If someone misbehaves and implicates the organization, they can fall back on "we had instructional material provided by Party X in full accordance with the law and corporate policy. Employee 1 took this training and passed the examination at the end of it, and we can furnish those records. This is a good organization, and Employee 1 is just a bad apple. Employee 1 will be disciplined and we will ensure he retakes the enhanced version of the training material and passes all required exams if we choose to continue retaining Employee 1's services." It is probably the same deal with the FBI as it is with many other megacorps. As many of you know, I've been a big-city police officer for 24 years. My department has more than its share of toads and malcontents, but for the most part, they try to do the right thing.
We try to weed out the ones who tarnish the badge, and if the city won't fire them, they are summarily ignored by coworkers. The worst part, for me, about the FBI scandal is the rank and file either took joy in violating the Constitution, or sat idly by while others committed crimes and/or malfeasance. It's why I disagree with many conservative talkers who excuse the rank and file. Of course not all agents are dirty, but almost none spoke up while their agency was violating the rights of Americans. The thing about a dysfunctional organization - where the leadership are the worst - is how much this affects personnel. That has been my experience with workplaces that have gone south. The good people find better opportunities when it becomes obvious the people in charge are bad news. This is the attitude now all over the Federal bureaucracy.
It's just been hidden as the partisan workers were more circumspect. Obama's arrival on the scene seemed to imbue them with a sense that NOW they could get away with being more obvious that it was okay and if now and then someone tried to do anything about it they would find too many OTHER partisans willing to jam them up so that they couldn't get redress for their grievances towards Government. And it was all aimed at those who were not of the same party and beliefs as them. In other words they're the majority (at least in the Gov) and anyone who wasn't part of that can just take their chances on any justice or fairness. We saw that with people using their gov job to hurt people and dox them or expose them to the media. And we saw with the IRS that an entire Agency was going to be against these others. There hasn't been a Republic for a while folks. And the only problem NOW is what do we the people and the "Others" do about it. Do we surrender and hope for the best? The IG investigation that concluded with yesterday's report was, from all of the evidence, a major culture shock for FBI employees. Claiming ignorance of culpability when using US Gov. phones for private conversations is a tell for how effective Obama's regime was in de-fanging the IG system in total. A robust Inspectorate would have stopped a lot of this nonsense in its tracks. But a robust Inspectorate enforcing common-sense rules and regulations was the last thing Obama wanted.

I've been banging this drum for well over a year now. If people understood what Holder and Obama did to hamstring all of the Inspectors General throughout his administration starting with Fast and Furious, they would have a much better understanding of how this kind of scandal was even able to happen. Coming at me from the other direction is a Smug Bicyclist who did not care to stop for the red light. He banged into my rear quarter panel, got knocked off his bike, and slid a bit.
