Morocco has made territorial claims against Spain
Moroccan Justice Minister Abdellatif Ouahbi said Rabat maintains "historical and geographical rights" to the cities of Ceuta and Melilla and wants to create a special mechanism with Madrid for negotiations.
He described their incorporation into the kingdom as Morocco's ultimate goal.
Spain categorically rejected these demands, stating that Ceuta and Melilla are part of its territory.
Morocco has claimed both cities since gaining independence in 1956. Melilla has belonged to Spain for more than 500 years, while Ceuta has been Spanish for more than 400 years.
The issue has flared up again because of the migration crisis in Ceuta, where tens of thousands of illegal migrants crossed from Moroccan territory at the end of July.

The areas have been separate for so long that most citizens in the Ceuta area don't even identify as Spanish, or whatever they're called these days.

There might have also been some (lightly) armed conflict in the past between Spain and their wayward protectant. This might explain why the Monarchy in Spain isn't really motivated to do much... I mean besides being Islam loving retards.

The religious proscription means cows can scrounge everywhere for free fodder, and if times get better can produce a calf that allows the farmer to start plowing his fields again. If they ate the cow, they'd starve to death.
