A lot of those respondents would do so because they've been taught about how racist/xenophobic/sexist the US is and how wonderful Europe is. Not to mention that their view of the world is some big Eat, Pray, Love adventure. I loved the Southern part of Italy that I was stationed in long ago. Beautiful little sleepy med towns on the Ionian sea.

There is a hugh group of ESL teaching millenials from all English speaking parts of the world living just about everywhere. They don't give it a second thought about not living in America or their home country. With the internet they feel very connected to everyone. Its an amazing mind set.

Because they are a physician, and after recent medicare cuts and a slightly more favorable *corporate tax rate* (unlike in the USA physicians may incorporate) they've found that they'll have equivalent pay in Canada. I'll say one thing. As many problems as South America has, when I visit there with my wife to see her family and friends, you can absolutely feel the the personal freedom when you get off the plane. Everything is less structured and regulated starting with the airport security. Get out of the airport you quickly realize petty nanny state laws about things like seat belts, smoking, street vendors etc...are non-existent and what few laws there are are non-enforced. Kids play everywhere unsupervised and nobody bats an eye. Of course there is a sense of chaos that you have to get used to and you have to learn to put up with people doing hings you may not like at all hours, like loud music and heavy drinking but it really is very refreshing. I don't think most people have any idea how much freedom we have lost the past 40 years or so until you go to places without a nanny state.

Yes, the governments are still often largely corrupt and run by the same scumbag communists who were supposedly thrown out of power in '91 but they're still pretty pro-west and freedom. While that may be true in a tactile day-to-day sense, those freedoms you feel there are not constutionally guaranteed -- everything only feels free because the whole society is lazy and discombobulated. The freedom is an accident byproduct of everything being half-assed and consequently lax.
But if you actually look at the official structure, in theory it is or could be much more oppressive than America. But no one really bothers is all. Furthermore, South American countries tend to fall into dictatorships or banana-republichood every now and then. Comes with the territory. As bad as some things are in America, the political correctness and restrictions on gun rights are even worse in most of the world. Except maybe for Afghanistan, where gun ownership is embraced.
The problem is that we aren't setting a high bar. The rest of the world is in many ways worse. Australia has given up their guns and become a land of pussies. That's overly harsh, but things there are getting pretty bad. Switzerland could still be a possibility. I am already gone, as Glenn Frey would put it. I have been living abroad since 2003, and haven't even stepped foot in the USA for 6 years now. I didn't originally set out to leave the USA for good, but only for a year for work. For many years I was planning to come back, but over the past 7 years or so I have become progressively disgusted by what America is turning into. I work in academia, and for someone with "unapproved views", I find that where I am I have a far greater degree of functional freedom of speech, freedom of association, freedom of religion, etc., than I would have in the USA, despite not having the "protection" of the First Amendment. The only downside is that the pay really sucks, to put it mildly. I have been wanting to try and come back to the USA to make a little money for my old age, which is rapidly approaching now. But I really have been given pause about that recently. I am definitely going to wait until after 2016. If Madame Clinton is elected, I may just stay for good, and enjoy my liberty in poverty. The economy in general is crap, and contrary to some impressions that Americans have of "Europeans", people work like dogs. I basically have three jobs, plus do some side work off the books to make ends meet. And my wife works even harder than I do. That said, the corruption is no worse than in America these days, and certainly less than in places Like Detroit or Baltimore, for example. But the freedom is pretty amazing. I started making a joke a few years back to my students who wondered why I didn't go back to the USA, since the difference in pay is so great. I would say that as a compensation, I get to say at least one thing a month that would get me fired in the USA. It isn't a joke anymore, and I probably do it daily. The one problem is the language. Not many people are into the Slavic languages, they are pretty far from the Germanic and Latin languages that most Americans might be familiar with. And Hungarian is something completely sui generis. I've been living overseas, both in the military and as a university academic, pretty much non-stop since 1995--Turkey, Jordan, Dubai, Japan, Korea, Okinawa. I've just been hired as English Department Chair at a state university in North Carolina, and I can't wait to get myself and my family back to the U.S. (My son is 2, was born in Kiev, and has never even been to the U.S.) There really is nowhere better, and nowhere more worth fighting for, and nowhere else I want my son to grow up in.
