McConnell should get more credit. He got a whole bunch of good judges through, and that's not an easy thing. In the long term it's probably more important than anything else happening in the Senate.

This is another attempt by Trump haters to limit his powers unconstitutionally. Yes, the president can negotiate treaties, subject to Senate approval. That's not what this is about. The way the law reads now the president can declare (without providing any evidence) a country is "dumping" products in the US and unilaterally impose sanctions. That's what is unconstitutional. I understand the rationale for it - there are millions of different types of items imported from around the world, and Congress is too ponderous to deal with them all individually. But they're still sidestepping their responsibilities, and there's no reason they can't force the president to get approval for major sanctions. I understand how it is a sliding percentage based on the deficit/surplus of the specified trade. I would not have a big issue with the general principle of that scheme. However, the devil is in the details. My opinion is pretty much the one stated above regarding 0% tariffs, 0% subsidies, etc. if we were in an ideal, optimal world. But, because we are not in an optimal world, we occasionally need to use the tariff stick to beat others into something more 'fair', even though it is *long-term* sub-optimal for everybody. It has been over 4 months since the Senate last worked a five day week.
The Senate held pro-forma sessions to prevent from recessing for every "break" they took this year and last year, including last year's August "recess". It's very clear there has been no interest in actually filling vacancies. The primary motivation has been to prevent a single recess appointment from occuring.
