I propose a new concept any time a govt program is required: a draft.
If govt is required to 'solve' a problem, a lottery is held. Entrants must be employed above 2x minimum wage full time. Winners of the lottery will be removed from their regular jobs and press-ganged to work in the govt bureau. They will be paid minimum wage equivalent salary and required to work 40 hours a week (including documentation thereof). This will continue for 3 months. At the end of 3 months they will be required to work 60 hours a week. At the end of another 3 months they will be required to work 80 hours a week. This will go on in perpetuity until the problem is solved. The inducted may not work at any other job, and may not make investments or profit from them. The sad thing about this is that the hard-wired telephone systems were extremely resilient. Back-up power; switches were in hardened "central offices" made to be bomb-proof. The phones would work even when the power went out. Most modern hard wired phone traffic now travels over internet (IP) infrastructure the same as your internet. Cell phones obviously work only as long as the cell towers maintain power (though most towers do have on-site generators), or wi-fi calling if you have powered home internet, and of course the traffic travels over data networks as well. So our basic telecom infrastructure is less survivable, or at least it seems that way to me. This brings up the appeal of direct-to-satellite connections in ordinary cell phones -- a way to connect even if you are in an area where all hell has broken loose, without paying hefty $ for a separate satphone. Yes. Starlink is deploying "direct to cell" capability on the latest satellites. I think they have enough of them up there to make it fully operational, a full "cluster" or whatever. It's still in the experimental stages, but it works. Bandwidth will never be as good as the dedicated Starlink terminals with the proper antenna, but it's enough for voice and text. With direct-to-cell, the satellites act directly as cell towers. Currently, this has to work through the existing carriers (they have to sign off on it), but I think this is more a regulatory/licensing/software thing. The Starlink system could act as it's own carrier if it wanted to do. When you think about it, its amazing a little cell phone can communicate with a satellite. They are very low orbit though, and moving so fast, you have to the hand-off system where a new satellite can takeover when the current one zips out of view. When Helene ripped through here, power was out for 6 days and 10 hours here (we were luxury compared to Western NC, though). The local cell tower went down. It had battery back-up, but that was good for only a while. Some have generators, and with other ones deemed more important, they'll send generator trucks in. They didn't with the one closest here. Data didn't work for several days, and even voice and text got spotty until they finally got the power back on the main line by the tower. The tower got power a couple days before we did here.
