That, plus the usual tendency to find reasons in December to sell for tax purposes, seems a much bigger factor than any CR bukkake.

The market went down because the fed announced they would only entertain two possible rate cuts next year and those cuts were dependent on numerous factors in the economy. IOW the market does not think there will be any rate cuts next year. Most investors have already figured out that the fed will not cut rates while Trump is president. It's no different when they started jacking up rates for absolutely no reason right after he won in 2016.

California has a long standing statutory loophole as they regulated emissions (through CARB) before the EPA was created and thus their CARB powers were grandfathered in to some extent. But, depending on how the statute reads, it might be a Chevron violation if EPA used its own interpretation of that statute to allow a ban on ICE engines by California that does not conform with the statutory loophole.

Or, the Feds can just rely on the commerce clause and supremacy clause to roll over California's rule via new rulemaking. Never studied the loophole in the EPA statutes (Clean Air Act and its iterations) that allow CARB to have stricter guidelines absent EPA action.

Fun fact, Congress did not have its own budget process until the 1974 Budget and Reconciliation Act. The BoB, Bureau of Budget, now the OMB, Office of Management and Budget, did not exist before 1921.

Before then, standing committees of Congress authorized spending for departments annually and the Appropriations Committees made the math work by turning it into spending bills. Executive departments, by and large, dealt directly with Congress rather than much going through the President.

The debt ceiling bill itself only dates to WWI.

Basically the spending, borrowing, and taxing power of Congress is plenary as long as it does not violate the Constitution nor Bill of Rights.

I can imagine that is all true. One problem, however: who would replace Johnson? We've got Jefferies on the Dem side waiting, but Johnson is working with a very thin majority. While we were doing post-election high-fives, the Dems stole more seats in CA. I still think that Johnson is better than McCarthy, but I don't think anyone wants the job under these thin margins.

Best to throw big matters over to the GOP caucus to vote upon before taking action on the floor. Hash it out in private and then present a united front in public. That is the way it used to work until Jim Wright turned back the clock back to the Joe Cannon days as speaker.

Joe Cannon and his predecessor Thomas Reed ran the House with an iron fist until Cannon got deballed in 1910 or so by a coalition of Dems and progressive GOP members.

I live in Calif. I don't think we've had a valid election here for a couple of decades. I know for a FACT that my Signature on the back of my ballot did not match what I had on file one election (had broken my writing arm, wrote with other hand, looked NOTHING like norm signature)... yet... vote was accepted and counted.
