It typically offers 12 months of employment, either pre- or post-completion of studies, with a 24-month extension available for STEM majors.So if there's a fraudulent student "worker," he gets 12 months of extra time in the US or possibly 36 months if he's learning how to build bombs for terrorist organizations, or how to smuggle Chinese bioweapon specimens into the US. I assume that's what STEM means in this situation. The entire scheme seems built to defraud the American voter and reportedly that's exactly what it's being used for. Trump (really Miller) is probably looking to end the program completely. Gotta go through the APA, though, or else courts will throw a fit. Well, they'll throw a fit anyway, but going through the APA means that the higher courts end up siding with the administration. I think the big issue with the OPT program is that Amazon, google et. al. get a tax break. They don't have to pay FICA or something because the students are presumably going to go to their own country in 1-3 years to work and then retire.
They may also have other tax breaks. But I don't grok why the F-1 visa students would use a shell company that does not have a job in their field to stay here. Perhaps they make more here even in non STEM jobs than they'd make at home, but I would have thought the cost of living here would negate that benefit. I stumbled onto youtube show of Austrailian immigration control that come down on foreigners like a ton of bricks if that have a paying job. They immediately get taken to detention and shipped back home in a matter of days.
