The Utah legislature is actually one of the few legislatures in the country that throws its weight around probably a bit more than they should.
But they have overruled Cox on Cox's former trans veto. In fact they overrule a lot of Cox's vetos. Of course, they also are trying to take down the Utah Supreme Court for some bizarre reason, so it's a very mixed bag with the Utah Legislature. At least they usually ignore all the Democrats.
