In some, antiques are still firearms but blackpowder, even modern ones, are not, in others both black powder and antiques are considered firearms, and some states don't regulate either. Lots of gotchas under firearm laws--local, state, and federal that can easily make one a felon without even knowing it. ATF has a compiled volume of local ordinances and state firearm laws that comes out on a regular basis . Then you add the federal laws on top of it. For example, are black powder pistols considered a ghost gun if you put a cylinder on it that allows you to fire centerfire cartridges? In such edge cases, the normal way for people is to ask the ATF questions and get a response. However, that response is NOT binding on the agency.
