Life During Wartime: NYPD Announces "Wartime" Rules for Patrol and Response

Any 911 call will be responded to with a team of two patrol cars, not just one, which effectively halves the number of emergencies the police will respond to.

This will result in dead civilians.

What do we want? Dead civilians!
When do we want it? As soon as we murder some cops.

I'm hopeful that Obama will interrupt his Hawaiian vacation to tell the cops they've acted stupidly, but I trust he'll just keep golfing.

The first assassination of an NYPD officer since the 1988 ambush of Edward Byrne has rattled the rank-and-file --and prompted cops to adopt drastic "wartime" policing tactics not seen since the 1970s.

"At least two units are to respond to EVERY call, no matter the condition or severity, no matter what type of job is pending, or what the opinion of the patrol supervisor happens to be," an e-mail widely circulated among cops advised Saturday night.

Doubling the number of cops responding to even minor 911 calls would effectively cut in half the NYPD’s patrol strength....

"These are precautions that were taken in the 1970s when police officers were ambushed and executed on a regular basis," the statement added.

"We have, for the first time in a number of years, become a 'wartime' Police Department," the message concluded. "We will act accordingly. FORWARD MESSAGE IN ITS ENTIRETY TO ANY AND ALL [members of the service.]"

Over the weekend, Noah Rothman asked when we would have the "national conversation on violent rhetoric" like we had over Sarah Palin's non-involvement in the shooting of Gabby Giffords.

The answer, of course, is never; the leftists who control our institutions support and cover-up political violence emanating from the left.

Some on the left appear concerned that their preferred "conversation," one that more resembles the lecture about racial disparities in the criminal justice system which has been ongoing virtually unbroken since 1994, could evolve into something they can no longer so easily control.

"The deaths of those two officers should be mourned. Justice should be brought," political commentator and Morehouse College African-American studies professor Marc Lamont Hill wrote. "But let’s not get confused or distracted from the big picture."

"Yes, 'all lives matter,'" he added, "But BLACK LIVES are the ones called into question on legal, cultural, psychological, [and] epistemological levels."

What is the basis for insisting that there is no "big picture" to be examined in the execution of two NYPD officers?

I like how casually he dismisses that. "Oh sure that's terrible, but let's not lose sight of the things which are really, and not just rhetorically, terrible."

Giuliani says that Obama the Failure did manage to succeed in one aspect.


"We've had four months of propaganda starting with the president that everybody should hate the police," Giuliani said during an appearance on Fox News early Sunday. "The protests are being embraced, the protests are being encouraged. The protests, even the ones that don't lead to violence, a lot of them lead to violence, all of them lead to a conclusion: The police are bad, the police are racist. That is completely wrong."

He says it goes too far to say DiBlasio is partly to blame for the murders, but he does criticize him for permitting a lawless environment.

"I don’t think it goes too far to say the mayor did not properly police the protests," Giuliani said. "He allowed the protesters to take over the streets. He allowed them to hurt police officers, to commit crimes, and he didn't arrest them. And when you do that, similar to what happened in Crown Heights, you create a great riot. He should have known better. For that he has to take accountability."

There was zero evidence connecting Palin to the Giffords shooting. The left is so desperate to paint the right as violent, it does so in almost every case (as Gabe has ably pointed out).

But those criticizing the Palin/Giffords crap weren't saying "there's no such thing as incitement," they were saying there is zero incitement here.

Compare that with "what do we want" "dead cops". That seems a bit closer to incitement than anything Sarah Palin said. Ever.

Are Cooke et.al. saying that even without this incitement, Brinsley would have made a trip up from Baltimore and targeted NY cops? Or killed any cops at all? That doesn't make sense and it is at least worth exploring the issue. Incitement is a crime for a reason - it happens.

I'm *really* hoping that things stay quiet in Los Angeles. Race relations are always a bit touchy here in SoCal. And it's not just cops vs. minorities. A Blacks vs. Latinos race riot would get very ugly very quickly, and could start very easily with the right trigger event.


As for New York, it'll be interesting if Guiliani decides to keep criticizing DeBlasio over the latter's actions. Guiliani still has a lot of respect across the country. He could make life very difficult for DeBlasio if he chose.

Here's the thing about urbanites and all the supposed amenities of NYC.

The difference between a world-class NY bagel and a decent bagel from the bakery of your local grocery store in Podunkville is pretty small.

Most NY'ers don't go to the Met more than once every 3-4 years.

The thrill of seeing celebrities wears off after a few months, they're just fucking people (trust me on this one, I see 'em all the time in my neck of the SoCal woods. The quoted post is a little over the top.

But there is a grain of truth to it.

I have been lucky in that most of the interactions I have had with cops have been positive ones. The cops I know personally are good people.

But there is this almost reflexive refusal on the part of police to admit that sometimes people in their calling are assholes. And that sometimes they do shitty things.

Look, admitting that would probably garner your profession more respect, not less. It doesn't take much to say, yeah, the guy that threw the flash bang on top of a toddler is a jerk that probably doesn't need to be a cop.

The thin blue line is not just a thing, I have seen it in real time. And it makes it difficult for me because my instinctual reaction is to be on the side of police. But when I read about the stuff that the poster quoted mentions and the things Balko talks about in Rise of the Warrior Cop, I start getting leery of my own judgement.

It is a dreadful thing when crazies kill people including cops. Race baiting idiots aside, though, the Eric Garner homicide stunk to high heaven of police brutality and excessive use of force and yet the officer was let off the hook because that is what happens in cases where cops overstep... either they are cleared by an internal "investigation" or a grand jury decides they are immune from consequences. If the police are upset by the increasing disrespect they face perhaps they ought to treat the homicide of unarmed citizens by cops as a serious matter instead of something to be covered up or swept aside.Conflating the motivations of a crazy cop killer with the justifiable outrage expressed at yet another killer cop getting off scot-free does neither situation justice.

A prosecutor can sometimes manipulate a Grand Jury to indict, but if all the facts are shown to a Grand Jury, and its as "obvious" as you claim that the Garner death should have resulted in indictment of the Police Officer, then why didn't they indict?
Was it a conspiracy to put only white racists on the Grand Jury. I doubt it.
I do believe that the EMS response to his collapse was very poor, even negligent, but that had nothing to do with the Police Officer.
And this "illegal choke hold" crap is just that. It was a clean take down/headlock. It didn't cause fatal trauma to the trachea, and was not directed there. It wasn't even a circulatory choke hold, which is really a very benign thing when released quickly, as this one certainly was.

If there is any fault, it is by EMS and potentially whether and how soon they reacted to the "I can't breathe" after the fact --and this 300# guy went into a cardiac arrest very quickly.

You basically had a huge guy saying: "Make my day" who goes into cardiac arrest in about 5 seconds after they take him to the ground using only "unarmed" men (as the left likes to portray it).
To paraphrase Gene Hackman in Crimson Tide:
It wasn't a "chokehold" that killed him, but his 300# (and challenging the police to a fight, and asthma).

The Michael Brown thing was a 100% justified shooting, and frankly a savings of taxpayer money. Garner was a tragedy, but mostly of Garner's own making, and of his medically fragile state, and EMS indifference --and not anything like a police "execution" And by the way a Medical Examiner calling something "homicide" is simply to say it wasn't a disease, but was man-caused. It doesn't mean a criminal act.

The cops say Eric Garner was selling loosies... other people at the scene say he was not. From all accounts Mr. Garner got angry that he was being hassled and refused to comply with what he saw as harassment. He was unarmed and no immediate threat to the officers and yet they tackled him, held him down until he was not moving anymore ignoring his shouts of "I can't breathe". Only after he was dead did they call for paramedics. The coroner found Eric Garner died because the police compressed his neck and chest. He did not die of cardiac arrest... he died directly as a result of the choke hold he was placed in. Again he was unarmed and either doing nothing wrong OR, at worst, selling illegal cigarettes. Either way, the cops were overzealous.

Leaving aside Eric Garner, however, some cops all over this country regularly abuse the rights of citizens and do their jobs in such a shoddy manner that the people they are supposed to serve end up unjustifiably injured or dead (ghost mentions some of these instances in his post, google Radly Balco for others) and only very very rarely are they held accountable. Mostly, grand juries take their word for what happened or their qualified immunity kicks in (even when they are engaging in actions again department policy or blatantly illegal actions). Some cops are just bad and a larger portion of cops (I would say the majority) are very willing to cover for their fellow (bad acting) officers no matter what.

Respect is earned and so is disrespect no matter what field you work in. The whole fiasco was overseen by a black woman sergeant who was given immunity for her testimony even though she bungled the whole thing including not giving Garner immediate care

275 If ya go after the police, don't be surprised if they are hesitant to do their jobs (fight crime). Why risk losing your job and having your life ruined if someone resists arrest? Perhaps it's best to not arrest people too often, if at all. Perhaps it's best to take your time showing up when ya get a call, and perhaps it's best to always have lots of back up for every little thing no matter how minor it may seem. Police should record everything at all times. Would not want to be a police officer these days.

Respect is NOT earned. It is something called manners and should be afforded to pretty much everyone you encounter throughout your day. Do you honestly treat everyone rudely until they jump through lots of hoops and some how PROVE to you that they are "worthy" of your respect? Give me a break. Also, when it comes to people who are granted the power of law and the right to legitamately use force (like the police), they have authority and should be granted compliance at the very least, and respect if one is a civilized human being. I am soooo tired of this BS misguided notion that "respect is earned, and to get respect you have to get respect." Sorry, this is not how the world works. A police officer, a security guard, a teacher, or your boss all have positions of authority and the responsibility that comes along with that authority. When a police officer asks you to clear an area, a security guard asks you to show your i.d., or a teacher asks you to stop talking during his or her lecture, an adult just does it. A child argues or starts whining about misguided notions of "respect." You should have enough to common decency to treat everyone you meet with common courtesy until a person demonstrates that they are lacking in decorum. If you don't think people are worthy of your respect til they prove otherwise then you are a narcissist that thinks the world is supposed to bow down to awesomeness.
