They're thrown out right before a car passes over them, then pulled back in. Caltrops are, well, what you see above. It might be even true, but I suspect that it is getting to be a requirement. 45 years ago I was very suspicious of the 'Meteor Impacts Everywhere' craze starting then were every blip on a curve was blamed on a mystery asteroid impact.
