Trivial refers to the trivium which is the lower division of the seven liberal arts and comprises grammar, logic, and rhetoric. They were more basic and hence “easier” than the upper division quadrivium which was a grouping of four subjects or arts—arithmetic, geometry, music, and astronomy. Originally, Dragnet was a radio program, broadcast in the early 1950s. One episode Joe Friday needs to make a long distance phone call from California to Idaho. This was quite the involved process! You had to tell the operator what you wanted to do, provide the city and number.

Sheriffs can, pretty sure. That was the model prior to paid police departments. If there was say, an escaped felon in your county, then they would deputize the citizenry as required. Sort of like jury duty, you were compelled to comply.
They can throw you in jail for refusing. They can do a lot of things along those lines, commandeer cars in an emergency too. The Sheriff is usually the highest or most important elected official in a county. Sometimes the coroner. County health officials have tremendous power too, as we saw during the lockdowns. It is only very temporary. Maybe 30 or 60 days. Then the legislature has to act, which is the point. Health officials can act faster than a legislative body in an emergency. Of course they dropped the ball, and conveniently “forgot” about the limits of that particular authority. I think in some cases they exercised it for years. Well, the Erf's little sput of fast rotation has about topped out for 2025. It's near the predicted top for DUT1 (difference between UT1 and UTC, how much ahead of UTC the Erf is). DUT1 is now at 93.279 ms. It should top out around 10/16, then start decreasing slowly, then faster and bottom out by May 2026. The one year prediction has it starting another fast tear after that and getting up 120 ms or so by Sept 2026. A negative leap second by 2029 to 2030 looks increasingly likely. Yes, this is quite fascinating. It is "easy" to, at any spot determine your local mean solar time by observation. (I say easy, but I laugh at what a mess I'd make, even if I had the equipment with the required precision -- this takes skill and practice, practice). But, unless you know your longitude, you cannot convert that to GMT. You have no idea what your longitude is. Now, if you have a very accurate clock, set to GMT, well easy-peasy. That was the ultimate solution to the dreaded Longitude Problem, thank you John Harrison. But if you don't, then how the hell do you determine GMT at the time of your local observation. Well, another method is what they did. With very accurate ephemeris tables, and even higher precision equipment, you can observe something, like transits of the moons of Jupiter, lunar occultations of stars and other things. Via the ephemeris, you know what GMT time those events are supposed to happen. That gives you the reference to know the difference between your observed local solar time and GMT. For those "GMT determining" observations to work, one you need accurate ephemeris tables. Also, you need events that have high time resolution. Something you can see that happens fast enough to pin down the time it happens to a few seconds or so. If it's something very slow, and/or "fuzzy" (ie, you can't judge easily exactly the event whatever you're looking is actually occurring), you've got problems. The Moon was used for a lot of this. I remember reading about the errors prone with this method, and the resulting navigation havoc it caused back in the day. That wouldn't work. No observation relative to the earth will work, because you don't know where you are. You're trying to determine where you are. Latitude fixing is relatively easy. It's longitude that's the bitch. You've got to have some event, with the necessary time resolution and "sharpness" I was rambling about above that is relative to the sky. When does the Moon occult a certain star. When do the Galilean moons transit Jupiter, etc. That's some event in the sky, relative to the sky, and not anything relative to the ground. Here's and IERS plot of DUT1 (UT1 - UTC) since about 2025, with one year of predictions stitched on the end: https://is.gd/RLUzJk Note the speed up of the earth's rotation starting in Jun 2020. You can see the slow linear trend there. Before, it would decrease, then bam, leap second, slow down, etc. But in 2020, it started increasing. BTW, UT1 is the current closest thing to the old GMT. The precision is much much greater. UT1 is known now to around 15 us of precision. The details of this are gory, but at that level of precision the "fuzziness" of terrestrial reference frames gets important. Consider the Chandler wobble, the wobbling of the earth's instantaneous axis relative to the "fixed" surface. This means latitude and longitude of a given point are actually changing down at so many decimal points all the time. This is had to be factored in. UT0 is the raw measurement. UT1 factors out the Chandler wobble. The details of all this are mind-blowingly tedious. But that's the level of precision they're at now. You know, speaking of hips. I had a stress test yesterday, everything went perfect, results were perfect. Blood pressure was 120/80 at the start without meds, never went over 160/90 after 5-6 minutes of walking an incline that felt like I was walking up a frigging wall, never broke a sweat, no loss of breath. But... my hips were hurting a little earlier today, they felt tired/weak, and were a bit stiff when I woke up. I didn't even want to get on a motorcycle. They seem to be fine now, but that was something new. Hopefully it was just from doing something I don't usually do, and not a view of things to come.
