It is called the Street Vendor Advancement Amendment Act of 2023, which went into effect on July 1st, 2023. The act decriminalized illegal street vending. It granted an amnesty for unpaid fines and unpaid sales tax. It banned background checks for people seeking permits and licenses. The act also created the "Columbia Heights-Mount Pleasant Sidewalk Vending Zone." Read into it a bit and you will discover that there is also graft involved. Yes...I know...that is shocking in our nation's capital. Decriminalizing theft, then decriminalizing once-illegal street vending seems too convenient to be unintended. Driving out the retail businesses in these neighborhoods is the The Cloward-Piven strategy, nothing more. But the good people of the District of Columbia voted for these policies by electing and reelecting a never-ending series of hard-left politicians whose interests are diametrically opposed to the goals of most people. Anyway... On to New York City, whose subway system is a wasteland governed by gangs, random violence, and catastrophic under-policing caused by the decriminalization of pretty much everything short of being white and protecting other riders. So the wicked witch of Albany has decided to revoke the 4th Amendment and send the National Guard and the State Police into the subways to harass law-abiding citizens. Governor Hochul is a fascist, whose idea of a good time is siccing her pet legislature on her enemies; like gun owners and small businesses. But she sure does love criminals...NY has been a leader in eliminating bail, ending jail for parole violations, etc. The huge increase in crime is not a surprise, nor is the evisceration of our civil rights under the guise of crime prevention. This is entirely possible and my first reaction, too - along with my immediate observation that military and police serve different functions and re-purposing soldiers as cops is a bad idea. But then there's the Sanctuary City problem. Some Moron (I forget who, apologies) pointed out that Hochul might not be concerned with normal crime against citizens, but that she became aware of the scale of terrorist imports and the knowledge of some of them - or maybe a lot of them - in NYC, and so is more pre-positioning military assets in the City to interrupt or respond to inevitable terrorism. I don't have a problem with decriminalizing street vending. Theft of course, is theft and should be prosecuted accordingly which it is not. But you are right about the incentives to steal and then resell.....as a street vendor. Do the street vendors get to protect themselves from theft? Can CVS steal it right back?

A couple of times when deployed in various unpleasant places, we were issued M-16's when we went off base to work but no live ammo which was under lock and key. About all we could do with the empty rifles would be chuck it at them as we did not even have bayonets. In general, Scotus has given blessing to random checkpoint searches such as to subways under the special places doctrine. The argument is that it is a privilege to ride mass transport rather than a right and under that idea, you can avoid the search by walking, taking Uber, biking, etc. so if you choose to ride the subway, then you implicitly agree that they can randomly search you in order to protect the general public. I have heard from some family members that Columbus Ohio is the human trafficking hub of the US because of I-70 and I 71 meeting. Something like that. A couple of times when deployed in various unpleasant places, we were issued M-16's when we went off base to work but no live ammo which was under lock and key. About all we could do with the empty rifles would be chuck it at them as we did not even have bayonets.
Saw reports after 9/11 where they had similarly stupid rules for National Guard troops at airports.
