Dissolving Failed Cities: Ohio Needs to Revoke Cincinnati’s Charter and Break Up the Crime-Ridden City

Cincinnati is a failed city that is no longer capable of home rule – e.g. self-governance. The state of Ohio has an obligation to revoke its charter, disincorporate it, and permanently dissolve the Queen City as it now exists. It can be done, if the Ohio legislature has the will and if the people of Ohio are repulsed enough by what Cincinnati has become.

The images coming out of Cincinnati following the brutal mob beating of the woman identified simply as “Holly” are awful. Sadly, in this era of failed cities full of feral criminals, these pictures are no longer shocking. But what is shocking is the despicable way that Cincinnati’s leadership rallied around the attackers and sought to vilify Holly as being an instigator who deserved her near fatal beating. In a time when Democrats have widely embraced “defund the police,” and with “Soros prosecutors” being elected on the promise of not incarcerating hardened criminals, perhaps we shouldn’t be surprised that Cincinnati’s leadership is not hiding their support for hardened criminals, including Holly’s attackers.

Infamously, Cincinnati’s woke Police Chief Terri Theetge was the first to race to the defense of Holly’s assailants, stating that, “Social media, the posts that we’ve seen, does not depict the entire incident. That is one version of what occurred. At times social media, and mainstream media, and their commentaries, are misrepresentation of the circumstances surrounding any given event.” The police chief didn’t have a word of sympathy for Holly being beaten while unconscious, as Ms. Theetge angrily lashed out at those on social media who condemned Holly’s beating. The picture below is “one version of what occurred.”

This Daily Wire piece (“‘It’s Pretty Disgusting’: Cincinnati Police Union Head Bashes ‘Victim Shaming’ After Mob Attack recaps some of the most atrocious statements and actions of other Cincinnati leaders, as they too rallied around Holly’s attackers, and sought to blame Holly herself for having her head kicked while she lay there unconscious. It’s important to remember that actual video shows Holly doing nothing provocative at all, she was simply trying to stop an escalating brawl.

• City Council President Pro Tem Victoria Parks wrote on Facebook that Holly “begged for that beat down!”

• Vice Mayor Jan Michele Kinsey condemned Holly for provoking her own beat down, We condemn the violent actions of the instigator(s) of the fight as well as the violent actions of those who responded to the provocation.

The head of Cincinnati’s police union expressed his utter disgust at how the city has become a crime-ridden city with a governing class that will not fight crime.

Progressive judges in the city have allowed criminals to walk free on small bonds in recent years, according to [Fraternal Order of Police President Ken] Kober. One of the men arrested in connection with the Cincinnati mob attack had been out of custody for just weeks after posting $400 for bond in a case in which he was arrested on felony weapons and stolen property charges.

Per this same article, the city’s police department is understaffed by several hundred officers, which is logical in its own disturbing way. A city whose leadership is pro-crime and vilifies crime victims does not need a properly staffed police force.

Ken Kober told Scott Jennings that with judges refusing to keep Cincinnati criminals off the streets, “If the Mayor, the City Manager, and the Chief, if they can't figure it out or they won't figure it out, then they do need to be replaced, absolutely."

Yes, Cincinnati’s leadership needs to be replaced, and the State of Ohio needs to make it happen.

At the same time, U.S. Senator Bernie Moreno of Ohio is threatening to have federal funds cut off to Cincinnati if it doesn’t immediately take action to start protecting the civil rights of all its citizens.

“Sen. Bernie Moreno threatens to cut federal funds to Cincinnati over bloody brawl” [The Hill – 8/01/2025]

“I’m going to go down there next week. I’m going to deliver them a letter. They’re going to have 30 days to put together a plan to protect the civil rights of all their citizens, regardless of their race,” Moreno said during an interview on “The Benny Show.”

“And if they don’t do that, I’m going to ask all the federal agencies to suspend federal funding of Cincinnati, which would kill me. Because Cincinnati is a great city. I want to help Cincinnati,” he added.

As I recently wrote at The Blaze in a piece titled Time to Redraw America’s Borders — Cities, Counties, and Beyond, “Where cities have collapsed...state governments should consider carving up failed urban zones and allowing them to reorganize under fresh charters. Let those areas be resettled under new leadership, new institutions, and new expectations.”

Baton Rouge can be an example for Cincinnati. With aid from the Louisiana state legislature, much of the city broke away to create the all-new city of St. George. Law-abiding areas within Cincinnati’s current boundaries should be able to start fresh with new borders and new city charters, just like St. George did in Louisiana.

The municipal secession movement already has its “Lexington and Concord moment” in Baton Rouge and St. George, Louisiana. Fueled by failing schools and rampant crime, a section of East Baton Rouge Parish began its long, litigative battle for secession. In 2024, its work paid off. The parish successfully seceded from the consolidated county government, forging the new city of St. George, Louisiana, which is now the fifth most populous city in the state.

What would it take to revoke Cincinnati’s charter? The answer is simple – the existing legislature just needs to take action. Cities are creations of the state, and the state has the power to legislatively react. Republicans have super-majorities exceeding 60% control of both houses of the Ohio legislature, 65 of 99 House representatives, and 24 of 35 Senators. Beyond the power of drafting legislation to strip Cincinnati of its charter, with its Republican supermajorities, the legislature can even put a Constitutional amendment on the ballot for citizens to vote on.

After the state strips the city of its charter, functioning areas of Cincinnati could be re-incorporated as new municipalities. Meanwhile, the state could run the core city until such time as it is fully reconstructed and able to function at some level of home rule.

But Cincinnati as it is currently constituted has forfeited the right to govern itself. A city with leaders who rally around criminals and vilify their crime victims must be disincorporated and broken up.

2) The problem with saying Cincy needs to lose its right to govern itself is that the country is full of blue cities which are just as bad. Are we going to strip all of them of the vote?

I would imagine it is the same in most cities - known crime hub spots, the same people doing it over and over again. All it would take is the will to arrest and prosecute them to the fullest extent, and keep doing that with whoever replaces them.

A lot of the crime is down is simply handwaving off a lot of charges in blue areas. For example, felony aggravated assault with a weapon gets charged as a misdemeanor simple assault that is pled out with no jail time. Burglaries and other property crimes are simply not reported and so on.

The whole Hollywood and tv series bullshit about people that just snap is not reality. What is reality is that you have people that are habitual criminals as a way of life with a huge number of prior charges that somehow never resulted in serious prison time. And those charges escalate over time until someone is raped, murdered, or beaten into a pulp.

The asshole who beat that Cincinnati woman silly and skipped off to Atlanta is an example of these floating pieces of shit. These criminals migrate from city to city staying with cuz and friendz when the heat comes down and simply commit crimes wherever they go.

For them, it is a way of life and they simply are not going to rehabilitate and go straight unless locked away until they are too old to get up to much violence

31 I'm not a fan of Cincinnati, but in terms of big cities it's got a lower crime rate than many. It's far from the worst city in the country. Cleveland is worse, IIRC.

If you're have the state take over Cincy because of crime, then states will be taking over an awful lot of cities. Worst crime city in the country? Memphis, TN. If you look at the cities with worse crime rates, a lot of them are in red states. So they should be easy to clean up or take over, right?

This Cincy story will fade away in a few weeks. It already has, to a certain degree. What happened to the guy who was beaten? All we hear about now is the woman. She is a much more sympathetic victim. She truly didn't do anything to provoke an attack.

On the local news, it was reported that they had new video where the "n" word was used. Reporter said it was unclear who used the word. A quick snippet was shone and there was a word bleeped out. Then they showed more video with plenty of additional bleeped out words, presumably as they were cussing at each other. I think the purpose of framing it this way was so the viewer could easily assume the "n" word was repeated often by the white guy. That's the state of our "news" media.

My wife's cousin was a Fairfax Co. cop. He told her it's the same 100 or so families that commit most of the crime. If you got rid of them, crime would absolutely plummet.

Back when Univ of Chicago was doing serious research, they figured out that about 8-10,000 hardened criminals, most of them gangbangers, committed something like 70-80 percent of all violent crime in Chicago and surroundings.

50 I think a lot of people are missing an important point. There is so much wealth transfer to people that don't work, as well as so much outright theft of budget money, that major cities don't have a fraction of the police services that they would need. They rely on people behaving.

Now, because of bad policies, we are moving from a high trust society to a low trust society, which means that people are less likely to treat their fellow man properly, compounding the problem.

I have a feeling that many of these politicians are trying to talk their way out of these situations, because they don't have the resources to fix them, and sadly, by not appropriately responding, they are letting the situation get worse.

I strongly considered moving there (well, to a nearby town inside its economic umbrella but a bit less citified). Compared to a big California-Zone city or a true deep hellhole like Memphis, Cincy is a paragon of city operations.

As much as I am not police booster, these policies make it a much more significant problem. As corrupt, indifferent, lazy, petty and tyrannical ass-covering mutual defense societies as many police departments are, they can be nothing *but* that under these conditions. Nobody good - or even just mediocre and reasonably honest - wants an impossible job. When the bad guys get busted just to have some DA or judge walk them back out onto the street, it's demoralizing to anyone who *does* want to do the job.

So anyone potentially even decent at the job quits. What you're left with is an understaffed department populated with time-marking old timers waiting for their pensions and corrupt dickheads who like hassling people and/or getting ahead through insider crime.

It will destroy the department for generations. These cities have a 20-year reform problem now.

There is precedent in other states. Not sure about Ohio law but if such splitting is possible there, those desiring it should attempt to capitalize.

And their narrative won't matter for dick-all once it gets to that point. Urban street warfare is nasty business. Your narrative doesn't count when raiders are crossing kill zones set up by defenders and everyone is both highly mobile with good geographical knowledge.

What I find interesting is that when I was growing up there were some pretty poor majority-minority places in the city. Yet I, whitebread nerd, could go there and get one of the best meals around without concern that I'd be set upon by a mob.

Pretty sure that's because said city took crime seriously and the residents of said city knew they'd face a shit ton of hell if they crossed the line.

Simply writing off a large section of a city and saying "hey, they police their own and if you get hurt going in there it's your own problem" is not a solution.

I believe this is related to the issue brought up yesterday by Trump, that we need a REAL census to be done in this country.

The crack epidemic swept through the city, and the local law enforcement had no idea how to deal with it, so some excesses may have occurred. The feds swooped in and used it as an excuse to impose control over the police. The same story played out in New Orleans and countless other cities.

The only thing it accomplished, as far as I can tell, was handcuffing the locals and letting certain elements of society get further out of hand. Oh, and appoint administrators to oversee the process and make bank for doing next to nothing.

As a result, crime across the US is much greater than in the early 60's, adding criminal illegals has made it worse, and the entire justice system in urban areas has essentially collapsed. Politicians have made a bad situation worse by their pandering to the criminal class to prevent riots in their minds. So we have a cold civil war going on where the law does not apply in urban areas.

But that's impossible in today's political environment. There simply isn't going to be any significant movement to holding blacks to the same standards as everyone else. It hasn't been so in my lifetime, and has in fact only gotten worse. So prudent people need to plan accordingly.

It's why I tend to blow off posters here who are always on about how unsafe cities have become. The truth is that if you aren't buying drugs or hanging out in shitty neighborhoods, you're reasonably safe in most cities. Not perfectly safe, but not exposed to constant danger either.

Doesn't excuse anything. I hope these thugs get the book thrown at them. But they probably won't.

That's something a lot of people don't understand about Boston. It's a very ethnic city largely divided on historical neighborhoods based on waves of immigration.

People that value themselves and their wants over any societal restraining mechanisms might seem to be libertarian at first but it is really more that they want their own behavioral choices to not be bound by society or law. Thus libertines always turn left because only the left permits them the degree of personal autonomy that they want in exchange for giving the left power.

Funny thing is that when the left gets power, it always kills off the libertines because socialism as an economic system starts failing from the get go. Thus, no tolerance for anything other than what the State wants.

447 As a resident of cincinnati area suburb who was in the area a day before this occured, I've been following this since the start. Tired of the misinformation and idiotic assumptions. First of all, this happened about 6 blocks from the stupid music festival, no indications anyone was at the festival. It is in the central business district, not a terrible ghetto, many people go to bars and restaurants in this area.
Seriously tired of hearing about the slap (it wasn't a punch, more like a soccer slap) that "started it" When the initial arrests were made and first two were arraigned, defense attorney brought up this slap. The investigating detective told the judge he had significant amount of video from surveillance cameras that showed that was NOT the first physical aggresion, that's why white dude wasn't arrested. Many people, including commenting on this site, seem to think the cell phone video conveninently starting at slap actually tells the story. There is absolutely no evidence the woman was aggresive toward anyone. This is at least the 5th time this calendar year that groups of blacks have attacked whites. I gues they all slapped them first or called them the "n word".

yep. many people think the "incident" began with the slap and that there were only the white guy and Holly involved. I have listened to the local guy, Bill Cunningham, who has had the head of the FOP on. There is NO proof that the n word was used, there were other white people that were jumped and the beat down was well on prior to the "slap". Holly was on today and stated the jumpers were the ones using anti white language and the police were disinterested in the victims with one male officer leaning against his cruiser with his arms folded. No city personnel call for an ambulance and Holly ended up ubering home due to fear of further escalation
