My dream scenario would be if they started with a funding bill that only funded non-controversial parts of government that were running efficiently and well (that is to say, none of it). Then, they should consider each agency, one at a time, define what parts of it should be doing what tasks and what the appropriate level of funding should be for that task, and pass a bill to fund it to that level. I seem to vaguely recall hearing that there were 1600 agencies in the Federal goverment. Instead of passing one 1600 page piece of crap, they should pass 1600 one-page bills and dump 'em on Obama's desk.
At that point, let him decide what he wants to veto -- 'cause if he vetoes something, the agency isn't funded until a replacement bill is passed and hits his desk. If Obama wants to say, "no, I will not sign a bill the directs the DOJ to stop ginning up racial tensions," then the DOJ can send everybody home while congress thinks about that. No. They can't pass a law that says, "Yo, Next Congress, we just passed a law that says you must pass a bill that this session wants you to pass in your session." The bills passed in one session are law (if signed by Executive) and the Law of the Land until a) The Judicial rules it Unconstitutional or b) a subsequent Legislative session writes new law to override that which already exists.
