I've been using sand-filled "kettle bells" recently and you can kind of dial in your own final weight. One of the biggest cost in getting weights shipped is, well, the weight, duh, I know. But with the sand-filled weights you can get around that a bit. They are a bit floppy and have a bigger volume but that's fine for kettle bell training. You REALLY want to get pissed. Weigh food products sometime and compare what you get to the net weight they have displayed on the box/ container.
This is not an outlier. Quite a few corporations play around with semantics and, there are even some out there who increased the thickness of their cardboard container to add that to their net weight. Periodically, some have gotten caught (Walmart took a major legal hit on this with some of their internal grocery items). But, they play fast and loose. Pasta is another one. They cut is just a smidge short and box it. That tiny shortfall is difficult to see outright. But the weight tells the story.
