Houston: Flood Waters Fall, But Death Toll Rises as Bodies Are Discovered
The waters recede, but in doing so, they reveal the deaths they caused.
- Harvey's floodwaters started dropping across much of the Houston area and the sun came out Wednesday in a glimmer of hope for the stricken city, even as the storm doubled back toward land and pounded communities farther east, near the Texas-Louisiana line. The scope of the devastation caused by the hurricane came into sharper focus, meanwhile, and the murky green floodwaters from the record-breaking, 4-foot deluge of rain began yielding up bodies as predicted. The confirmed death toll climbed to 23, including six family members - four of them children - whose bodies were pulled Wednesday from a van that had been swept off a Houston bridge into a bayou. Authorities are investigating at least 17 more deaths to determine whether they were storm-related.Among the recent discovered bodies: an entire family of six, killed while in their van.
Officers have found the bodies of all six Houston family members who were traveling in a van when it was swept off a Houston bridge and into a storm-ravaged bayou. Harris County Sheriff Ed Gonzalez says the van was discovered in Green's Bayou in northeast Houston. Gonzalez said the bodies of two adults were found in the front of the van, while the bodies of four children were found in the back.This is a very bittersweet one: A baby was rescued. But she was rescued clinging to the dead body of her mother.
The floods are causing the volatile compounds at a chemical plant to mix. There have been two explosions so far, and more are coming. A company spokesman called the smoke from the chemical fires "noxious."
"This is not a chemical release. What we have is a fire," Richard Rennard, an executive with Arkema Inc. told reporters near the plant located about 25 miles northeast of Houston. "Any smoke is going to be an irritant to your eyes, your lungs or potentially your skin," he added, saying the company is encouraging anyone who has been exposed to the smoke to seek medical attention. ... The plant, in Crosby, lost power Saturday amid Tropical Storm Harvey, leaving it without refrigeration for chemicals that become volatile as temperatures rise. Arkema shut down the plant before Harvey made landfall. ... Local officials said the blast sparked a 30- to 40-foot flame. People located in a 1.5 mile radius of the plant were evacuated.Harvey is already causing flooding at the Texas/Louisiana border now. It will turn northeast to rain into the Mississippi and the Ohio River valley. Jesse Kelly urges good citizens to give to well-behaved charities, noting that the devastation is worse than you probably think. (Though that may have changed -- certainly my eyes have been opened more about how bad it is.) Below, some good news: The heroes.

It's the biggest problem by far now. My wife was asking me this morning "don't they have pumps like New Orleans?" And I told her no city in this country has pumps like New Orleans, and that is the kind of thing you either build years ahead of time or you do without.
Houston's problem is that it sits on a flat coastal plain with almost no slope, so water tends to sit. What's worse, areas that used to be forest and fields even just 30 years ago have all been turned into subdivisions with lots of asphalt and concrete, and they don't have the capacity to absorb flood water like they did.
It most likely will be weeks before some of these neighborhood cans be re-entered. No one knows the precise number yet, but as many as 200,000 homes may have to be gutted and rebuilt.

The story about the family of six is even MORE tragic when you realize the six killed were four children and their great-grandparents, while the father who was driving the van managed to get out. But he couldn't rescue any of the others before the van got swept away.

I got a news alert this morning that the main pipeline for gasoline into the Carolinas is being shut down today. This is the one that got shut down a year or two ago due to a fire and basically every gas station in the area ran out of gas within a few days.
Gas was 2.29 when I left for work, Mommy called around 11:30 and said it was 2.45 and I filled up at lunch at 2.57 though if I had waited and gone a bit further it was still at 2.45 there.
People forget just how interconnected we all are.

I am pretty sure that the response to this disaster by everyday Americans, of every race, creed and color, is the most magnificent thing I have ever seen in my entire life (no hyperbole). THIS is the America I know and love, how foolish I was to think that it had gone away.
I saw a response to an anti-theist trying to bait a Christian over Harvey that I loved. "Where is your God now" kinda thing, to which the Christian responded "I see a storm that has done come to remind us that we are one people and what that means at a time when the country was becoming increasingly divided and hostile, and I see that being reaffirmed a thousand times a day".
I'm a Christian but not so much a "Hand of God" kinda guy, but that's got a great tune, and I sure can dance to it.

There are some good videos demonstrating what it takes and what it is like to be in a submerging vehicle. Primary take away from me is that you have to essentially get the window down immediately if not beforehand, or it's impossible to exit.
If it were for some reason--and let's state clearly, there is never a reason--but if there were some reason, everyone should be out of seatbelts, windows down, and an exit strategy in place before entering moving water.
But there is never a reason.

Not hard, expensive.
On the coast they don't occupy the ground level, and they build "blow out" walls that are designed to break away in a flood. The occupied level is second story.
We could build everything this way but it's expensive, and means climbing stairs to enter the home. And it doesn't protect vehicles.
Besides all of which --what is the flood plain? It's a non-trivial question. We had a flood here in Austin where locally we got 10" in two hours or something. You don't have to be down in a valley somewhere to get flooded by that kind of a storm. And which event do you assume? The 100 year flood plain is a quaint idea when you get an event with a 800 year recurrence interval.
Those recurrence intervals are pretty reliable, by the way. It's just a curve fit to actual data of rainfall, wind storms, earthquake, etc. It's amazing how the data forms a neat, orderly little graph. So the people doing the projections are doing a solid job, but as a society we have to decide what level of risk to take in setting building codes, and the 800 year return interval is not something we could afford to build to.

Besides all of which --what is the flood plain? It's a non-trivial question. We had a flood here in Austin where locally we got 10" in two hours or something. You don't have to be down in a valley somewhere to get flooded by that kind of a storm. And which event do you assume? The 100 year flood plain is a quaint idea when you get an event with a 800 year recurrence interval.
Those recurrence intervals are pretty reliable, by the way. It's just a curve fit to actual data of rainfall, wind storms, earthquake, etc. It's amazing how the data forms a neat, orderly little graph. So the people doing the projections are doing a solid job, but as a society we have to decide what level of risk to take in setting building codes, and the 800 year return interval is not something we could afford to build to.

If you go and tour some of the old existing great plantation houses of southern Louisiana (I have), built back in the days before levees when the Mississippi flooded every spring, you will notice that they were all built with the main entrance on what we would call the second floor, along with a grand gallery running around the house, and an impressive staircase in the front. The ground level of the house in those days was open and mostly used for animals and storage of whatever crop was being produced at the time.
Those houses were built to be completely livable through an 8 foot high flood, which is why they survived.

All family members are safe. No property damage or loss for my closest neighbors. But 5+ houses away - everybody got water in their houses. All those neighbors have been pulling out all their water soaked stuff from the house.
Internet is back. Comcast had shut it all down Sunday night, even in areas where it was working through the storm. I have two choice words for Comcast.
Water came within 10ft of the house. Still had power throughout the storm but lost our safe water supply. Have to boil it for use for an indeterminate time.
We are so thankful.

1) You should have a life hammer of some sort in your vehicle. They're like under $15 and have a point to easily break the windows on the hammer side and a cutter to cut the seatbelt.

3) Even cars fixed for freshwater flood damage will have hidden corrosion. Buy one and you're looking at major mechanical failure later and, likely, a fire.

Sure, the high rises built in the last 30-40 years are built to earthquake standards but the houses? Yeah, no.
I'm not even going to think about what will happen to the Mississippi and all the bridges across it. I was talking to a guy once who did disaster preparedness evaluations and he said the New Madrid scenarios are uniformly horrific. Also that most of them just take a random guess as to where the Mississippi will end up.

Go to any good hardware store, and buy an Automatic Center Punch. A very common machinist's tool, used to create a pilot dimple to give a drill bit an initial bite and to keep the bit from "walking" laterally.

When Linda and I bugged out for Katrina, we called hotels in the College Station area. Second one I called, Homewood Suites, said, "Sure, we allow pets, especially now." So we loaded our 3 felines into carriers and slogged our way there, over 2 days (it took 12 hours to get to Baton Rouge from N.O.)
We'd thought, briefly, "Oh, we could leave them at home with food and water and clean litter boxes." A good thing we didn't, as we wouldn't have been allowed back into the city for a long time. (I might have been able to sneak in a back way, but no telling.)
Short version: Bring the animals. You never know how long it'll be before you get back.

Also that most of them just take a random guess as to where the Mississippi will end up.
Speaking of, we better hope the Army Corps of Engineers can keep up with the silt depositing in the delta before the Mighty Miss decides eh I'm going to start running over there now.

FYI, the water is already way down here SE of town. Most of town drains into the various bayous and creeks, which drain to the Gulf. It does go down fast (one of the reasons you should not wade into floodwaters - they are always moving faster than you think). Stores should be restocking soon (possibly right now). We're holding off another day or two ourselves bc we happened to have tons of stuff before the storm and aren't desperate yet.
I have to say, though, that I have a habit of letting us get to the last few drops of milk, the last slice of bread, the last few doses of medicine, etc., before buying more, and never again will I do that. It was just sheer luck we happened to have plenty of the kids' meds and various supplies on hand last Thursday. I don't want to think about what could have happened if I didn't have albuterol on hand and one or both kids was having bad asthma.
My flood insurance doesn't come up for renewal until next June or so. Thinking I'll call around May and try to convince them I should get a reduction since this 800 or 1000 year event didn't flood this house. (realistically, we are all going to have higher premiums because of this, whether we flooded or not)

I remember about 10 years ago my old house flooded after 2 feet of rain in 2 weeks. Going down to pump the cellar every few hours. It's exhausting and it's depressing and it wasn't even close to this. I can't imagine what these people have been through, are going through, and are going to go through.

He makes sure that storm water for every subdivision is run-off is directed into properly sized and located run-off basins. Which dilutes the land available for sale - out of necessity.
Guess what? We're denounced as racists because we won't let developers develop in flood plains. Denying poor people the opportunity to live in our exclusive zip code.

Well, I had a convoy of heavy trucks, pretty sure they were national or Texas guard, in front of me yesterday evening. They weren't from Austin since they were trying to go the wrong way but probably made it to Houston last night depending on the roads and traffic to get there. Rockport, by most accounts, was destroyed. They don't have the flooding like Houston but they were wiped off the map from what I keep hearing. I have donated to Samaritans Purse and Salvation Army. There are fund raisers and supply drives left and right here in Austin.

Here is the good news:
There are 30,000 National Guard being deployed to the Houston area in addition to those from neighboring states.
Before the storm this is in place: recovery, often waiting a few counties above the line of the storm. Huge, huge semi trucks of disaster goods. They wait in position til it is safe and/or they can get through the trees blocking or floods blocking roads. Samaritan's Purse is also on the ground,now, along with Salvation Army serving foods.
And you do not know some of your neighbors til this. The photos of people helping people should renew your faith in humanity. We are still Americans, in spite of the MSM messaging.
I have relatives reporting military jets flying west over MS and LA.
FL police have sent boats.
From experience in other hurricanes, every available electrical utility truck and crews are en route or there. Many will be in Texas for a month...and they come from all over the country, not just neighboring states. When storms happen neighboring states help big time.
They are also using the military to move sick patients from hospitals with damage...a far cry from the delays NOLA had when Charity and another hospital lost generators and patients died.
The President and his Generals are on this. Lessons have been learned from the past and there is nothing being left not attended. They are asking for calls to Emergency Mgmt if needs not met.
You are going to see the might of the USA like never before. Keep praying, as God is with us. You can rebuild your house, memories (photos) will be lost, but it is and will be done. I am praying for no additional losses of life, and for the comfort of God to give peace and good health to all as the waters recede. Prayers for the leader's of this country, our President, VP and his cabinet, to show how recovery is done via teamwork. VP, Mrs. Pence and others were in Texas today with Gov. Abbot. I thank God for these people and for our President, who not only builds it, he wants it better and before deadline.
It will be over a year before that area will look normal, but, in Texas, they may prove me wrong!

I'm in Victoria TX. We got hit pretty hard, but everywhere I look I keep thinking "it could have been so much worse" my house suffered minor water damage due to an already leaking roof i'd stupidly put off fixing, but I put down some buckets in the living room and that caught almost all the water that got into the house. Will need to fix the roof ASAP. No electric since late Saturday night. Staying with friends who had there electric back on by Sunday afternoon. we were without water for about 3 days. My parents lost there fence and a decorative pillar off the front door. Lots of downed power lines, trees, fences. We are pulling through.
