1. What if you can't define what a "civilian" is? In Gaza, this is not a straightforward problem.
2. What if you cannot achieve a plan that results in a high probability that aid will reach those "civilians" as defined?
If either condition cannot be met, is the aid withdrawn?

Well from what I can tell Bibi was a pretty successful economic leader and took defense more seriously than the Israeli left. His judicial reforms seem reasonable and he does seem to have been unfairly targeted. Israel's permanent state(Deep state) doesn't like him and hounds him. Hard to say whether he's to blame or they are from a distance, but I think he's going to get the blame from the public.

They have neither asked for it (that I am aware of), nor do they probably need it. They may need some military hardware help, but that remains to be seen.
But giving money or aid to Israel is beside the point on this one. There are reasonable arguments for and against that. There is no reasonable argument for giving aid of any kind or in any quantity to Hamas.

Assuming that's correct - and who knows - it really puts the "Palestinian Aid" stuff into sharp relief.
Hundreds of millions or billions of dollars a year flow through that aid complex. Gaza's 2.1 million people are just under half of the "Palestinian" total (the West Bank has about 2.8 million). Assuming proportional distribution, a billion dollars' worth of aid comes out to $204 per Palestinian (and I doubt distribution is proportional - Gaza probably gets more than its "fair share" because it's such a shithole).
A billion-dollar aid year - not a record-breaker by any means - represents 23% of GDP if the number in Wikipedia is correct.

China is learning an age-old lesson when it comes to empire. The scheme of building infrastructure in territories you want to take over in order to turn the territory into a vassal after it is bankrupted is a strategy as old as time, and it can work out nicely for the imperialist.
But there is no way to do it if you have no mechanism for enforcement. Building infrastructure in a future vassal will just lose you money - and not gain you the vassal - unless you can take it. That requires a military - a real, boots-on-the-ground military - to enforce the repossession and take the territory associated with the infrastructure.
China thought it could do it just with financial and diplomatic pressure. It is learning otherwise.

It doesn't really matter in any state. Lots of people around here are furiously hoping DeSantis or somebody else is going to be "the answer," but that's not even really the question.
The question is, does voting matter at all, especially for President? If you vote, will you have any say in what comes next, even IF your candidate wins?
The other thing a lot of people around here don't seem to get, is that EVERYONE in DC is aligned against Trump for a reason. It's not for mean tweets, it's not for "grab her puthy," it's not even because he is wrong on any one policy or another.
It's that he's not in on the grift. He may have his own grift, but the one they're all in on, he's not. That's how he threatens them.
Me, personally, I'd like to see him nominated, just to see what they come up with to try to stop him.

Sort of. Associated with it, though, were two things:
1. A credible military threat if you stepped out of line. Our empire was not one of territory, but of influence. You could stick us with bill but *only* if you didn't piss us off too badly otherwise. Play ball, get paid.
2. We put different strings on it especially when it came to economic disaster aid through the IMF. You put *our* people and companies at the front of the line, and let them skim off the payment and remain in-place during recovery.

By and large, charity money was spent in those countries that were strategic in nature by requiring vendors that are politically connected with the ngo's or agencies and those ngos and agencies administering the grift getting a cut as well. Then often it was a way to hide bribes to whatever el Presidente held power as the patronage network in those countries depended on the honcho doling out grift to supporters.

The whole thing was a DNC laundry machine - the stolen $$ from the accounts were divided up between those that ran the joint (SBF and his cohorts) and the bigwigs at the DNC as donations. SBF's cohorts caught the DOJ train as it was leaving the station with pleas for short sentences and SBF is getting stuck with all the rest. He could have had a plea deal early on I'll wager - but he didn't take it.
He'll now serve the sentence that the others rightfully deserved.

Let's use NATO as an example. We've heard endless complaining about the fact that the American taxpayer has been effectively subsidizing rich European nations for decades. Why do we do this? Not because it benefits us in direct financial terms, but because it provides economic peace and stability that enriches us all. Thus, we pay a measurable, concrete sum that we identify as a cost, while benefiting in much less tangible, but still real ways.
Likewise, supporting Botsnibia in Africa contributes to stability there which benefits everyone, most of all, the Botsnibians.
You guys are too young to be so cynical.

The US benefits less from securing external trade routes than most countries. The existence of the empire is a separate issue from debating the benefits and cons of the empire or its sustainability though.

This only even potentially works if Botsnibia, the EU nations, and Us all have the same goals.
If Botsnibia turns its aid into guns and bombs and attacks us, well, that's a fail.
If the EU nations and NATO combine to neglect their ability to project power while acting in ways that provoke conflicts then that's no benefit to us.
And of course it appears our own government has also let its ability to project power and build ammo to support a war neglect to nothing which may bring the whole house of cards crashing down.

But in that period Alligators lived in what is now Alaska, and Dinosaurs at the South Pole, the planet was much warmer overall
