I dont think that its wise to involve the National Guard. A militarization of this conflict wont solve anything. The participants of the uprising must be taken seriously and their voices must be integrated into a political mediation between to parties of this conflict (municipal government, police, protestors) if Baltimore is supposed to enjoy a sustainable peace.

I assume they have insurance but I'm sure the claims will take ages, and yes even after getting the money owed to them reopening will be difficult to impossible for most. But I want to do something. You're right...there is no excuse for it. But, there is a reason for it. The lack of firm law enforcement response to criminal activity emboldened and contributed to the response by thugs. Here is the thing. These people say they have legitimate complaints. The minute a bunch of people are on tv looting liquor stores, shoe stores and toilet paper apparently (WTF, Baltimore!) they lose any high ground they may ever have had. And the people who were saying DC is next, i wouldn't count on it. Granted, Obama seems to have the worst security people in the world, but there are a lot of police in DC (military, parks, secret service although they've been kind of a joke lately, in addition to regular police) and they used to be rather good at riot prevention and handling large protests. Actually it appears that they gave him a rough ride, from what I understand. Sometimes cops will do this, bad ones. They put a bad actor like multiple drug bust scumbag Gray in the back of the patrol unit then drive really rough so the guy in back bounces around like a ping pong ball in a Lottery number machine to soften them up a bit and warn them to not be trouble. I very happily live in a neighbouring county to Philly but 1 hour away and in a community where my nephew is one of less than 10 black students in his high school. Pretty much all neighborhoods in Texas are Mexican neighborhoods unless they're explicitly black neighborhoods.
By that I mean that most middle class neighborhoods are going to be about 40% Hispanic because of demographics. No issues unless you get in a situation like we were in in Austin where they pulled the kids from our middle class neighborhood across 2 highways to put them at a school that was almost all apartments and 90% of the kids were ESL. Our next house was in a neighborhood that had the same demographics as our old neighborhood, but the school was in the newly developed neighborhood and only pulled from that subdivision. My sister kept her name; don't see anything wrong with it. I guess it just felt more like a commitment to the marriage (not that my hubby required me to do it). Perhaps Maryland has some funky laws regarding activating the Guard. Or perhaps the Guv has been bamboozled on the nature of his authority versus the Mayor's.
Or perhaps the Guv is just trying to scapegoat. Sorry, but as someone who spent more than a decade in the National Guard, in the sort of unit that is the VERY FIRST to be called up in case of civil unrest, his excuse stinks. The Governor has the authority to activate the National Guard, period. He doesn't have to wait for a request from some Mayor.
