Cornyn became a Senator pretty early on in Texas' switch from Dem to Republican. He was the first GOP AG elected (since 1874) and replaced Phil Graham in the Senate - a Democrat turned Republican. If you are asserting that 2028 will see the DNC bypassing their primary process, that may happen. 78 DNC leadership can't control their presidential primaries. They barely managed it in 2016 when the cleared the deck for Hillary save for an unserious no-name senator from Vermont. In 2020, their whole plot to put Kamala in fell apart before the first vote was cast. In 2024, they had to outright forgo the entire primary process in order to get rid of the chosen candidate.
If you are asserting that 2028 will see the DNC bypassing their primary process, that may happen. But if it goes to a vote, Beshear has as much a chance as any other boring governor who will get drowned out in a media environment that encourages maximalist leftism and outrageousness just to get attention. That's where Democrats get their free seats from, the stolen Census (6-10 seats, admitted) and Gingles which demands majority-minority districts (close to 30 total in red states).
