That means 99,999% are *economic* migrants.
We have UN treaty obligation to accept real asylum candidates, but not if they skip countries. We have no legal or moral obligation to accept economic migrants.

It's easy to say all that after the fact, but Roman allies did rebel from time to time, and there was the Social War when a bunch of the allies tried to quit at once.

The thing is that the alternative was to wait passively until the legions rolled up in overwhelming strength, which they would eventually have done, because Rome gotta Rome.

he incorporated a lot of Gauls in North Italy into his "Africans" and probably some Southern Italians/Greeks while he stayed there for 20 years. But his base wasn't even Carthage really, he was a free agent in the Spanish state his father had started after the first Punic War.

Meanwhile Rome had been building a system that for all its flaws was incorporating Italy into their future on an equal footing. Magistrates in Italian towns could join the Roman Senate. Italian areas could become fully Roman - First Latium, then other districts over time.

Only a few cities joined him, and then he had to watch as Rome over time took them all back from him.

The other Roman trick was the "Hey, we have 2 consuls and 8 praetors. Lets have more than one army!". So one or two of them would follow Hannibal about, and the rest would go and defeat anyone suspicious, take any towns with unrest, pacify the Gauls in North Italy, and in one famous incident ambush and destroy a new army led by Hannibal's brother into Italy so fast the first news he got was his brother's head being tossed over his encampment wall.
