, so you lay off most of the risk, thereby converting a small chance of a large loss into a 100% chance of a small loss.


Subvention of basic research costs is similar. Somebody will benefit from the research, but right now no one knows who, and so no one wants to pay for it. Look at, e.g., Michael Milken. Before, rapacious greedy SOB with zero interest in paying for prostate cancer research. Once he got it, and thus perceived his personal interest, he was a rapacious greedy SOB who was all for it.


The problem is that in many cases, if you wait to fund research until you know you need the results of that research, you're done, because you need them now, and the research timescale is the decade. Milken benefited from research others had paid for.

I am told that, in Italy toward when they dumped the Lira, there was a small-change/small currency shortage. Small stores did not have the currency on hand to make exact change, and I suspect a sales tax was messing with everyone too.
So, when you rang up a charge of, say 850 lira and paid with a thousand, they would make up the difference with small toys, keychains, super balls and dental floss. They wouldn't accept the stock BACK, but the point was to even up accounts.

I was also told that the Italian telecom company at that time had a pre-paid tokens that you could use for public pay phone calls, and the larger ones were set up for one-coin calls to Germany and France, and had the country outline struck on it. When I was told about that I mentioned that clearly the only non-inflationary currency in Italy was private, I got a rather disgusted look.

Sticking to the literally construed language of someone written in the 18th century is silly. I'm not an "adumbrations and penumbrae" man, but a little bit of flexibility is certainly called for. One could hardly expect the Founding Fathers to have included an explicit proviso to support mapping the human genome.

That's the way it was set up under the Articles of Confederation. It didn't work, 'cause it's not unenforceable; the States weren't paying their levies, and there wasn't much the Feds could do about it. That's a big reason why they called the Constitutional Convention in the first place.

No, but they (assuming they're not total dickheads, a big assumption to be sure) can be trusted to determine what their future interests might be, and their future interests might actually be yours, not theirs after all.
To choose an emotive example, do you support research on, e.g., heart disease? Cancer? Why? Do you have them now? I certainly hope not, but in the future you may, and certainly some of us will.

Companies can't and won't support basic (as opposed to applied) research because they don't know whether it will benefit them, a competitor, or possibly nobody, and arguably pissing money away on a civic service violates their fiduciary responsibility to their shareholders. Individuals generally cannot pony up enough money over a long enough time to make any difference. States are much the same, and all three have the same problem: someone will generally benefit, but it may not be whoever paid. So the strong incentive is to sit on your hands and wait for someone ELSE to pay, which means no one pays, and it doesn't get done.

You don't understand the VC community. At all. VCs support commercialization of applied research, and that very selectively. (I have firsthand experience with this.) If you pitch a basic research business plan to a VC firm, they'll have security throw you out. Actually, you'd never get that far; your initial blurb would line a trash can. VCs generally look for a liquidity event (IPO or acquisition) within 10 years on the outside, and you usually have to make a case that you can get them liquid in five years. (Which practically nobody does, but never mind.)

They do not operate on the generational timescale. Bear in mind that VCs are generally partnerships who are managing money provided by the limited partners (university endowments, pension funds, insurance companies, etc.) looking for dramatic upsides. Piss money away on magic beans and your partners will kick you out on your ass, and if they don't, the limited partners will kick all of the general partners out on their asses.

No way. Scientific research was only in its infancy in 1789. Hell, oxygen had only been discovered a few years earlier. Scientific research was largely the province of wealthy aristos with time on their hands. There was little or no funding of scientific research by others. "Natural philosophy" was generally a hobby of the gentleman.

We have more than a few actual criminals in Federal office and the bureaucracy. They need to become a series of condign and terminal examples for those who would work for the government in the future to ponder as a possible fate if they follow the same path.

280 Massive legal reform.

Start by codifying (whats correct from current) Common Law, down to the level of specifying the dictionary used. For the "Legem Firma" Common law / precedent will work going forward but as a far lesser standard than the legal code.

Something to check judges from writing law that way.... maybe a case only is valid precedent for x years?

Everything in the legal code going forward must be specific, targeted, and have a defined, legitimate purpose. In any case where an individual has violated the law but in a manner which does not obstruct its purpose they must be found not guilty/liable.

I'll admit I haven't gotten to the specifics of fixing tort and civil law - tempted to just nuke them but I know better.

Yes, the translation of the 1970s political situation into outer space is rather transparent, and some of the ideas are extremely libertarian (not conservative), but the final book of the original* series is EXACTLY what you're talking about.

Not really. American corporations (not all, but most of the lasting ones) used to be positive contributors to American society - instead of super-leeches.

Back in the 70s, the left drove changes in SEC and tax codes to give more power to shareholders (actually to very large share holders). They did so for two reasons: To empower environmental activist groups and channel the power of public sector union retirement funds to control corporations.

Along the way, they figured out they could not only control corporations, they could manipulate corporations to make s*itload of money.

CALPERS (California Public Employee Retirement System) is one of the largest institutional investment funds on the planet. There are many environmental (and other "cause") funds that have many boards wrapped around their fingers to one degree or another.

This has resulted in a radical distortion of corporate capitalism most notable perhaps in the change from long-term growth views by corporations to the drive to maximize next-quarter profit at all costs.

That effect drives corporations to bed politicians to pass regulations favorable to maximizing short-term returns to please institutional investors who also donate to politicians.

Win-win politicians and big-investors. Lose-lose America.
