Note that the Central Valley phase of the project is entirely within New California, which would rather spend the money on Pat Brown's water storage plans than on his son's high speed rail boondoggle. The initial construction packages are especially useless to well-heeled commuters. The sobering news about the cost increases was long forewarned, though rail authority Chairman Dan Richard has consistently rejected those warnings. About a year ago, the Federal Railroad Administration issued a secret risk analysis that said costs were rising sharply and could hit $9.5 to $10 billion. When The Times disclosed the warning, Richard downplayed the analysis. In 2012, WSP briefed a cost analysis for the 2014 business plan, showing sharply higher costs in the Central Valley. The cost estimates were not adopted in the 2014 business plan. Richard was not available for an interview. And this is the CHEAP part of the route. The easy, "train to nowhere" part. And guess what? At one time, Gavin Newsom reversed his position on HSR, coming out in opposition to the project. He has refused interviews on the subject for the last two years. Hmmmm. Poverty in the Golden State Why does California have the highest poverty rate in the United States? Nice, concise piece that covers a lot of territory. According to the Census Bureau's Supplemental Poverty Measure--which accounts for the cost of housing, food, utilities, and clothing, and which includes noncash government assistance as a form of income--nearly one out of four Californians is poor. Given robust job growth in the state and the prosperity generated by several industries, especially the supercharged tech sector, the question arises as to why California has so many poor people, especially when the state's per-capita GDP increased roughly twice as much as the U.S. average over the five years ending in 2016 (12.5 percent, compared with 6.27 percent). It's not as if California policymakers have neglected to wage war on poverty. . . Apparently content with futile poverty policies, Sacramento lawmakers can turn their attention to what historian Victor Davis Hanson aptly describes as a fixation on "remaking the world." The political class wants to build a costly and needless high-speed rail system; talks of secession from a United States presided over by Donald Trump; hired former attorney general Eric Holder to "resist" Trump's agenda; enacted the first state-level cap-and-trade regime; established California as a "sanctuary state" for illegal immigrants; banned plastic bags, threatening the jobs of thousands of workers involved in their manufacture; and is consumed by its dedication to "California values." . . .As far as I can tell, the plastic bag thing has mostly meant sturdier plastic bags at Walmart. Anyway, hope your weekend is mostly free from politicians imposing their values on you. Got anything planned? Comments(Jump to bottom of comments)1

88 rickl, how are you doing with chemo etc?
Posted by: votermom pimping great books! at January 20, 2018 11:37 AM (hMwEB) Actually, I'm getting immunotherapy, which is newer and different from traditional chemotherapy. The drug Keytruda is supposed to stimulate my immune system to attack specific DNA markers in the tumor. I've had four treatments spaced three weeks apart. So far the only side effect I've noticed is that my psoriasis has gotten worse. The oncologist said that's a known side effect, since psoriasis is an autoimmune disease. The main risk of immunotherapy is that my immune system could attack healthy organs like the thyroid, kidneys, or liver. So far that doesn't seem to have happened. They do blood work at every treatment, and so far it has been OK. On Thursday the doctor listened to my lungs and said they sound "fantastic". That's the word he used. The next step is to get a CT scan before the next treatment to take a look at the tumor to see if the treatment is having an effect on it. Posted by: rickl at January 20, 2018 11:46 AM (sdi6R) 122

He has a decent job but I think Cali had O-care type rules ahead of when the Commies got OCARE passed so it was too expensive to have her on his work insurance. Even with whatever she has the co-pays are busting their budget. I hadn't known, but she got desperate and texted me a thank you for my Christmas check cuz it arrived just when the lasted monthly chemo round was due. She's been a member of a fairly big church so I will ask if they are trying to get the church to let them do a couple pancake breakfasts to raise some funds to cover the costs.

There's a good blues documentary on the youtubes about the old early 1900s guys who lived and died in poverty, and part of it mentioned that they developed their unique sound because they didn't travel anywhere and heard very few other people play that weren't in their community or passing through to play at a local bar. Pretty interesting to consider.
------------------------ Legend has it that the great Robert Johnson never traveled very far from home. The history of the blues is a fascinating one to me. It's American as can be and historical too. That's part of why I love playing it. "The blues is the facts of life." - unknown Posted by: BackwardsBoy at January 20, 2018 11:58 AM (tRaq7) While I love the music, the blues are not "my" music. There is a distinct understanding I have, that I don't know it, because I don't live it. But I do appreciate it. Seems to me, the early blues artists, the true originals, often lacked the skill of later practitioners, who took the template and made brilliant facsimiles. The many great guitarists of the 50s, 60s, and 70s... they openly "borrowed" from their earlier brothers, with style and beauty and grace. Got yanked away from more than a few water fountains in the segregated South during the Wallace era. People seem to forget that crap went both ways and how are thirsty little kids supposed to understand all that? But yeah, what happened financially to many of the early blues musicians is a travesty. Many of them died poor when they shouldn't have and didn't need to. Their managers made out like the bandits they were. Bastages... The economic super geniuses of the PRoC have decided to try to get a new tax. Any business that makes more than $1 million will have to give the state half of the savings from the new federal tax legislation.
It's early but that would mean (I think) that for every million after that the PRoC would extort 9% or $90,000. I'm not a democrat (My IQ way too high) but I'm thinking this plan just might drive out a whole lot of corporations and their HQs out of the PRoC. I'm also thinking that takes a lot of high income earners that pay the highest state income tax out of the state too. Put that together and I see billions of tax revenue racing out of the PRoC. I also predict that the economic super geniuses of the PRoC when passing this brilliant tax plan will make some economic super geniuses assumptions on how much of OPM this will bring in and spend like a drunken sailor. So double whammy, huge spending increases and gigantic losses of revenue. Sounds like a democrat-socialist plan to me. I might have to think of retiring to VZ. The #ReleaseTheMemo thing should keep trending, even as the leftist cabal plots to call it all a Russian plot. That is still their defense.
It appears the memo (only 4 pages, and there are like a million more pages iirc) ... is from what was released to congress on the 15th. But this part names names ... apparently regarding the DoJ and FBI officials that plotted with HRC campaign to remove Trump, if they could not defeat him. I've linked these before:
The original version of "When the Levee Breaks" by Kansas Joe McCoy and Memphis Minnie, featuring photos of the terrible 1927 Mississippi River flood that inspired the song: https://www.youtube.com/watch?v=swhEa8vuP6U Led Zeppelin's cover: https://www.youtube.com/watch?v=FFDYuO53BUk Bob Dylan's "The Levee's Gonna Break". I can't find the 2006 album version on YouTube, but here is a live performance from a few years ago: https://www.youtube.com/watch?v=mpcKmhgwYvk It's fun to compare and contrast them. Led Zep's version is by far the most famous. They kept the original lyrics but radically changed the music. Dylan's version is closer musically to the original, but he wrote new lyrics. All three are interesting in their own right and stand on their own. Posted by: rickl at January 20, 2018 12:29 PM (sdi6R) 251

This latest twist on official lawlessness in CA (threat to prosecute businesses for cooperating with feds) is a fascinating one. There have to be some sort of analogous situations, sometime, in the books, though I think this is a first for the modern era. And obviously it cannot stand. Wonder what the mechanism will be for nixing it.
Then again, who knows. Because the Trump administration is locked into the same status quo mindset of its predecessors, significant federal, executive power has now been lawlessly usurped by district courts. Laughable "rulings" citing things like campaign statements now suffice to tear clear executive power, as delegated by Congress, from the WH's hands. On matters of national security and intelligence, where in most of our history the courts rightly deferred completely to the executive (and probably would have been repudiated had they not). There seems to already be a demonstration effect from the feckless response to the first travel EO nonsense. I could see this comically lawless CA AG stuff getting judicial protection. Remember it's only inertia that supports rule of law now. Posted by: rhomboid at January 20, 2018 12:38 PM (QDnY+) 295

When Brian Jones started the Rolling Stones, all he wanted it to be was a blues cover band. I still find it bizarre that there was a whole musical community in Britain in the early 60's that was devoted to playing a form of music created by American blacks in the South.
Talk about yer cultural appropriation. Posted by: Cicero (@cicero) at January 20, 2018 12:01 PM (/SISC) ======== They're open minded. Nowadays the fad is neo folk music (Mumford and Sons, Adele, etc.). And whatever tastes Brit rock and rollers may had when they first got interested in music, what they ended up with was their own unique creation. Pink Floyd (named after bluesmen Pink Anderson and Floyd Council) for example. Was there anything like DSOTM, Comfortably Numb, etc. before them. I don't get this impulse to say "these guys liked such-and-so genre, therefore everything they did afterwards was derivative". It's like people have been subconsciously conditioned to buy into lefty arguments of the white man culturally appropriating. It's not like they directly *sample* stuff like P. If the WH gets specific, and nasty enough, this could be the political bonanza I had hoped.
That is, establish and cement this association in the public mind: Dems prioritize illegal aliens over all other public business. Which has the merit of being literally true, they are so inept and crazed now. One gigantic problem for the country, and Trump, benefiting from this - Trump's squishiness on amnesty for "dreamers". If he were a firm "no" to all this, it would be an unimaginably ideal political situation. As it is, it can still go very well. And dammit where is the WH and WH surrogate talk about the generous compromise they are ready to do this afternoon: a "skinny" DACA (very rigorously vetted smaller pool of beneficiaries, with no chain migration rights), in exchange for full border infrastructure funding and the essentials of RAISE (e-Verify, no chain migration, no lottery, skimpy merit-based immigration). Flog the bejeesus out of this generous compromise. It *will* sound generous to most voters, who are not hot for amnesty or "dreamers". Posted by: rhomboid at January 20, 2018 12:50 PM (QDnY+) 342

I have told them I'm willing to take the risk of giving a break to those in a certain category who pass our very tough vetting - but only in exchange for the long overdue measures we need to secure our border, restore rule of law, and prevent this act of American generosity from leading to more problems." I explained the DACA debate to my 13 year old the other night. He had some sympathy for kids who were brought here as kids who had no choice in the matter.
Agreed it would be wrong to let grown ups who decided to break the law to stay here, and jump ahead of everyone who took years to do things legally. Was completely unsympathetic to the idea of chain migration, and very receptive to the idea of an overall immigration pause after a period of very high immigration as we've experienced. Yes my kids are being raised conservative, but immigration issues have not been heavily featured in family discussions. And, my 13 year old (as opposed to the 15 year old) has not been such an active consumer of news and political material. A sample of one, but I think this sort of innate, young adult morality response illustrates what I think is a very easily achieved consensus (apart from taking a hard line as to the true, under 18 year olds brought here with no active participation) on every other part of the Republican conditions, and room to roll back immigration volume as a whole which the Rs are not really seeking actively, but which should be a hard point any deal. Already said they would be making use of transfer and other authorities they have to fund things, preferentially. Depending on the phase of the fiscal cycle (think we're in a disadvantageous one right now, before the big revenue collection phase starting in April), there are lots of options. These were discussed during the 2013 shutdown. You prioritize debt service, national security, Coast Guard, law enforcement, a few other (not very expensive) critical functions. I know little but am intrigued by what I think are options to exploit this situation to reduce personnel and contracts. But this depends on how long it goes. garrett, it's slightly complicated, but still wildly favorable.
Trump and most of the GOP have limited their options - slightly - by being squishes on "dreamers" - Trump has always publicly *not* categorically opposed some kind of amnesty (which is what it is). But the potential beauty of this is that Trump can insist on getting the bulk of his immigration agenda *in exchange* for some version of DACA. The Dems are insanely tied to this narrow, unpopular thing. Trump has very popular measures he wants to trade for it. Ideal situation. But have to have patience. And a killer instinct. Pound the Dems every hour for prioritizing illegal aliens. It's one of their biggest vulnerabilities - esp. in the "Trump base" that made him president (whether R, D, or I voters). Ignoramus, if Trump limits himself to border infrastructure, and avoids making it all extremely explicit due to "optics", it's an historic (and fatal) blunder.
There is zero reason avoid black/white, dramatic, even vituperative differentiation on this. There are 63M+ reasons to do the opposite (politics, voters). Tie the Dems (and any GOP who join them) explicitly, ruthlessly, and clearly to amnesty obsession. Insist, logically, that a very limited amnesty *must* be neutralized by long overdue, dramatic action to secure the border and restore rule of law in immigration. The DACA people have the ticking time-bomb of enforcement hanging over them (mixed metaphor alert!!). As I've been saying for a long time, it is hard to imagine a better political situation. Trump may not be broken if he flubs this, but he could set the stage for true greatness by handling it right (he gets vital substantive actions, AND makes it more likely he'll have a much better congressional situation for second half of his first term). garrett, national picture.
Even there, amnesty is decidedly unpopular. However, there is non-trivial support (or tolerance) for "dreamer" b.s. - AND Trump has always shown sympathy to *some* kind of resolution apart from deportation, for some of them. The dream (heh) compromise is, again, trading the relatively trivial issue of DACA (as long as it's "skinny" - high standards actually rigorously enforced, no chain migration) for the yuuuge, central moves of border security (infrastructure and personnel), and *real* immigration reform (mandatory e-Verify, end to chain migration, end to lottery, institution of narrow rigorous merit-based selection). Trump gets anything close to that, it'll be a gigantic win. And a nightmare for the Dems. Trump settles for a "wall" out of all this, MAJOR blow-it.
First, substantively, a very very poor deal for him, considering his situation. Second, he forgoes the political mileage of having Dems reject popular measures (November). As a congressman tweeted last week, stating the obvious - this is the LAST chance Trump has to get his major immigration objectives. Unless one assumes a gigantic turnover in Congress in November (incl. many GOP incumbents), this is it. There is no issue on which the divide between popular will and the Beltway is greater. Simplified, the electorate (overall) wants intelligent, limited, lawful immigration. The Beltway (esp. the Uniparty colossus) is INSANELY obsessed with *not* having intelligent, limited, lawful immigration. The last 15 years have made this obvious, the prior 10 years pretty clearly hinted at it. Posted by: rhomboid at January 20, 2018 01:33 PM (QDnY+) 512

If any DACA-type deal is not phased, and linked to concrete milestones on the vital "neutralizing" measures, whether border infrastructure or policy changes ..... non-trivial chance it ends up no better than Simpson-Mazzoli (1986 law that front-loaded a poorly run amnesty, and left enforcement for later, as in never). Trump should call their bluff.
Call for votes in the Congress on the major elements. DACA, border security, RAISE Act (encompasses all the major reforms). The Dems of course would not do this with guns at their heads. NOR would about half the GOP. Why does everyone think that politics has been essentially removed from the Hill since 2009? So few votes. No regular order in appropriations? Precisely for the Dems, and many GOP, to hide. Call their bluff. Make it the opening shot in a push to have Congress start to vote again, start to take stands on the big issues. This only favors the major parts of MAGA. Posted by: rhomboid at January 20, 2018 01:47 PM (QDnY+) 547

Have to admit things in my home state are bad. It really is a turd-world shithole in some places. Looks like friggin' parts of Brazil. Little "boxes" called homes lining streets, cardboard windows and you'd be hard pressed to park a prius inside one.
The freaks in their gated communities on golf courses have alternate routes, and can go past the Spanish billboards, taco carts and hookers - taking the scenic route to the freeway. This in the literal heart of Silicon Valley. South of San Jose can get ghastly pretty quickly depending on where you are. Friend lives in Salinas, has a CC, and has had to use it on more than one occasion. The police have no-go zones here too. Posted by: rickl at January 20, 2018 11:59 AM (sdi6R) I can relate to that. When my hematologist told me a few months ago (after a couple of years of screwing around about it) that I had a couple of years left, I was rather surprisingly calm about it. Sometimes I think maybe I have not just wrapped my brain around the concept yet, but if that's it, it's certainly taking a while... They've always aided and abetted the Democrats. So we can't afford to negotiate illegal now. We need to totally defeat them on the issue. Clutch, do you think there would *ever* be a point where CA voters react to what's happening all around them? Going back to when things were good (and they were), I always explained the apathy and apolitical nature of CA residents as a natural reaction to having such excellent governance (60s, early 70s), such an amazing economy, perfect infrastructure, and even (gasp) generally good local govt.
With things so dramatically and visibly out of whack, my explanation no longer holds, obviously. Recall that in 2010, when there was greater partisan turnover, nationally, down to the local level, than had ever occurred in our history (or a tie, anyway), in CA exactly 1/one/uno/mot/ein incumbent lost their seat. One. And there were some state senate/assembly districts with *40% unemployment*. THAT, Jim, is dead! I have no explanation for the political behavior now. Dems are not really fighting for DACA, since Trump has basically agreed to that.
Dems are fighting for NON-enforcement for the rest, and for all others that keep coming. Trump (and everyone) has to keep making that clear. WisRich, guess we might find out, but pretty sure that actually doing DACA the right way - House and Senate consideration, amendments, votes - would not go well for the idiots.
Trump re-states his requirement (hopefully ups the ante, since this will be his LAST first-term chance at ANY joy in immigration) - border security, end of chain/lottery immigration. This, and many other things, are offered as amendments. I have several amendments I could write off the top of my head, right now (phased implementation, linked to concrete milestones in border security, and even enforcement milestones). I could be way off, but I have trouble imagining that a country that went ape s**t 12 years ago, to choke Dubya's amnesty in the crib, and which just elected the first outsider to the presidency in history significantly if not mostly on the basis of sane immigration policy, is going to put up with a bad DACA deal, no border security, no real reform. Congress carefully avoided ever voting on this stuff since 2006. Even the first two years of the Obama debacle - when they were willing to commit seppuku over O-care. The whole Charlottesville thing was a contrived lie. KKK are a tiny group that occasionally show up for some public rally. The Blues Brother movie mocked them decades ago, and they are still an isolated mostly non-violent group. To fabricate the violence in Charlottesville, the left pushed Antifa into the mix, plus had the cops march them into confrontation, which itself was not really much. Then the nut with the car rammed some people, though we now know he was chased by some leftist with a gun, who recently bragged about it online. The violence is still from the left, always was. And 'ReleaseTheMemo' will show anti-America sedition goes right to the top. Posted by: illiniwek at January 20, 2018 02:42 PM (otAqJ) 673

WisRich, amnesty in all forms is unpopular. I wouldn't be so sure about your Senate numbers, both Dem and GOP. Just 12 hours ago, 5 Dems felt the need to support the CR - and they of course are members of the vulnerable group up in November. How does DACA play in IN, MO, WV, ND? There's a reason, even under Obama, the Dem leadership didn't dare bring up DACA for a vote.
House, no way. At worst, a conference with House version having all of Trump's non-negotiables. With a Trump veto hanging out there if he doesn't get them. Don't see any real pressure on Trump. I see Dems and some GOP having to take a stand they've assiduously avoided having to take, for years. Delicious. Posted by: rhomboid at January 20, 2018 02:49 PM (QDnY+) 683

Well, actually, in the 80s/early 90s, Tibet had a certain star-gazing appeal for dumb Capitol Hill people. Because every year there'd be a spectacle where HHTDL (His Holiness the Dalaim Lama) would venture to DC. Even better - Richard Gere would testify at the annual Senate hearings on the awfulness of Chinese oppression (no doubt about the reality of that). I still recall certain female staffers talking about "Richard" coming before the foreign relations committee. "Richard". You see, when you're pals with a big Hollywood star, that's how you talk about them. It was ridiculous, even if the basic cause was legit. Posted by: rhomboid at January 20, 2018 03:02 PM (QDnY+) 701

Ian Galt, that's interesting about Stab-Me-Now, because demagoging CHIP is wrong for both sides here.
Mitch and other GOP were doing it yesterday. You know, because the way to reach independents and get GOP voters fired up for November is to talk about a small program nobody's heard of. And to paint the Dems as the cold-hearted enemies of fluffy puppies and baby ducks. But for Dems, since the CHIP issue is so clearly entirely their fault, it's also stupid. Jukin is on to something here, and it's systemic, not just about the current shutdown.
The WH utterly lacks surrogates for its politicking. There's some for broad economic things like tax cuts - but on "contentious", hot button issues? Nope. Big issue. Even Trump's cabinet is quiet, compared to what they should be doing, on some big topics. The Hill GOP is rarely seen engaging in this critical part of politics - pushing an idea or policy, countering press or Dem distortion against it, putting rhetorical onus on the Dems. Just compare this situation to what we saw with the Hill Dems under Obama, esp. the first term. Trump is an effective communicator, but he can't do it by himself.
