These incompetent crooks should be run out of town on a rail, but the good people of Seattle have become so inured to bloated, stupid, corrupt and illogical officialdom that they truly believe that it is an unavoidable byproduct of their progressive desires. That makes them as stupid as their government masters. Ain't socialism grand!
The Trolley Problem: New Seattle Streetcars May Not Fit on Tracks
Seattle, it seems, has a trolley problem. The city ordered streetcars for an expansion of its growing system that may not, according to a new Seattle Times report, fit on the tracks or fit into maintenance barns. Seattle Mayor Jenny Durkan, elected last fall following a long-ago sexual assault scandal that forced the previous mayor to resign, had already put a halt to the buildout after escalating costs were discovered. The expansion was originally budgeted at $150 million, but that figure soon rose to $200 million, in part due to public utility work that wasn't predicted in the initial budget and rising costs for construction and labor in Seattle. But in March, the Times reported that operating costs would be 50% higher than the Seattle Department of Transportation (SDOT) had estimated--$24 million a year, rather than $16 million. The regional transit authority, King Country Metro, disclosed this and debated it in internal memos that the Times obtained through a public-records request. An independent review for the city is in progress, and a deadline for its completion and release went by in June.

Clearly, at that tender age I was more highly trained and competent than the Seattle mandarins who gleefully spend other people's money with very little regard and absolutely no fear that they will be held financially responsible for their monumental screw-ups. What a life!
This is happening all over the country, and it is a very bad trend. It reminds me of the Luddites, only more evil.
If anyone wants to see this insanity on a grand scale, just try to drive through Manhattan, which has become, courtesy of Bloomberg and DeBlasio (my spellcheck wants to change that to "delusional!"), an impenetrable maze of bike lanes and pedestrian malls and narrow streets and gridlock.

Under the railroad laws, this turned out to be "NOT A FACT," and BNSF was sufficiently incensed to hit RTD with an absolutely brutal fee, so the project ran hundreds of millions into the red before a shovel hit the dirt.
I think it was the "W" line, but it might have been one of the other lines we always build and never complete here.

I'm guessing he is thinking of privateers. Privateers are pretty good at capturing enemy merchant shipping, but poor at destroying enemy warships. Little incentive to risk your life for no profit when you could be making money with little risk.

The jobs are all in the cities. No one wants to (or can afford to) live in the city though.
So the suburbs right outside of the cities have gotten wealthier and wealthier. Because they are wealthy they've managed to stop any significant expansion of roads into the city - after all if you want a shorter commute, and to raise my property values, you should pay to live where I live....right plebes?
And then came Waze and Google Maps. Since the wealthy liberals have made sure the arteries into the city are stopped at rush hour people now routinely drive through the wealth suburbs and their "quaint" downtowns so they are now just as blocked as the arteries.

If anyone wants to see this insanity on a grand scale, just try to drive through Manhattan, which has become, courtesy of Bloomberg and DeBlasio (my spellcheck wants to change that to "delusional!"), an impenetrable maze of bike lanes and pedestrian malls and narrow streets and gridlock.
This is what I call the "Butt-Plug Mentality". Traffic Luddities, often of the alternative lifestyle persuasion (since families really prefer the burbs) want to build more housing downtown and want more people to move downtown, but then they constipate the streets, in the vain belief that this will force people to ride unicycles everywhere.
Cement barriers in the centers of once passable streets, which really are metaphoric "butt plugs", "corner chokers" that prevent quick right or left turns on or onto one-way streets, and those stupid posts that remove vehicle lanes and create unused bike lanes are all examples of road sodomy and traffic constipation.
Never mind that even if your downtown becomes "Walkable", people will still use cars to drive to other parts of the city, or drive to other cities, so traffic in the new "pedestrian or bike friendly" downtowns will *still increase* nonetheless.
But these people think with their prostates and anuses, not with their minds.
Removing these stupid obstructions would give these downtowns a much needed "traffic enema", and I would think, given the demographics of the "New Urbanists", they would understand that.

This is exactly what happened. One of the articles I read yesterday said the city had no contractual way out of the deal.
It's also one of those situations that make you suspect the entire thing is an exercise in blue money grubbing. For those who did not watch the second season of True Detective on HBO, I recommend it. It is a stinging indictment of the never ending California high speed rail cost increases and the graft that underlies them.

Before the Napoleonic wars I believe the perfected allotment was a mix. Mercs are somewhat unreliable, but generally provide a much needed punch. And if you surround your mercs with your levees they are probably going to not run/change sides/sit on their asses demanding more money as was often the case in merc heavy/exclusive armies.
After levee in mass though I don't think mercs have been particularly successful though...

One story my 'ol man had from WWII. he was a Chief on subs. Egg heads (his term) had come out to Pearl to measure the hatches on the subs to make sure a new computer for firing solutions would fit into the subs. They went away and built their computer. they returned a few months later and sure enough had these big 24 inch square computers to fit into a 24 inch circular hatch.
They eventually used the torp loading hatch to get them in the boats.

In fact, the idea behind ARPANET came from BBN in Cambridge, MA back in the 60s. They also invented the modem, sent the first email, etc. Some of the key people were given temporary government appointments but it really was a private sector effort.

Just for an instant condensed version of the argument, I'd say the main problem is two things:
* far too many goods/service are incorrectly treated as public goods (health care - for the non-indigent - being the worst/most damaging error in this category)
* collapse of competence and public service mentality in implementing even those things that are truly, or substantially, public goods (the Seattle trolley is folley from start to finish, probably, leave alone the obvious disaster being discussed - but the interstate highway system, much public infrastructure such as hydro dams and water systems in the west, and even services like public education - in the 50s/60s, in CA, for example - were done very well)

When I was a young punk, I hung out with a bunch of other young punks on 75 meters and the crosstalk, at least on some occasions, was indeed epic.
It was a lot different than the old, ritualized AM "lock to talk"roundtable format where one guy would talk for 20 minutes, hand it off to the next guy who would talk for 20 minutes, etc. We drove some of the old-timers crazy because we refused to do it this way.

imo there are probably not many real commenters saying "send them back to Africa". Who is really saying that, except the fakes, SJWs that go around and pollute every site and dominate comments on HuffPo or even more legit (but still left) sites.

I'm a structural engineer. It's not an exact science, mostly because of imprecision over what actually happens in the field, both in terms of construction and in terms of real loading on structures.
I had a prof who would take off points if you gave more than three significant figures in an answer, because no way do we actually know the precision of structures to four significant figures.
Kinda liked that guy, and boy did it drive the point home.

I think some were WASPs (Women's Auxiliary Service Pilots?).
There are some good photos of small groups of WASPs in uniform standing in front of B-25s etc they've just delivered.
Don't know if it's ever been solved - a famous case where a woman ferry pilot took off from what is know LAX in her P-51 Mustang (they were built nearby in Hawthorne) - after one radio check-in, nothing. Never heard from again. Can't recall details, I think there was reason to think she hadn't gotten far, but searches of the generally flat/sandy bottom west of LAX had not yielded any results.

Used to have 'ham radio' license plates around here -- counted as part of disaster preparations. Ham is better for disasters. NCIS had an episode with a radio component and the only one who could figure out the comms was the nerd guy because computer stuff is easy and ham is 'old fashioned'.

In my experience in Denver, they intentionally make car ownership in the city difficult as a way to "nudge" people into using other forms of transportation. They are doing this by issuing building permits for high-density housing (highrises) with no requirement that this construction provide parking for the residents. This is the "never let a crisis go to waste" - no wait, "create the crisis!" thinking of big city Lefties. A family friend who is a long-time architect has confirmed this as much, and he could not be happier - he thinks city people need to be forced to ditch their cars.

My former business partner used tell me he loved the slide rule as you could always come up with the answer you knew in your head that it had to be. I will still do a 2 cycle moment distribution whenever I can, and I will usually make some nice red lines on drawings if I see too many digits. Worst was angles on a steel structure to four decimal places. Pulled out my protractor and had him demonstrate to me how to read it to 1/10,000 of a degree.

Not exactly. There is a whole industry devoted to interference mitigation and geolocation of emitters (TDOA, and other methods). So, getting a rough location can happen quickly - the actual ID of the emitter and taking legal action is alot harder.

The era of Reagan's CA was one of aerospace, and small/medium industry - most of that now gone, in some cases crushed by regulation.
Not long ago, largest industrial city (amount/concentration of industry) in the western hemisphere - LA. Not Sao Paulo (always found that hard to believe, but I think it was true).

I'm skeptical. All one would have to do is adjust the power (or drive) a tad and the signature would change. Things like ice on the antenna or any number of factors could affect the individuality of a radio transmission.

My former business partner used tell me he loved the slide rule as you could always come up with the answer you knew in your head that it had to be. I will still do a 2 cycle moment distribution whenever I can, and I will usually make some nice red lines on drawings if I see too many digits. Worst was angles on a steel structure to four decimal places. Pulled out my protractor and had him demonstrate to me how to read it to 1/10,000 of a degree.
I once worked with a nepot (son of a company honcho) who didn't understand the difference between a two-place decimal and a three-place decimal. With traditional subtractive manufacturing, the more decimal places, the more precision is required to make. More time and expense, too.

Or if you have multiple tubes of the same type, swap them around on the board. (You could do this with the solid-state ones too, but that requires soldering and not just popping a light bulb out of its socket.)
So, I think it's possible, but seems like too fragile a fingerprint to really try to track it.

My point earlier was a mobility kill is good enough in most cases. So what if it can shoot with the main gun and MGs. Effects are limited to LOS and it will be rare if we ever fight a tank on tank engagement again in flat desert terrain.
Even if the tank is sitting flat with the main gun capable of indirect fire...again, limited effects.
I always told my guys (and my ALOs) kill the artillery. That is what will kill us.

What really irks me about the ones coming up now, namely "light rail" and "streetcars", is that often they are so backward and traffic clogging, with no grade separation or exclusive right of way.
At least the transit systems oversold to us in days of yore, like the B.A.R.T. system in San Fransicko, *had* a meritorious pitch. "Imagine commuting from your suburban home to your Financial District job, Oakland Coliseum concert or sporting event, or Union Square or Bayfair shopping, faster (and in some cases, even cheaper), than driving and parking yourself!" And said system had its own right of way and total grade separation.
This didn't happen, thank you pie in the sky promises, cost overruns and unions, but at least it was a promising pitch.
Now? The new "Urban Planners" take peevish pride in making streetcars that take up existing road lanes. I imagine them in their planning offices--Affirmative Action bulldykes "of color" pushing papers who take pride in sticking it to frustrated and in their warped minds entirely "White male corporate" drivers.

The contractors may not be required or have done a review of any of the requirements to see if they match reality.
This is how a bidding process works. The originating org develops and then writes the spec. the writer may not be anyone associated or knows anything about the system.
This happens in DOD and other Federal Government bids. One of the reason why we pay so much for items is that they will write everything down to what they want without checking if there are off the shelf substitutes that can be made to work.
Thus the contractor sometimes is require to manufacture or have manufactured special items that are only used in the contract and my never be used again thus raising the price enormously.
Want to save money and use it for good in the Military? Do a full investigation of our bidding and contracting system and revamp rewrite how it's done.
We build stuff to specs that were written in the 1940's. And lots of requirements for stuff that is no longer manufactured as better stuff is available.
