If you recall, when Republicans have shut the government down, Democrats have always employed what is called "the Washington Monument Strategy" to make shutdowns as painful as possible for the public. They not only shut down parks, but they had park personnel, who were on furlough, act like cops and chase visitors out. Obama even had Rangers working near Mount Rushmore drag chains across a turn-off on a local road to keep people from parking their cars just to look at the monument. They spent government money, in short, during a shutdown to punish the public so that they'd pressure Republicans to cave. Trump is taking a page from the Democrats.

"DHS has issued a stop-travel order for all DHS funded travel, effecting 2/18/26, for the duration of the lapse in appropriation. Currently this DOES include disaster travel," according to an internal email sent by Kurt Weirich, a chief of staff at FEMA. More than 300 FEMA disaster responders were preparing for upcoming assignments but were told to stand down, including some who are currently at a training facility, CNN reported earlier.

It wasn't just Rushmore. I think the term comes from Obama having them put up barricades so that you could not even get near the Washington Monument, or any other DC park. They had to find barriers to keep people out of open, unmanned, open spaces.
The Park Rangers were made to lock the toilets in national parks all around the country, but the doors had not locks -- they had to chain them of find other means. Open access park roads were blocked just to say F U to the flyovers. This all cost a lot of money.

The solution is to empty out roles and then not fill them so that every time a shut down happens, a percentage of the federal workforce if fired and not replaced.

It depends on how they're fired. The way Trump is doing it now (well, not specific to this "shutdown" but in general) is to let the individual go and then eliminate the position by eliminating the regulations authorizing the role.
In a post-Chevron world, that's going to be a whole lot harder to undo.
Never mind that it's 3 years from fired to "hey, Dems want you back," but there's also the whole new regulation process that is now under judicial review. If they even get past that, they have to staff up and find funding.
That's not, "flick a switch and bring them all back." That's a long slog through rebuilding a torn down infrastructure.

Back in the 1970s, there was a constant raw sewage overflow into Cabin John Creek in Montgomery County MD. This is a tributary of the Potomac. It was due to sewage flow exceeding the capacity of the sewer line. Like a lot of main sewer lines, this one ran next to a creek:
I went and looked at the overflow. Must have been thousands of gallons an hour. The water authority went to local schools encouraging residents to put a couple of bricks in their toilet tanks to diminish the flow. So, sewage flow into the Potomac has occurred in the past. This latest cave-in and abject incompetent failure sounds like the worst yet. By far. I think the Authority should not be part of the DC government.
