Once the criminals and terrorists are gone or imprisoned to the improvement of public safety, then you pivot and go after employers in the big businesses, construction sites, etc. And similarly, using the public charge law, you bankrupt the sponsors of such (demand letters have already been sent to places like Catholic and Lutheran 'Charities') for repayment of benefits and you expel those that are a public charge, committed identity fraud, etc.

Ah Trump and the "oil bidness". He's a New Yorker and it shows. Venezuela was happily pumping out good guality crude from the Lake Maracaibo region in the mid 1930s. Then it nationalize the oil industry and kicked those crazy gringos out in ~1937.

Consortiums of international oil companies--usally two or three per concession were formed to do the development work. The company I worked for was a partner in one of those consortiums. Of course each consortium had to give a piece of the action to PdeVesa.
In the late 90s you could fly into Caracas from either Houston or Miami. The business class sections on those flights inyo Caracas were full of engineers, lawyers, and managers with oil company pens in either their shirt pockets or briefcases. Part two--as I was saying at 05:08 getting the Orinoco oil to market was not easy. The projects had a 40 year expected time line. The Orinoco oil was heavy, and once you got it out of the ground, it turned into a "wax candle" that you couldn't pump. It was also 200 miles to the coast line. The projects involved building a new tanker terminal on the coast. You also set up a small refinery on the coast, which would turn some of the oil into "cutter stock" which is about like kerosene. One pipeline ran from the coast to the oil field--the cutter stock would be used to dilute the Orinoco oil so you could pump it to the coast/refinery, loading dock. So 400 miles of pipeline, one refinery and one tanker loading dock were required.
Once on the tanker the Orinoco oil would be taken to either the US Gulf Coast or to Rotterdam. Between the two places there was the largest coking capacity in the world--places where that heavy Orinoco crude could be successfully refined into motor fuels and jet fuel.
All this wasn't easy and wasn't cheap--hence the projected 40 year time line for the life of these projects. And with political risk in Venezuela it ultimately made no sense to continue.

They had them all! But they were mostly American and other international engineers that worked for Chevron and Exxon, and the Venezuelan government ran them all out of the country. They even took 6 of them hostage and held them for years until the US paid a ransom. Of course no one was going to work there after that.
And then they gave the refineries and power plants to some generals to run, and all they wanted to do was to loot everything. So they hired illiterate 19 year olds to run things, gave them guns and told them to shoot anything that made a bad noise.

There's a general rule it seems for anyone who got into their position of power by being good at getting positions of power and not being good at what the position ostensibly "does". Politician, manager, executive, heck, even the more ecclesiastical job descriptions. I have friends who are from UKR, and I feel for them, but I land where you do, Tammy. UKR had the chance to exonerate Trump and expose what Biden did over there under Obama, and they chose to do neither. Their inaction caused Trump a lot of unnecessary trouble in his first term.

Putin may or may not have had legitimate grievances WRT Ukraine. Certainly the way he went about it was evil, but Zelensky seems pretty evil too. I wish a pox on both governments (because the governments are just as evil as the specific leaders), but I wish freedom and peace for the citizens of both countries. If only their governments would quit being corrupt repressive kleptocrats that make Democrats sit up and take notes on how to be more evil....
