Biden Directed USAID to Give $1.3 Billion in Taxpayer Monies to... Terrorist Organizations

In Trump's first term, he banned the government from giving money to terrorist groups.

The left has a different idea of "fighting terrorism." They want to give US taxpayer money directly to terrorist groups, so long as they mutually pretend these specific monies will be used for some non-terrorist purpose.

Even though money is fungible, and paying a terrorist group any kind of money frees them up to not pay those expenses and put the money saved into terrorism.

And even though terrorist groups take other people's money and use that money to buy the goodwill of the people they hide among. When I was over in Lebanon, my guides pointed out that the government of Lebanon sends aid to the poor, Hezballah controlled south. Hezballah takes that aid and, after skimming a lot off for terrorism, distributes it to the poor pretending that Hezballah is giving them money.

Aid stations are branded as Hezballah charity organizations, flying Hezballah flags, and of course the money mainly goes to Hezballah supporters.

Trump said, "No more of that."

Biden immediately reversed Trump's ban and started sending billions to terrorists.

More than $1.3 billion in taxpayer funds from the Biden administration ended up helping groups that sponsored or committed terrorism.

Federal watchdog reports and other documents show former President Joe Biden's aid programs funneled the money toward a network of terrorism in the Muslim world -- largely by reversing Trump-era policies. National security experts told the Daily Caller News Foundation the new Trump administration must take the trend more seriously.

"We should not be putting money into any country or areas where a terrorist group remains in control," Bill Roggio, senior fellow at the Foundation for Defense of Democracies, said. Roggio said that "aid, like money, is fungible."

"It winds up propping up these groups," the counterterrorism analyst told the DCNF. "It allows them to use ... whatever money they have to invest into their terrorist activities."

...

The largest share of Biden-era dollars linked to terrorism went to Palestinian organizations, Congressional Research Service records show.

The Biden administration gave $1,053,400,000 in taxpayer money to the United Nations Relief and Works Agency (UNRWA), which claims to help war-afflicted Palestinian civilians but is tied to terrorists fighting Israel, according to U.S. and Israeli intelligence. Biden reversed a Trump-era ban on UNRWA funding in 2021 but brought back the ban last year after Israel accused UNWRA workers of participating in Hamas's Oct. 7, 2023, attacks.

Intelligence officials later revealed that more than 1,000 UNRWA employees, or around 10%, were linked to the groups Hamas and Palestinian Islamic Jihad, according to documents found on the bodies of dead terrorists and other evidence. A dozen took part in the Oct. 7 massacre, including a Hamas commander who was teaching in elementary school for UNRWA and led a siege against an Israeli kibbutz that killed almost 100 people.

UNWRA's schools have long used curriculum for Palestinian children that glorifies terrorists and martyrdom, a March 2023 report from UN Watch found.

...

Trump and Congress passed a law in 2018 blocking economic support funds for the PA due to its program. Trump later paused all remaining funding for the PA before Biden took office and resumed it.

The Biden administration in part revived the economic support fund that Trump's law restricts. The State Department claimed in documents from 2021 that "most" of the money did not "directly benefit the PA" in violation of the law. However, officials sent $265 million straight to the PA for its "security forces and justice sector institutions" throughout Biden's presidency, according to the Congressional Research Service.

Under Biden, the PA agreed to pay more than $97 million to reward the perpetrators of the Oct. 7 attacks, the Washington Free Beacon reported.

Ted Cruz
@tedcruz

USAID secretly poured uncountable hundreds of millions of dollars toward Hamas, including tens of millions of cash they could never account for.

Throughout the Biden admin, they knew the money they were pouring into Gaza would benefit Hamas. They did it anyway.

There may be 5 or 10 or 20 more variations of USAID--we don't know at this point. 95 Someone at USAID forgot everyone which operates in the US has to file their taxes. On that tax form is an EIN number, which, from what I can tell, the DOGE boys have keyed in on.

Couple EIN's with digital transfers, it seems to be tracking that stuff through computer systems is much easier than wading through a warehouse full of paper.

USAID was sloppy and complacent. They've been living large and not worried someone who really knows computer systems would start poking around.

not just a joke. We paid for all of the weapons on both sides of the Afghanistan fight. We paid for all of the weapons on both sides of the Iraqi reconstruction. I brought this up yesterday.
There is no reason for a charity or NGO to be passing money around like that. They should all either spend it or go to prison.

I would give them one layer, so you could have umbrella groups that hand out money to other groups that spend it. If Rockefeller wants to support something Gates is doing, they can give the money directly to that project without the middle man.

I heard that Musk suggest blockchain to address traceability, but I do not think that is a good solution or even an adequate one.

I think they do this so they can run up their numbers to justify salaries. They pass around those billions taking a 10% cut at each transaction like a rabid new Series-7 overseeing a dotty widow's pension. It is all churn.

It also launders, but it is enabled by the churn factor.

158 There may be 5 or 10 or 20 more variations of USAID--we don't know at this point. We may find that while taxpayers were working their asses off to pay their bills and their taxes, their "tax money" should have never been collected in the 1st place because 97% of it went to grifts and grifters. Think of the tormented lives many lived or are living all because their take-home pay was 25% less than it ever should have been to begin with.
---
Worse than that:
Everything that doubled and tripled in price over the last 4 years?
That was due to the inflation caused by Biden borrowing money to keep the embezzlement going.

They took 25% of your paycheck and then made everything 100% more expensive.
Taking more of what you make and making what you're left with worth less.

164 It's stealing money and paying kickbacks to those responsible for keeping you from stealing money.

Right, people keep crying "money laundering" lately when that is not what these organizations do, primarily. Giving tens of millions for a lesbian cowboy poetry slam in Sri Lanka isn't money laundering.

Money laundering is where you hide the source of your cash to make it seem as if you have earned it legally and paid taxes on it.

Say you earn $1,000,000 by selling Fentanyl. Now you have a million bucks, but you cannot buy a lot of stuff because the IRS will land all over you, for earning money without taxes or legal origin. You have to find some way to seem to have earned that money -- 'launder' it -- in order to use it for stuff like houses and cars. Its why strippers tend to live in a dump and drive a beater despite having significant income.

188 I will never understand this. Literally funding money to groups who' sole objective is to kill Jews. And this has been happening for a while, Obama had pallets of cash for Iran.

I believe it is a combination of tradition and successful propaganda. In the Northeast of the USA, it was Republicans who were the jerks to Jews, not the KKK. Closed clubs, refusal to give loans, etc, etc. That ended in the roughly 1970s or 1980s, but memories are pretty strong.

Meanwhile Democrats have been really good at lying about the nature of Republicans and their own nature. They scream Nazi all day long at Republicans and claim they are antisemite, despite having zero evidence and Jews are too ready to believe it, based on past experience.

I think they know that the Democrats are bad, but they also believe that the Republicans are far worse. Further, they are strongly entrenched in the Democrats, and it would be time consuming, difficult, and expensive to get that point with the GOP.

On British naval ships, when a sailor was to be lashed for their crimes, the bosun would form a "cat" or "cat o nine tails" out of ropes and keep it in a special bag carried to the event. There was a last minute attempt to get the sailor out of the lashing if possible, and if not, then... the cat came out of the bag and the whipping started.

That's my understanding of it, based on zillions of sea novels.

The NPC Spambots Misinformation Narrative on USAID:

1. It's only 0.7% of the budget.
1b. It's less than 1% of the budget.
2. The money promoted democracy.
3. The funds were used for "Soft Power" instead of spending billions on military sources to keep the world's dictators in check.

240 > 129 Tell me, any of you familiar with how money laundering schemes work: What would be the purpose of a money cycle. Ie money flows like this: A pays B, which pays C, when then gives money back to A.

Posted by: publius

Well, you set up the Alliance to Save Orphaned Puppies, PetLovers International, the National Committee for Dog Health, and Warm Fuzzies, Ltd, all controlled by you (or cronies). (insert many more intermediate companies)

Then the Alliance to Save Orphaned Puppies wangles a $10 million grant. You can't just pocket that, you need to show where the money went. So you give $2 million to PetLovers, $2 million to Dog Health, and $6 million to Warm Fuzzies.

They, in turn, give it back to you personally, whether quasi-legally ("hiring" you as a "consultant", "board member", or some such bullshit), or clandestinely (dropping off bags of Krugerrands in your mailbox late at night).

If you have enough stages in the cycle, a traditional auditor is going to find it very difficult to follow the money. Most won't even try. They'll just check to see that Alliance to Save Orphaned Puppies is spending its money in plausible ways.

That all changes with computers.

There is no reason for a charity or NGO to be passing money around like that. They should all either spend it or go to prison.

Think "United Way."*
