Seriously. As I understand it, artists of the period would often pre-paint figures wearing fancy clothes, then paint in a head when someone hired them. Filled up the off time, and made it faster to crank one out (so to speak) when you got a commisision. Possibly that accounts for the disproportionate bodies and heads. Grassley is laying out the abuses by the FBI.
I don't know who this "Teboll (sp?)" is, but I gather he's a upper level FBI admin who ran the Jack Smith investigation. Grassley notes he violated the Hatch Act. Seems he opened the case against Trump in violation of FBI regs that require only a Special Agent open cases. He then directed a Special Agent as to how to run the "investigation" and coordinated b/w the FBI and Smith. He's laying out that it was absolutely and solely "find the crime" not "follow the facts." This is not the first night training fu by helo crews. I believe there was a recent big settlement regard to a fatality because the helo crew landed in a snowmobile pathway. IIRC it was a former landing area but had been restricted from doing so for a long time.

Time of impact, the jet was at an altitude of 400ft. TCAS? According to Blano Lirio under 1,000ft TCAS will not issue commands. Will just alert the pilots. So far no info if the UH-60 had TCAS.
