Trump to Gut USAID; Deep State Strikes Back as Unions Sue

Holy crap: Rubio has calculated how many USAID "workers" are really needed:

Kyle Becker
@kylenabecker

JUST IN: Secretary of State @MarcoRubio has just informed USAID workers that he only needs 294 of them.

There are 14,000 people who work at the agency.

The DOGE Effect.

@EricLDaugh

JUST IN: The Environmental Protection Agency just put 168 staffers on administrative leave - POLITICO

Vinay Prasad MD MPH
@VPrasadMDMPH
If you try to cut government with a scalpel, people inside the organization divert the funds and subvert the cuts, rename projects, or wait you out. (A lot of the chaos now is malicious compliance) Sometimes the only solution is to use a sword.

MXMNews:

The Trump administration has unveiled a plan to slash the U.S. Agency for International Development (USAID), cutting its global workforce from thousands to fewer than 300 employees. The move is part of a broader effort to restructure foreign aid, drawing legal challenges from federal workers' groups who argue the president lacks authority to dismantle a congressionally established agency.
Key Details:

The plan, presented Thursday, would leave only 300 USAID staffers from a current workforce of 8,000 direct hires and contractors, with thousands of locally hired international staff also facing uncertainty. The administration has not confirmed whether the cuts will be permanent.

Nearly all USAID workers posted abroad were given 30 days to return to the U.S., with government-covered relocation costs. Those staying longer without a hardship waiver may have to fund their own expenses.

Federal workers' associations have sued the administration, arguing that shuttering USAID requires congressional approval. Meanwhile, Secretary of State Marco Rubio defended the move, saying U.S. aid will continue but will be refocused on national interests.

The Swamp counter-attacks Trump with, get this, more lawfare:

Unions representing federal employees are taking legal action against the Trump administration's efforts to shut down USAID, claiming the move threatens thousands of jobs and disrupts global humanitarian aid. The lawsuit, filed Thursday, names President Trump, Secretary of State Marco Rubio, and other officials as defendants.

The administration, through DOGE, implemented a swift reduction in USAID's operations over the weekend, locking employees out of internal systems and putting thousands on administrative leave. Critics of USAID's shutdown argue the move jeopardizes national security and weakens U.S. influence abroad. However, Trump's allies contend that USAID has long been a bloated and inefficient agency, spending billions in taxpayer dollars with little accountability.

In their lawsuit, the unions claim the shutdown has created a "global humanitarian crisis" and are seeking an injunction to stop further actions. They are pushing for the reopening of USAID offices, the resumption of grants and contracts, and a reversal of furlough notices.

I've been worried about inflation -- how is Trump going to cut it? We don't want the fed keeping interest rates high forever. That throttles the economy.

But chopping down government spending, which pays people out in freshly-printed Fantasy Dollars, will be a big help.

Elon Musk pointed out that 90% of USAID's payments go to recipients in the, get this, Washington DC area. It's just a funding mechanism for the left. It's just guaranteed employment for leftwing operatives when they're out of government.

Yes, I'm sure a fraction of that money is eventually paid out to people in the developing world -- after it's laundered through a dozen leftwing NGOs and all the parasites of the left have taken their share.

44 The path out of Inflation is two-fold: 1.) Restore the Balance of Trade. Right now, we have massive outflows of capital due to the ongoing trade deficit we have with the entire world. The resumption of drilling and refining, and the sales of this product overseas will correct much of this capital outflow, and put foreign capital back into America. 2.) Cut Government Spending: Pissing away $2 trillion we don't have, and simply creating it out of thin air makes all the other existing dollars that much more worthless. M2 is a killer, and the sooner we stop this bleeding the better. Elon Musk is the Flaming Sword of Trump right now, and I hope he can hack away enough to keep the ship afloat.

If Trump gets no help from Congress, his efforts through EO should have longer effects than previous back and forths on EOs from one party to the next.

Loper opens up the legal process to challenge new regulation, to be adjugated in the courts with the courts as final decider, which will slow the process down. If Trump uproots all the regulation in the Department of Education and Congress fails to repeal it, the next Democrat president would need to write out all of that regulation again with challenges very probable along every step from outside the executive branch.

It could all come back over time, but it wouldn't be an immediate turn around.

TLDR: Congress needs to act for long term effects, but the structure of fighting regulation has changed so that the change back will be slower.

If their contracts spell out severance agreements, there really is no need to bargain over that portion. Now, I hope and assume appropriate notice has been given, in which the desired outcome would be a request by the union to engage in effects bargaining- which implies the union accepts the outcome, they just want to talk about how to get there.

I do not have much in the way of experience with government unions, but I do know their language is far more favorable to the employees than it should be and would be in a normal CBA. The labor nerd in me wants to read all of this in detail.

You start at the top (USAID), release the funds, and they bounce around between various NGOs and other cutouts (the pins) as they drop. The resumption of drilling and refining, and the sales of this product overseas will correct much of this capital outflow, and put foreign capital back into America.

That’s backwards, though. The outflow of capital is intentional, it’s the entire point of our monetary system. And it’s keeping inflation down. Most dollars are held overseas, because our economy has been consumerist for decades.

If capital flows reverse, trillions will flood back into the US and inflation will explode.

If this type of reduction is scaled out to the entire federal government, we hit a lower limit of about 90,000 federal employees left over. That would probably not work out so well but I'm betting reducing the federal government by 80% is about perfect.

Interesting take.

While I am not a fan of farm subsidies, it is important to look at the history there. Prior to farm subsidies, there was a little event called the dust bowl where food shortages were a real concern and where many farmers lost entire crops, and thus lost their farms to the banks. The farmers, of course, were at no real risk of starvation, as they could survive on what they grew.

So Joe and Jane Urban Dweller said "shit, I can't subside off my 2 tomato plants in the window and I don't want to starve to death."

Thus the birth of farm subsidies, where the government pays farmers to overproduce crops in case there is a year with particularly bad weather, so that Joe and Jane Urban Dweller don't starve to death.

Like so much of modern economics, it’s a complete perversion of a healthy system.

What do urban dwellers *produce*? Numbers in a spreadsheet? USAID grant proposals? Dog-walking apps that lose money on every user but make it up on volume?

155 Regarding all the alleged US farm spending involved here...

This is classic "continuous improvement" methodology.

Stop EVERYTHING. See who complains. Restore only those things people complained were stopped.

Now, it just remains to be seen if anyone is actually complaining, or if this is just a Democrat ploy to garner sympathy. If we're really shipping $2B in grain / food abroad and its all stalled in place, the receipients would likely complain. I'll stand by for complaints from actual nation states being impacted by this. And then, we can continue that work under the direct supervision of the State Department, not USAID. And the other $68B in funding for USAID that nobody is complaining about is CANCELLED.

Only let Congress look at the surface stuff because most of Congress is probably on the take whether they know it or not.

Is this not the job or US Dept of Agriculture and Health and Human Services if the government wants to buy farm surplus - one buys to feed the poor of the other (bring back the poor food boxes). Why would the State Department ever get involved in buying US farm products? That's not their job...
Posted by: Nova Local at February 07, 2025 12:19 PM (exHjb)

USAID is not the state department. State has their own, separate slush fund.

And I think in this scenario, the allegation is that Agg buys the agreed upon surplus crops then sells / gives it to USAID to distribute to Africa or whatever.

But I'm sure it's not that straightforward, and subsidies are coming from all over the place and going all over the place and no one really knows what's going on other than a lot of people are getting rich by dipping their beaks in the river of money flowing by them at all times.

I've had some clients involved in the homeless industrial complex in NYC.

Holy shit is that industry breathtaking.

God knows how many billions of dollars floating around. Lots of people getting incredibly rich.

But on the ground level, the private shelters are horrific disgusting places staffed by $17/hr desperate people who are not too far from being homeless themselves. And the "outreach" people in the subways are in the same boat. They get hired, get a clipboard and a t-shirt and are told to go talk to homeless people in the subway system for, whatever, $17/hr.

And the billions of dollars disappear somewhere between the govt and the $17/hr employees who are, obviously, doing absolutely nothing to address the homeless situation.

If we solved homelessness, it would end this entire industry. We will never solve it.

227 Workers in most gov't agencies are essentially the equivalent of 18th or 19th Century clerks - Bob Cratchits, if you will.

Buuuuut, this is the era of the computer.

And these clerks do little more than the grunt work of dispensing funds or notices to the recipient as directed by their superior.

One guy with a computer can probably do the work of 100 clerks without breaking a sweat.

There are depts, say the FDA, which require specialized knowledge and skills and the downsizing will require a more careful touch, but clerks...Nope.

They're pushing the angle that the jabs are safe despite WILD levels of contamination and undisclosed sequences that are known 100% to cause cancer, etc, and the people who invented the assays the FDA/EMA are using are screaming their heads off that they're being used wrong and the regulators are grossly incompetent.

The FDA exists to perpetuate itself and to give pharma companies the ability to say their products are “safe and regulated”. There are tons of drugs that work great and are sold internationally, but the time and cost of getting through the FDA is prohibitive to bringing them here.

Then those costs get passed onto consumers, both directly (somebody has to pay for that $150 Phase III trial) and indirectly (EpiPens now cost 100x as much because the FDA has made competing against them impossible.)

I know you’re lashing out because DOGE is uncovering your family’s obscene grifting via USAID, but I won’t let you lie and distort facts. The FAA administrator announced he resigned over a month before Trump took office, and the air traffic controllers were always exempt from Trump’s civil service buyouts.

The previous administration shamelessly used USDOT as a slush fund for the Green New Scam, throwing away money and resources on wasteful environmental and social justice projects rather than updating our nation’s antiquated air traffic control systems and other critical infrastructure.

I’m returning this department to its mission of safety by using innovative technology in transportation and infrastructure. Your team had its chance and failed. We’re moving on without you because the American people want us to make America’s transportation system great again. And yes, we’re bringing the 22-year-olds with us.

The covid vaccines were only an anomaly in that they didn’t take a decade and $150 million to get approved. They received just as much care and attention as any other FDA-regulated product.

Yeah, my sis was a medicinal chemist, who had to get several drugs through the FDA.

She thought they did a good job overall. Even when they denied authorization of a drug.

Also, I've known people who worked in the FDA. They all seemed conscientious and hard workers.

I suspect most of the FDA's problems begin and end with the higher ups.

I suppose their authorization process could be faster, which seems to be your complaint, but that's not where the incentive lies. Releasing a bad drug or vaccine is bad and possibly career ending.

The frontline workers are dead-eyed bureaucrats who slow everything down and stifle innovation, but will also approve drugs and devices that kill people so long as the paperwork is filed and the fees are paid.

I’m asking every conservative to post about Wisconsin’s Supreme Court election on April 1st.

Too many folks are celebrating.

If we lose this election, Republicans will lose 2 seats in the House.

People have been talking about USAID since the Church Committee days.

But if everyone's in on the grift, who is going to amplify those discussions? The media? Also in on the take.

Plus, again, let's be realistic here -- this is Trump directly taking on the CIA. In a way no President has ever done. Moreso than even JFK did.

Most politicians would not do that.

436 Yeah, lost in the noise is that Musk and his crew are just auditing and reporting to Trump what they find.

The crux of the objection to Musk now seems to be that some people who "blew the whistle" about employment practices at Tesla will now be known to Musk. It's more labored than the octomom.

Posted by: Archimedes at February 07, 2025 01:04 PM (xCA6C)

437 Musk actually is a government employee. He's just taking no salary. Trump hired him into a rebranded office that they named DOGE.

I know there will be pain; I know people whose jobs will probably be canned, and I feel for them. But it's a necessary course correction. A little pain now, prosperity later. And the people I know are talented enough they will find new work.

445 I suspect most of the FDA's problems begin and end with the higher ups.

I suppose their authorization process could be faster, which seems to be your complaint, but that's not where the incentive lies. Releasing a bad drug or vaccine is bad and possibly career ending.
Posted by: naturalfake at February 07, 2025 12:52 PM (iJfKG)

It’s the entire org. The higher ups are revolving-door with the industries they supposed to regulate.

The frontline workers are dead-eyed bureaucrats who slow everything down and stifle innovation, but will also approve drugs and devices that kill people so long as the paperwork is filed and the fees are paid.

Most clinical trials are a joke. Post-market surveillance is virtually non-existent, as the FDA itself so readily admits.

455 I've been worried about inflation -- how is Trump going to cut it? - Ace

Another way to help is to cut energy prices as quickly as possible. Trump & Co. have made this point repeatedly and it's true.

Every step on the supply chain will have reduced costs if we can bring energy prices down through opening up the wells and adding more electricity to the grid.

It won't lower prices but it will stabilize them if we can also cut government spending combined with more money coming back in through increased tariffs.
