The Section 8 action is important, part of a package of moves, but the most important clock still ticks awaiting serious action on the most important problem: the jobs magnet. Employer perp walks. Which would do more to reduce illegal numbers over time than any other single enforcement step.
There are non-disruptive approaches and strategeries in their hands, but so far bupkis. Same small number of individual enforcements, like the WI meatpacker, that have happened for years, even during the obamanation. "Supercavitating" projectiles, including bullets, reportedly can retain velocity through quite a long distance of water, like hundreds of feet. I couldn't do this again in a million tries.
Several years ago I shot a .22 pellet at a squirrel on my fence. About 7 yards. Grazed the back of his skull. He began jumping crazily, bleeding, all around my patio. A spit second after he went crazy I felt an impact on my shirt at waist level. I looked down; nothing there; went out and put the squirrel out of his misery. Came back inside and saw a deformed pellet where I took the shot thru my open patio door. I looked and found the pellet impact dent on a fence board with a smear of blood. The pellet bounced back at me in nearly the same plane. But I did not shoot at a right angle to the fence board! A crazy combination of slight deflection off the rodent's skull, angled impact off the board, back to my waist. Rare probability events do occur. Rarely. The Mythbusters did a similar test a long time ago, running through several different cartridges all the way up to .50 BMG. and firing into the surface of the water with the muzzle something like 6 to 12 inches away In all of those, every bullet was tore to pieces within 2 or 3 feet after hitting the water. They also included a blackpowder rifled musket, that was either .54 or .58 caliber, don't remember exactly what it was. But it's all lead bullet made it around 6 feet or a little more before it lost enough velocity to render it essentially harmless and then sank to the bottom a short distance later. It was a neat episode. What really blew my mind is that they were able to find a school with an indoor pool that allowed them to do the experiment. A school in California, of all places.
