I still don't understand how we don't respond to missiles being fired at non-combatant merchant ships with massive counter-battery strikes. The Aegis radars on the Arleigh Burke class destroyers conducting the blockade surely know where the missiles came from and there are enough Tomahawks onboard to turn the source into dust.

I think that's definitely a big part of what's going on but I also believe Trump would prefer not laying waste to Iran. Not just for humanitarian issues, there are a whole lot of Iranians who don't support the regime and they will take it in the shorts, but also for practical reasons. One of the reasons the IRGC can fire missiles and drones at shipping is that they're been concealing the launchers in civilian areas. Many of the launch vehicles look like a regular box truck or semi. The IRGC rolls one out, takes a few pot shots, rolls it back into its hiding place.
Not every drone and missile flies in a straight line either. They can be launched, fly to another spot, then turn towards the intended target. Makes it harder to locate the launch vehicle. And being located in civilian areas, the USN is in a bit of a jam, even if they know the general location. Typical IRGC strategy... hide among the civilians. I'm pretty sure the US has persistent ISR air assets over Iran and specifically the Hormuz. So it's not like we don't know where at least some of the drone and missile launchers are. They may be getting whacked and it's just not being reported, or they may be in civilian areas and we're not hitting them.
Disguising the launchers as civilian vehicles complicates matters. Lastly, some of the drones being used for "one way" attacks on commercial vessels have a range over 1000 miles. They could be launched from a goat farm 500 miles from the Hormuz, fly off somewhere else, then turn around and target a ship. They're so effective we copied them.
