Actually fd most inaugural events are privately financed (that's what the inaugural fund, and the big donations to it, are all about - and a separate issue really but that's been a rather brazen "appearance of corruption" festival for decades now).
Of course there are associated security costs that are public burden. But it's more the symbolism I was thinking of. Rarely has the country needed more urgent, and extensive, serious work to be done. Jumping right in to it would be very Trump-ish, and I think set a good tone for the portion of the electorate with two neurons to rub together. Saturn is right there above Venus as well, and over the next couple of days the Moon will move close to each in turn. And, on the 13th, we get an occultation of Mars by the Moon, which will be visible all over the US. Again dunno the carb implications ace, but Better Than Bouillon beef base (or chicken, or veggie) is my favorite for adding depth and flavor. Also logistically friendly (small jar in the fridge, very concentrated).
Also for adding depth, depending on the dish, marsala wine (for chicken), reds for beef. A lot of my versions of recipes sub in bacon fat for the initial saute portions, which seems to help.
