All it took was the PA Supreme Court telling him to knock it off or face the law.
He's claiming he wasn't grubbily attempting to steal a seat he lost, but instead just make sure all the people's votes were counted. Casey announced his concession in a video released to social media on Thursday. "I just called Dave McCormick to congratulate him on his election to represent Pennsylvania in the United States Senate," he said. "As the first count of ballots is completed, Pennsylvanians can move forward with the knowledge that their voices were heard, whether their vote was the first to be counted or the last."
"This race was one of the closest in our commonwealth's history, decided by less than a quarter of a point. I'm grateful to the thousands of people who worked to make every eligible vote cast could be counted. Including election officials in all 67 counties," he added.

I would use the VRA and voting dilution claims first rather than constitutional claims. VRA bans practices that dilute votes. See 52 U.S. Code § 10304

RCV ends up with large amounts of spoiled ballots which is tantamount to vote suppression.

I'd consider two other complimentary factors.
1. Trump saying it's a state issue. In other words he's opposed to Federal involvement one way or the other.
2. States where the issue is settled or perceived as settled abortion is no longer an animating issue for voters.

There have been several live person calls as well. Hubbymayhem teed off on the last in person call and told them to never call our phone number again. Yes. Re. Baker v. Carr (one man, one vote) and its progeny--they used the equal protection clause jurisprudence which argues that you cannot deny similarly situated individuals from being treated differently under the law. That is from the rational basis test as Tennessee litigants successfully argued that not redistricting the Tennessee House districts in decades was not rational per se. Burden is on the plaintiff to show irrational action by state.
The 15th Amendment though grants Congress explicit power to ensure electoral fairness through Voting Rights Acts and such which changes the burden to the state rather than the plaintiffs to justify the practice.

Cheat by mail states are uniformly Democrat as are states that lack photo voter id laws. Suspect that most of them have voter registrations filled with non existent, dead, moved, felon, and non US citizens.
Arizona, California, Oregon, and mebbe Washington though have popular initiatives and eliminating that form of voting and voter id might kill that particular practice.
Outside lawsuits to kill the illegal registrations on the voter rolls is also a way to go.
The floating franchise is something dating back to even the 1840's. See the death of Edgar Allen Poe during an election night for example.

FL consent laws are a mess. Yes, technically the age of consent is 18, but statutory rape charges are for under 16. IIRC. So I'm not sure what the actual legal effect is for an adult sleeping with an 18 year old. My guess is nobody cares as a practical matter. If the age of consent was 18, and sleeping with an 18 year old was a real crime, there would be no Spring Break in FL at all.

We recently had a kerfuffle where our Indian cohort was in the final stages of feature development and tried to check in some really REALLY crappy code. Our senior developers took a look and said, "Nope, this is garbage. What are you doing?" The Indian cohort got mad because they've been doing all their code reviews and testing (among themselves) and they thought it was fine. We had to tell them that just because they're following process doesn't mean the code is worth anything. They had a snit and then came back and took their lumps while we guided them through all the changes they had to make.

Ockham's razor--it is far easier to cheat with absentee ballots which were spread like confetti in 2020 and prevention of any significant oversight over counting which also occurred due to Covid and the RNC Ronna Romney incompetence and malice.
The cheat could not occur without the compliance of several GOP run states (eg Arizona, and Georgia) and national compliance by the GOP in Congress.
Compare that shit to 2000 Bush v. Gore. GOP was all in preventing Gore from winning in 2000 as were the Dems in cheating him in.
