I Bring You News Of A Great Republican Victory! The Senate Democrats Have Agreed To Accept McConnell's Surrender With Out Additional Conditions.
Earlier today it looked like the Senate Democrats weren't going to let McConnell surrender on DHS/amnesty funding without having Boehner co-sign the document. Reid and the Democrats must have realized that that was a bit brazen even for them. So they let McConnell bring up the House bill with the solemn promise that he would strip out the offending amnesty provisions. McConnell promptly said the safe word ("Bourbon") and thanked the Democrats for being most generous masters.
The only votes against proceeding to the bill came from Sens. James Inhofe (R-Okla.) and Jeff Sessions (R-Ala.). "Democrats will support getting on the House Homeland Security funding bill. In exchange, the leader will provide the only amendment, [it] will be a clean Homeland Security funding substitute," Senate Minority Leader Harry Reid (D-Nev.) said. Democrats had blocked the DHS bill four times before. With a shutdown of DHS set to begin on Saturday, McConnell on Tuesday agreed to split the funding and immigration fights, as Democrats have long demanded. Reid said earlier Wednesday that the Senate could take a final vote on the DHS funding bill Thursday. "We look forward to working with our Republican colleagues in the next 24 hours to get this done. All eyes now shift to the House of Representatives," Reid said.Democrats had earlier worried that if they let the Republicans "get on the bill" McConnell would double cross them and make them vote on amendments. Silly Democrats, McConnell only lies to and cheats conservatives. So how is McConnell going to keep his "clean bill" "clean"? He'll "fill the amendment tree". You may remember this tactic from the Harry Reid days. It essentially ensures the Majority Leader blocks anyone he doesn't want to offer an amendment from offering it. This way his amendment, the one stripping the anti-amnesty language out will be the only amendment that will be considered. Now if you have a memory better than say a fruit-fly you'll recall that McConnell argued that "filling the tree" was a dirty trick that he would do away with if the GOP got control of the Senate. In fact, he gave a big speech about it upon becoming Majority Leader (when Reid let's him play the part), just TWO months ago.
“Second, bills should come to the floor, be thoroughly debated, and include a robust amendment process. In my view, there’s far too much paranoia about the other side around here. Both sides have taken liberties and abused privileges. I’ll admit that. But the answer isn’t to provoke each other even more. The answer is to let folks debate; to let the Senate work its will. And that means bringing bills to the floor. It means having a free and open amendment process. It means legislating. “The Senior Senator from Illinois likes to say that if you don’t want to fight fires, don’t become a fireman, and that if you don’t like taking tough votes, don’t become a U.S. Senator. He has always been right about that. It’s time to allow Senators on both sides to more fully participate in the legislative process, and that means having a more open amendment process around here. Inevitably, this would involve taking tough votes from time to time. But that’s always been the cost of being a Senator. We’re all grown-ups, we can take it. And the irony is, it would probably make this place a lot less contentious, since it’s one of the best things we can do to let off steam. If somebody isn’t allowed to get a vote on something they believe in, of course they’ll retaliate; but if they got that vote every once in awhile, they wouldn’t feel the need to. “Voting on amendments is good for the Senate, and it’s good for the country. Our constituents should have greater voice in the process. They should also know where we stand on the issues of the day, regardless of whether the majority party thinks those issues are worth debating or voting on. And if Republicans are fortunate enough to be in the Majority next year, they would. “A common refrain from Democrats is that Republicans have been too quick to block bills from even coming to the floor. What they fail to mention is that more often than not we’ve done this either because we’d been shut out of the drafting process or there wouldn’t be any amendments. In other words, we already knew the legislation was shaping up to be a purely partisan exercise in which the people we represent wouldn’t have any meaningful input. And why would we want to participate in that? Is it good for our constituents? Does it lead to a better product? Of course not. All it leads to is more acrimony.So when he goes back on his word to have an open amendment process does he do it to punish the Democrats for 8 years of procedural tyranny? Nope. He protects those guys and punishes conservatives. Team Mitch was happy to give Democrats votes on climate change amendments during the KeystoneXL debate. They even touted how there had been more amendments voted on during their first week in charge than all of last year. McConnell doesn't make the Democrats pay any price for going nuclear and packing the courts on simple majority votes. Hell, he even rewarded them by letting them have their show votes. But conservatives who want to fight Obama's amnesty? They get thrown in the wood-chipper. Plus as an extra special prize, he screws over the House GOP in the process. Now the story isn't about Democrats protecting illegal aliens over national security, it's about those crazy TEA party nuts in the House who are taking public safety hostage. Which is exactly what the story would have been had the Democrats kept control of the Senate. If you donated to, volunteered or voted for a Senate GOP candidate last year, you got sold a bill of goods. Keep something in mind, we're still less than TWO months into the GOP Senate. Do you think it gets better or worse from here? Yeah.

Like I said last year: the GOP stating outright and specifically that they will do anything to stop the government from shutting down means they get nothing done except what Democrats want. All the Dems have to do is move toward a stalemate where things lock up and the GOP will always, every time, totally cave and they telegraphed that completely.

I know it was a different countryand apparently a different universe, but when I was on the Senate side even Reid's behavior would never have been tolerated (withholding unanimous consent, consistently, can shut the place down, and Reid's abuses would have easily triggered such a "nuclear" response just a few years ago).
But for the NEW maj. leader to use this same abusive tactic? As Drew says, exclusively to protect the Dems. I don't think most people here even realize how bad this is.
Amnesty is a disastrously stupid and unfair, unworkable "policy", being implemented in flagrant disregard of the constitution, shredding the rule of law, and it is (paradoxically, in what has become of America?) widely and firmly opposed by the electorate. And on this deservedly hot-button issue, where the political winds, common sense, law, and constitutional/institutional imperatives are at their back, the Senate GOP doesn't just fold, but does so in a way to shield the Dems from even being forced to take damaging roll call votes?

Upon electing a majority in the Senate (which we were told was necessary to stop Obama, because just having the House meant nothing apparently), the R's decided to pass the "cromnibus" bill in lame duck dem-controlled Senate in order to fund the government for a year.
BUT, the R's said, we wrote it in such a way that DHS will not be funded long term. No, they told us, when we have a majority, we will use DHS funding as leverage to undo Obamas executive amnesties, which is one of the reasons we were, in fact, elected.
Then after some fake hemming and hawing, the R's come to the realization that shit -- Obama might veto our DHS spending bill that strips out executive amnesty! And we don't have a super majority, so we can't overrule a veto.
Shucks, they said. It sounded so good on paper.
Well, now we have to pass a "clean" DHS funding bill. Sorry, voters, our bad! All that stuff we said when we wanted your money and votes... Yeah... about that... Ooops! We meant it, we just, you know, couldn't do anything about it.
And in 2 years they will be saying, 'Hey guys! You know how you gave us a house and a senate majority? Well, get this, if you give us an R president, THEN we can really get to work ... "
And of course, they will continue to support the D platform and agenda, because they don't have 99 seats in the senate and 435 in the house, and only wingnuts thought that with majorities in both chambers and a president, they'd be able to do anything.
And on and on it goes.

I donated to McDaniel's legal fight against Cochran. That was my only donation. Yeah, McDaniel was possibly a white-nationalist, but I doubt he'd have supported amnesty.

Both of us - like many of you - have been scratching our eyes and pinching ourselves for years at what's going on in the country.
But this - this thing today really breaks new ground. If this doesn't spark some sort of real rebellion, in either the Senate or House caucus ..... well that may be final confirmation that there really is no actual political process in DC. And that the voters are, effectively, powerless.
Both of us - like many of you - have been scratching our eyes and pinching ourselves for years at what's going on in the country.
But this - this thing today really breaks new ground. If this doesn't spark some sort of real rebellion, in either the Senate or House caucus ..... well that may be final confirmation that there really is no actual political process in DC. And that the voters are, effectively, powerless.

A system staffed by unionized government workers, of course.

I read a comment over at HotAir that once this goes to committee, it come come out of committee basically as the House bill is written. Once that happens, it can go back to the Senate directly to a vote and there is no rule that allows it to be filibustered.

Guy, not exactly sure what you're reporting there, but only a very few bills have statutory limits on debate in the Senate. Most filibusters involve blocking a motion to proceed to a bill by "talking" it - that is, not yielding the floor or allowing a vote.

Wolf, you're thinking of a conference - when House and Senate bills have differences. There's usually a fusion ("conference report") version that is voted on in both houses, identical language, and this is what goes to the WH for signature/veto.
House has acted, now Senate has a different bill, so conferencing needed, or House takes up/defeats Senate version, then back to conferencing. Or - House ADOPTS Senate version. If THAT doesn't trigger at least an open rebellion in the House caucus, then ....

Wolf, a conference report is not privileged and is subject to a filibuster, I believe. So there's no magic in a conference process, as far as needing only 51 votes to pass. Motion to proceed can still be blocked via objection and filibuster.

And there is a list ranking PACs from best to worst (best = gives the highest percentage of their donations to their actual stated cause, little overhead. It could actually help us with voters that our presidential contenders no longer have to pretend that they want to deport every hispanic without documentation as soon as they get into the Oval Office.

What I am about to suggest might sound a bit extreme but I seriously think it will be the only thing that will get through there thick skulls.
A very large number of Conservatives need to show up at his House and burn it to the ground. Seems about right. I suspect that butcher's bill includes their Quislings and toadies in the tally. I'll try not to enjoy myself as I watch them kicking at air on television - and maybe even muster the courage to no order a Pizza to celebrate the occasion.
I will never cast another vote again so long as I live, it's beyond obvious that such acts are futile waists of time when there is effectively only on party and no peaceful remediation of our grievances. But I will die side by side with the rest of the patriots when the time comes.
