Senate Passes Rescission Bill, But Only After Addind Spending Back In That May Make the House Balk

It moves forward, but the House still needs to vote for the Senate's new spending, because the Senate refused to pass the rescissions as the House voted on.


The rescission bill slashes nearly $8 billion from the U.S. Agency for International Development (USAID) and over $1 billion from the Corporation for Public Broadcasting (CPB), which funds NPR and PBS.
Senate Majority Leader John Thune credited Trump's Department of Government Efficiency for identifying "wasteful spending" and called the bill "a small but important step toward fiscal sanity."
Just two Republicans--Lisa Murkowski of Alaska and Susan Collins of Maine--joined all Democrats in voting against the measure, which is slightly smaller than the House version after a carveout preserved funding for global HIV/AIDS programs.

These "conservative Republicans" sure like spending taxpayer money on pet projects.


Vance had to take a tiebreaking vote on a procedural hurdle when Mitch McConnell joined Collins and Murkowski to block the package. (McConnell voted to pass the final bill, however.) During the lengthy debate, Senate Republicans had to rewrite portions of the bill to curry votes from their own caucus, restoring some funding to PEPFAR (a good choice), shifting climate-change funds to Native American radio stations in the Dakotas (a better use, anyway), and some ag supports related to aid programs but more for the benefit of farmers (YMMV). Those and other marginal changes were enough to get the bill to the 51-48 finale.

However, that means that the bill has to go back to the lower chamber now for passage on a short time schedule. The House barely passed its own version of this bill a month ago, 214/212. Four Republicans voted against the bill at that time, a margin that Mike Johnson can't afford this time around.

House members complained about the Senate changing the bill and adding spending back in. They said they had broken arms to get the thing passed by the slightest of margins, and that there was no guarantee at all that it would pass again when interfered with by big-spending liberal Senate Republicans.

The bill has to be passed by the House by midnight tonight according to the rules, or it fails. Then I guess we'd have to go through the whole process again.

Tillis and Mitch were known to need graft - they took $400M. They could have voted no and taken $9.4B. So, Trump will tell Mike to take the deal, and try again in the next recission (which will not pass, but that will be late in the year, when everyone is prepping Christmas).

This gives DOGE a win. And while Elon got $200M from DoD, Trump does want to reward the rank and file DOGE with their own win.

He and Thune have also made note of the Senate's ability to pass two reconciliation packages in a fiscal year, with explicit mention of how they'll go back to the well to cut more there without the need to "pay for" the lost revenue of the tax cut extension.

To eliminate it formally in implementing Trump's Executive Order. The rescission bill relates to the CR passed in March which had titular funding for AID programs. Trump has cancelled awarding the grants right now but that is being challenged. Congress passing the rescission bill essentially kills those court challenges.

From what I understand, rescission bills will be used to enact DOGE and personnel cuts which right now rest on the basis of Trump's cancellation of grants and RIF. Always better to have Congressional approval for the cuts as it tremendously strengthens Trump in court battles.

Tom Jefferson used the strategy for the Louisiana purchase. Buy it now and then ask for Congress to approve it later. So did Lincoln in the ACW. Nto much critics could do at that point.

He and Thune have also made note of the Senate's ability to pass two reconciliation packages in a fiscal year, with explicit mention of how they'll go back to the well to cut more there without the need to "pay for" the lost revenue of the tax cut extension.

I’m pretty sure that won’t happen. I lived there a long time and have several relatives and friends still there… so I visit often. Despite what you hear and see in the news it’s still a largely beautiful and pleasant place. For instance, when the insane were protesting ICE in LA a few weeks ago all was normal and beautiful just 30 minutes south….

You would be wrong. Tax and spending bills have to originate in the House, after that, Senate can do as they please with it and the House can disagree with what the Senate did.

Obamacare was passed, if I recall correctly, by removing all the language out a House passed minor tax bill by amendment. Then the senate crammed all the language of Obamacare into that bill to the House and sent it back to the House. They did this because reconciling the bill without a filibuster was no longer possible due to Scott Brown's election and the Dems falling to 59 votes in the Senate.

In context, I don't think his testimony was that bad, but otherwise I agree. I think he was very poorly prepped for that deposition. He seemed not to know the age of consent in OK. It was an incredibly stupid lawsuit to begin with; obviously a legal money-grab.

There are no limits to teh number of rescission bills but you have to have something in place like the CR and budget framework passed in March first before you can employ it. Time for rescission bills for FY 2025 though ends by Sept. 30th. Will be harder to squeeze in more than one perhaps in addition to regular funding bills.

Rescission process replaced the prior executive practice of impounding unspent money by executive order.

BTW, the House and Senate have been doing their regular order homework with a number of FY 2026 spending bills going through Appropriations markup. Education and Justice are the two exceptions that might have early Sept votes in the House. Justice because Senator from MD that wants the new FBI hq in Md instead of the underused Reagan Bldg in DC.

Most of my regrets don't revolve around women. Sure, there's a few moves I shoulda made but didn't, and a few moves I made that I shouldn't have. The Blade was actually quite shy and immature in his early teen years, and intimidated by girls.

Regrets in general are like slow-acting poison. A few you can learn from. But most will do nothing but bring you down. I try to have as few regrets as possible.

End it now. No Medicare. No Medicaid. Social Security - everyone who paid in gets the money back, and they can then invest it into the stock market. Or spend it as they see fit.

Will be a big hurt on the federal budget at first, but within a year or two we will be swimming in black and paying down our debt.

Once the debt is gone, only balanced budgets from here on out with only enough taxes being levied to pay for our military.

Part of the fear that officeholders have is that just one vote will kill them at the polls next election. In reality, doing the right thing generally pays off at the polls. So, you do baby steps like individual rescission bills to implement the DOGE and Executive order cuts and put that into law.

Because the debt ceiling was wrapped into the BBB, the Senate can do two more reconciliation bills for this Congress. And if the actual fiscal appropriation bills for FY 2026 are passed by Sept. 30th, then rescission bills on those FY 2026 appropriations become fair game.

So far, despite all the disappointments, we are returning to regular order which is a credit to Thune and Johnson as well as Trump.

Most of those technicalities are in statutes, you know--laws. To wit, the Budget and Impoundment Act of 1974. So you have to either abolish the filibuster so you can replace that Act with a new guidance legislation or you can follow the procedures.

And to be fair, there are some advantages in the oblique and confusing nature of budgeting bills--it is just that the GOP has never really used them to cut spending and taxes which the Dems would never do.

Most of those technicalities are in statutes, you know--laws. To wit, the Budget and Impoundment Act of 1974. So you have to either abolish the filibuster so you can replace that Act with a new guidance legislation or you can follow the procedures.

And to be fair, there are some advantages in the oblique and confusing nature of budgeting bills--it is just that the GOP has never really used them to cut spending and taxes which the Dems would never do.

It gets weird but basically you pass a budget framework, the twelve authorizing committees then authorize spending for the agencies within their jurisdiction, then the Appropriations matches the tax receipts with the authorizations from those 12 committees in accordance with the overall budget cap. Appropriations in both House and Senate are currently marking up most of the spending bills. Defense is likely to be first for a number of reasons plus it is a two year appropriation. The rest of the appropriations for FY 2026, apart from Education and Justice (FBI bldg block on Justice and DoE death in Education) bills are likely to be stumbling blocks. So we might see a gubmint shutdown briefly in October but Trump gets to decide what is necessary and what isn't on government operations. No closing public parks nonsense, etc.

359 I'd put myself at about 99% regret. About how I lived my life, what I believed in, following rules and meeting externally-imposed obligations instead of living, mindlessly following the narrow strictures set upon me, being a people pleaser and a doormat believing that was a high virtue. I could have been so much more, and lived a much better and happier life had I gone in the direction of a becoming my own person and not just a utility for other people to wring out and discard.

I get that there is a lot of hysteria. But there clearly there is some shit in the game. I think Trump is coming across as pissing on our heads and telling us it's raining. That said I don't know that the world is run by pedos. I know there is a shit ton of psychopath behavior in the circles of power, and whatever flavor of sin is prevalent isn't the real issue. The real issue is putting some of these asshole psychopaths away. So as to discourage the others. So is Trump holding back so as to not embarrass the royals??? Prince Andrew?? Other famous folks he knows? Maybe. If so he is doing it wrong.
