My pet theory, backed up with some evidence as to how things turned out, is that Italy and France wanted to knock Libya off so they could take over the oil concessions and rape the shit out of them without paying anything to the locals but peanuts. (which is exactly what happened)
They cozied up to Hillary and convinced her that it would also look real good on her resume, and they'd make it worth her while in other ways, too. Because of course they needed US muscle to make it happen.

Arab Spring started in 2011 in Tunisia with a successful revolution ousting a dictatorship, then spread to several other countries. Syria ended up in long-term civil war, while Egypt had its dictator ousted but the military reasserted control a few years later.

I needed for work a white light beam as well as a UV lamp, so I tried their... Ark something model. Works great. Continuous use and the battery still lasts about a week.
