The coastline in Africa probably contributed to their slow progress, but I think a better perspective is that it takes a very special geography to create the conditions for progress. Greece had competitive cities that had easy trade, and easy defense. Rome achieved the same in the Med., but on a bigger scale as technology advanced. England, Spain,... did the same on the Atlantic with better tech still. So the coastline is part of it, but in my view there are lots of good and bad coastlines and that is not enough to explain it. The important part is the ability to defend from outside attack and develop independently and competitively with trading partners. The coastline is important for that, but you also need mountains to prevent attack from land, and you need technology to take advantage of those ports for trade and exchange. Urban areas should be turned into reservations across the US. That way, they would not pollute state politics nor be able to dominate them from urban fraud shitholes.
