I'm sure they also bitch, constantly, about how they can't hire great craftsmen at the price they prefer, rather than the price the general market demands. My old man always makes the same bitch, in reverse, because Ford won't sell him the truck he wants at the price he prefers.

Here's the ugly truth about public projects. There is a shit pot of graft and waste involved. Usually around 1/3 to 1/2 more than a comparable commercial project. But get this - it's not because of that evil Union guy driving nails or fitting pipes. And it's not entirely because of bribes either, although bribes are involved.

There is a cost - a huge compliance cost - in doing any municipal project. Extra inspectors. Extra regulators. Just more extra.

I have been more than a bit put out by people here claiming my belief in Jesus Christ's divinity and sacrifice and attempting to follow Jesus' example don't make me Christian and the fact I don't believe the Son and the Father are exactly the same being means I'm something completely unworthy of the name of Christ.

If you go by sola scriptura the question will be up in the air. There are passages that could be taken either way. But "contradict" is too strong; it can be true only if the sense in which you take the passage is correct. Of course, that is true of the opposite interpretation.

I have bid and won government contracts to make machines for the government from NASA to DOD. They don't work the way Davis-Beacon does. No, you make sure you comply with all of the specifications in your bid or take exception (which might lose the bid but rarely) and they pick the lower priced option. Then if you fail to deliver to specification you are on the hook for fixing it. But I guess construction projects are different because.... well Because!

It makes no difference. In 2008 I was working to resolve wage claims by contract labor that realized they were getting stiffed on a construction project. They finished the work but over time and what they got as a flat payment was not sufficient even for minimum wage. They were Mexicans who had their own tools and one of the guys could read blueprints. When sorted out, the prime contractor had hired a subcontractor, who was so busy he hired a subcontractor, who was busy so he hired a sub contractor got the gaggle of minimum talent Mexicans as 1099 employees.

Granted when we got through to the Prime he solved it in a day and I bet those asschewings were impressive.

Reputation is the only thing that works in this industry, everything else is subject to fraud, negligence and corner cutting. As a IC in this field you know this.

Hell, no I didn't. I had mouths to feed.

But that doesn't make it a smart law. As you pointed out, my boss had to quote those city jobs at a third higher, because of all the insane regulations and wage distortions. His daughter basically had a full-time job, figuring which dudes were on city jobs, inside or outside, what season of the year, etc.

It really was a ripoff for him. At some point, a lot of guys just stop taking the city jobs. He really couldn't, because he was running a different scam involving the city, and couldn't say no.

But that's how it works. Scammers get the city biz. And I still like this guy. No gripes about how he treated me. But he was running a game.

I strongly believe God the Son and God the Father are distinct beings as to the flesh and one in the same in purpose, direction, opinion, etc. One in spirit, so to speak.

The usual fast retort to this is to claim that makes me a polytheist. I don't agree. I worship God. I pray to God in Jesus' name. Jesus prayed to God that the Apostles be made one the way Son and Father are one. I don't believe He was asking God to make the Apostles "consubstantial" with each other. I believe He was asking for them to be spiritually one as Son and Father are.

They are. The same as a commercial project is different than the biggest residential project you can imagine. Because commercial involves "the public". And that changes everything.

The most complicated machine you can make, for DoD - and I worked at a small firm for a while that did just that for Naval Ordinance - is absolutely 100% different than a public occupancy project. A completely different animal.

I actually don't. I prefer to work with English speakers if I'm paying for some job. Which I usually don't. I don't fuck around with heavy plumbing jobs, but most other stuff, I try to do on my own.

The problem with Davis-Bacon is a customer/contractor problem. As a taxpayer, that contractor could offer me (in all likelihood) a 25% discount on that qualified, English speaking worker, if I just didn't have the city skimming from us both.

And therein lies at least part of the problem. A public job is not going to be efficient, by definition. Because the customers are pretty close to infinite. It's not a one to one negotiation.

I'm not arguing that Davis-Bacon is great. I'm arguing that the problem is Public Projects. Public Projects won't suddenly get efficient just from eliminating Davis-Bacon.

But labor will be cheaper. And that's a constant cry from certain Rock Ribbed Republicans. The same folks, like Nurse, that just can't figure out why more working class folks won't pull the R lever on election day. It's a real mystery, for sure.
