I don't think it's enough. I'd say, if possible, to make the tax apply only to non-citizens transferring money. And then raise it to 10%, at least. The person just registers in their own country either using a US phone number or their own phone number. The only countries I see that allow non-taxed outward remittances are countries with no income tax or territorial tax systems: UAE, Singapore, Monaco, St. Kitts and Nevis, Antigua. Maybe Hong Kong with their territorial income tax scheme.

Here is a story I've mentioned before...the cousin of a co-worker from Jordan got BS "refugee" status in Sweden.
They gave him an apartment, which he rented out to others, and a stipend. He ended up shacked up with an Italian woman in Italy and a wife back in Jordan whom he sent part of the money he was getting from Sweden.
