USAID Official Orders All Remaining Employees to Shed All Remaining Documents

Politico:


A senior official at USAID instructed the agency's remaining staff to convene at the agency's now-former headquarters in Washington on Tuesday for an "all day" group effort to destroy documents stored there, many of which contain sensitive information.

The materials earmarked for destruction include contents of the agency's "classified safes and personnel documents" at the Ronald Reagan Building, said an email sent by USAID's acting executive director, Erica Carr, and obtained by POLITICO.

"Shred as many documents first, and reserve the burn bags for when the shredder becomes unavailable or needs a break," the email said. Carr instructed staff to label the burn bags with the words "SECRET" and "USAID/B/IO/" (agency shorthand for "bureau or independent office") in dark Sharpie.

The email didn't provide any reason for the document destruction.

Unbelievable.

But wait -- the Highly Suspicious Shredding Party is Trump's fault, Politico has decided.

The effort also underscores the tumultuous way in which the Trump administration is dismantling an agency that once managed a $40 billion annual budget and had more than 10,000 staff around the world.

Trump made them destroy evidence of their lawbreaking!

With just copies of original documents, doesn't it get hard to use them as evidence in a court? Especially just electronic documents. You'd have to prove chain of custody and with the new AI graphics stuff... I'm sure its about to get even harder.

I don't know about the rest of the federal government but in the Navy and Marine Corps every copier and printer stored at least the last 25 documents copied or printed on them. I had no clue about that until we had an issue with unauthorized document copying and the NMCI guys came in and started printing out stuff that had been copied. It was an eye opener.

85 Yeah, so I hate to interrupt the hair on fire moment, but there are a lot of legacy files throughout the government and they sit around because no one wants to waste the time destroying them.

However, when there has to be a renovation or - a department closure - then it's time to break out the shredders and dump all that crap.

Midway through my career, all the medical files were uploaded and so I was offered paper copies if I wanted. Otherwise they were destroyed. Later on, my personnel file was also digitized, so I got that as well.

The "tell" for me is that it specifically mentions personnel files. No fed would ever willingly shred their own personnel records.

97 I should clarify, that this was the military I was talking about. The ANG was a bit behind the times but we eventually reorganized the Medical Group and took out boxes of files for destruction. My daughter's been doing this even now.

So this is not really a story about anything other than the finality of the closure.

US Aid was literally a Congress approved slush fund, used by the State Dept. in conjunction with Intel agencies, to fund groups who supposedly forwarded American interests.

They were the conduit for things like funding the Ukraine Color Revolution... by giving grants to Non Government Organizations, who then laundered and funneled the money to various groups... many of which had nothing to do with actual American interests.

It was an out of control slush fund... but it had ties to the Intel Agencies, and the classified stuff the State Department does.

That's why this is a non-story in terms of law-breaking.

They're not going to delete their pension. These are paper archives that would have set there forever because they are too lazy to shred them but now they have to vacate the premises so it's getting done.

Again, when Personnel Flight was relocated, that's why they cleared out all the cabinets and I got all my documents, including copies of my enlistment paperwork, etc. Naturally I kept it because if the digital version goes bye-bye, I've got the originals.

Yes, and the records would be marked that they are paper duplicates and need to be discarded. There is a whole schedule of what you need to do, but when they are uploaded or digitized, they can destroy the paper.

And with that action, everything being shredded or burned is now an official, trackable document with chain of custody requirements, recordkeeping requirements and disclosure requirements (or non-disclosure, but that regards external disclosure).

How much stuff is in those bags that shouldn't be? Probably a lot. But the real question for me is, "what shouldn't be there because it is inappropriate, and what shouldn't be there because it should never have existed?" Probably mostly the former, but some of the latter.

Trump needs to send the Marshals to secure that facility. These are all official memos now. Go see what's in there. It's probably mostly lunch receipts, but there may be some there there, too. USAID executives are probably stupid enough to put something actually important in those bags.

After 7 years, most federal records can be discarded, but first they go to St. Louis for review and final disposition is carried out.

These files probably go back to 1961 because no one bothered to do that. They just sat there, collecting dust.

To put it another way, almost all my military "paperwork" was digital. Digital form. Digital signature. Routed digitally.

I seriously doubt USAID is doing paper applications and putting them in file cabinets.

Two things.

1. Not by a longshot. USAID is middle-sized potatoes.
2. If their executives were clever - and it's entirely possible that they weren't - then the truly important stuff doesn't have a "classified" stamp on it. Like what we saw at DARPA during COVID. Some member of the brass found documents about what EcoHealth was up to, what they wanted, why DARPA turned them down, and a breadcrumb trail leading directly to NIH. That document wasn't classified, it was just deliberately buried in the bowels of DARPA's document system so that it was unlikely to be found. No classification, just yet another file in a gigantic pile of files.

That's how it's done. I don't know if USAID was smart enough to do it that way, though.

All the more reason why it shouldn't be classified. Classification should be a rare exception.

But then, I also hate FOIA because FOIA sets the expectation that the government is allowed to not disclose things by default, only when demanded. FOIA was a bad idea. It should have been, "everything not formally classified is automatically published after six months or the day after the project, operation, task or program ends, whichever occurs first."

Every E-Mail. Every document. Every memo. Everything should be on the internet and searchable. We have a public government or we don't.
