well i don't know Panther genetics but in housecats blue outside kittenhood is linked to albinism of some sort - white/light colors near the eye area leads to blue color. So you have blue with Siamese heat related albinism, or the Dominant White or White Spotting, or Blue Eyed Albino. There is a very rare gene that gives blue eyes on a normal coat but it is so rare it hasn't ever been bred.

Given the very close link between fur color and eye color I'd guess it is photoshopped.
