Some Leading GOP Senators Are Open To Talking About It.Wages have been stagnant for years in the US and falling gas prices have put hundreds, in not thousands, of dollars back in people's pockets. Naturally this is unacceptable so the federal government is getting ready to get its piece of your new found windfall by hiking the federal gas tax. Leading Republicans are actually open to considering the idea.“Everything is on the table,” [Senator James] Inhofe [R-OK] said in a Wednesday briefing with reporters to preview his committee agenda. He said his top priority is passing a long-term transportation bill, whose spending runs out at the end of May. With gasoline prices at lows not seen since 2009, some political observers and business executives say now is the ideal time to raise the 18.4 cent-a-gallon tax on gasoline and the 24.4 cent-a-gallon tax on diesel fuel, which haven’t increased since 1993. The taxes are the main source of revenue for the highway trust fund. Mr. Inhofe didn’t say he supports raising the gas tax, and he refutes referring to it as such. “It’s not a tax,” Mr. Inhofe said. “It’s a user fee.” He also said this period of cheap gas isn’t really a window of opportunity given it could close sooner than Congress is going to act. “You don’t know what’s going to happen to the price of gas,” Mr. Inhofe said.Of course, some are arguing that a period of lower gas prices means it might be more palatable to hike the tax. Does that mean if/when prices go back up the tax will come down? No? Oh. But Inhofe isn't alone. John Thune, the new Republican Chairman of the Senate Commerce Committee and Orin hosta, Chairman of the tax writing Senate Finance Committee also have said while they personally oppose hiking the tax, it needs to be on the table to save the federal Highway Trust Fund. Spoiler, when politicians say they personally oppose something but are leaving it "on the table", it's going to happen. And these three powerful committee chairs aren't alone. At least one GOP Senator Bob Corker (who is chair of the mostly unrelated Foreign Affairs committee) is an outright supporter of the idea. You want to know what should be done with the federal gas tax? Slash it and let the states control the building of most roads and bridges. On tax hikes my advice to Republicans is a paraphrase of Winston from Ghostbusters, "When someone ask you if you are in favor of hiking any tax you say NO!" Any of this mealy mouthed "well, we have to leave things on the table...." is simply an invitation for making mischief. The answer is "no" or better yet "Hell no". Of course something like this would have a hard time passing the House. It would mean Boehner would have to go to Democrats for votes and there's no way he'd ever do...oh boy. Naturally the Democrats love hiking the tax because, well, they love hiking taxes. Also, this trust fund pays for public transportation programs. So urban Democratic voters get money from fees paid by people who drive more. Also supporting a hike in the gas tax? The GOP supporting Chamber of Commerce. Gotta keep that sweet federal money flowing to the donors you know. Even I have a hard to believing the GOP is this suicidal but the allure of "infrastructure" spending is strong. The American people have grown accustomed to paying a certain amount per gallon for gas. Now, due to unforeseen circumstances, the American people are paying much less per gallon. the allure of "infrastructure" spending is strong. Even this is a pipe dream. It's going to be like the infrastructure spending in the Stimulus package a few years ago. Most of the extra $, if any, will be siphoned off into things like "women's rights groups" increased food stamp payments and arts subsidies. And it'll happen long before the money becomes available for traditional infrastructure graft. So these GOPe CoC suckers won't get nearly the bribe levels they're thinking they'll get. Err, no. No, it's a tax. On fuel. Toll roads require you to pay a user fee, or you can't use the road, ordinary roads only require that you have all your shit together: if it's a motor vehicle, you have to have it properly insured & licensed & all that. I can drive a horse-cart down an ordinary road or highway (not an interstate highway, because of various restrictions on use, one of which being that you have to be able to maintain more than 40mph on most of them) without paying any fuel taxes, & it's legal. I could drive an electric car down the road, too, without paying any fuel tax. Or an electric scooter. Or a bicycle. Or I could walk. The fuel tax is a fuel tax, not a user fee. I would guess that if revenue is going down, it's going down for one of the reasons the cost of gas is going down -- weak demand (because of a bad economy).

There are many reasons that Corbett lost in Pennsylvania, but raising gas taxes was among them. Even though the gas tax hike had bipartisan support, indeed was more popular with the Democrats in the legislature, when the election came his Democrat opponent slammed him for it.
I am actually somewhat sympathetic to use taxes and if the funds were to go to highways that makes sense, but it will probably go disproportionately to public transportation. But the revenue will mostly be squandered and the tax hike used against Republicans, so it's not a good idea. Now if it really did go to better highways and was tied in with elimination of ethanol subsidies and other reforms like eliminating prevailing wage provisions, etc. Who am I kidding; that'll never happen. It's been years (mid 90s perhaps?) but AAA did a quick n' dirty analysis - IIRC then current MV taxes equaled close to one hundred thousand dollars per mile of paved public road per year. The upshot was that if MV taxes actually went to roads, every paved roadway could be torn up and completely rebuilt every decade or so... The HTF is sapping tax money away anyway, since the GF has been supporting the HTF with several billion in transfers over the last few years. The federal excise tax on motor fuels hasn't increased since 1992, and before then it was more-or-less regularly increased to keep up with inflation. To make ends meet in the HTF, the excise tax only needs to increase a little in absolute terms, from around $0.18/gal (on gasoline) to $0.30/gal. I do agree of course with the sentiments that the fuel excise taxes should not in anyway fund anything but the HTF; no transit, no bikes, no nut'n. We might be able to get that separated out. And believe it, you ought to be glad the GOP would tackle this issue rather than the dems. Recall that Ofucker wanted to fund the HTF via taxes on businesses and middle-income earners by "closing loopholes". He said raising the fuel excise tax would be a non-starter. The excise tax alone isn't the best solution for funding the road systems, especially since electric cars and low fuel use autos don't necessarily pay their way, but the alternatives are less attractive. I would like to see an exploration into an excise tax on electic/ultra high mpg vehicles at sale to help fund federal and state road systems, but that's probably a bridge too far for now. I would trade a hike in the gas tax for a reduction in something like income taxes.
What I like about a gas tax is it's almost impossible for the "47%" to escape, it hits the Free Shit Army. I feel the same way about a state income tax vs property taxes. I would trade a higher property tax (like texas) for the elimination of the income tax. It's almost impossible for people to get away from a property tax, even when they rent it gets collected. So what? to you too. Just because revenue is up doesn't mean it's up enough. I'd rather we pay for the highway system by having drivers pay for it than based on income or whatever (which is what is happening now with the transfer payments from the GF). The commonwealth also raised my gas taxes. but since I'm paying ~$0.15 /gal an not $0.40/gal in state taxes (like I was in CA), it's not like it's a show stopper. Things cost money. Roads are actually something the gov't has some business doing, so I don't mind funding them as long as we're paying reasonable costs (compared to say, a network of private roads). I think conservatives have painted themselves in a corner to where we've reduced taxes on enough people that it's come back to haunt us.
The lower end pays way too little and the higher end pays too much. We've created a voter base that no longer sees the link between "more spending equals higher taxes on THEM" because they don't really pay any income taxes anymore. The main purpose of lowering taxes is to reduce the size of government, but if you have voters that simply aren't on the hook for government spending any longer, you're actually increasing the size of government because those same voters have no issue with bigger government because they don't pay for it. I don't dispute this. I don't know how much there is in road construction, but the Women and Minority Owned Business preference is a GD affront to the ideals of America. But I think most of the actual construction contracting for the interstates is done by the states with fed money, so it probably varies by state. Any tax is to some degree. Motor fuel taxes uniquely impact consumers of roadways. The excise taxes on trucks (large tires and such) being too low (relative to the wear and tear caused by trucks) means that regular drivers subsidize one of the more expensive forms of interstate transport of goods. But for the sake or argument, let's say a lower gas tax has more economic stimulation than a lower income tax. Doing rough map I think gas is about $6 a gallon (1.22 euros per liter) there. How many politicians drooled when they saw that sign and did the math? You know they want to do the same to us.

Everyone in transportation knows it's going to have to happen if we want to maintain the idea of the HTF, so it's really just working out the details.

It's pretty well acknowledged that here in Michigan, our roads are absolutely abysmal. Lots of reasons for this, not the least is the union make work programs, the choice of the state to use suboptimal materials to "save money" , a vicious freeze thaw cycle, heavy truck traffic with ever increasing weight approvals, etc.
So, a few weeks ago, the Republican legislature and Republican gov. passed and signed a "controversial" bill that directs all the state gasoline tax money to be used for.....roads. Over 40% of the current gasoline tax was being diverted and given to.....schools. Who are now screaming bloody murder. Gas taxes often are not directed into a trust fund, but instead, are sent to the general treasury. Where they immediately get spent on votes, i.e. schools, the children, day care, homeless shelters, etc. And the roads go to hell. My own local school district is losing around $1M due to this appropriate redirection of money to what the taxes are actually supposed to be used for. Also note that the through the early 1990s, much of the excise tax actually paid off Nat'l debt. That means the 1992 rate was relatively high for what it needed to fund. If there's anything that the govt must be responsible for, it's highways. And if the gas tax is how it's funded, then some knee-jerk anti-tax reflex shouldn't interfere with a rational discussion about the level of taxation. Since it's a set amount per gallon, then it doesn't adjust for inflation generally, nor the price of gas specifically. So as everything else gets more expensive -- like building roads, for example! -- why shouldn't we consider raising it if that's what's called for?

The legislature and interested parties have passed this legislation, but it won't take effect without voter approval, which will be on the ballot in May,2015.
