Houston: Flood Waters Fall, But Death Toll Rises as Bodies Are Discovered

The waters recede, but in doing so, they reveal the deaths they caused.

- Harvey's floodwaters started dropping across much of the Houston area and the sun came out Wednesday in a glimmer of hope for the stricken city, even as the storm doubled back toward land and pounded communities farther east, near the Texas-Louisiana line.

The scope of the devastation caused by the hurricane came into sharper focus, meanwhile, and the murky green floodwaters from the record-breaking, 4-foot deluge of rain began yielding up bodies as predicted.

The confirmed death toll climbed to 23, including six family members - four of them children - whose bodies were pulled Wednesday from a van that had been swept off a Houston bridge into a bayou.

Authorities are investigating at least 17 more deaths to determine whether they were storm-related.

Among the recent discovered bodies: an entire family of six, killed while in their van.

Officers have found the bodies of all six Houston family members who were traveling in a van when it was swept off a Houston bridge and into a storm-ravaged bayou.

Harris County Sheriff Ed Gonzalez says the van was discovered in Green's Bayou in northeast Houston.

Gonzalez said the bodies of two adults were found in the front of the van, while the bodies of four children were found in the back.

This is a very bittersweet one: A baby was rescued. But she was rescued clinging to the dead body of her mother.

The floods are causing the volatile compounds at a chemical plant to mix. There have been two explosions so far, and more are coming. A company spokesman called the smoke from the chemical fires "noxious."

"This is not a chemical release. What we have is a fire," Richard Rennard, an executive with Arkema Inc. told reporters near the plant located about 25 miles northeast of Houston.

"Any smoke is going to be an irritant to your eyes, your lungs or potentially your skin," he added, saying the company is encouraging anyone who has been exposed to the smoke to seek medical attention.

...

The plant, in Crosby, lost power Saturday amid Tropical Storm Harvey, leaving it without refrigeration for chemicals that become volatile as temperatures rise. Arkema shut down the plant before Harvey made landfall.

...

Local officials said the blast sparked a 30- to 40-foot flame. People located in a 1.5 mile radius of the plant were evacuated.

Harvey is already causing flooding at the Texas/Louisiana border now. It will turn northeast to rain into the Mississippi and the Ohio River valley.

Jesse Kelly urges good citizens to give to well-behaved charities, noting that the devastation is worse than you probably think. (Though that may have changed -- certainly my eyes have been opened more about how bad it is.)

Below, some good news: The heroes.

From the Morning Briefing, this shotgun-toting former police officer is taking a stand against looters:

Texans jam-pack the highway bringing their smaller boats to Houston to assist in rescue:

Two elderly folks trapped by floodwaters called Chick-Fil-A with an odd request: Two chicken burritos and and an emergency water rescue, if you could.

Chick-Fil-A fulfilled the order.

This couple will not allow themselves to despair:

A compilation of rescues:

And a couple of dog rescues while we're at it:

One more: I'm sure you've seen this, but I have to link this Hero for telling a CNN reporterette, and Jim Acosta and his oddly darkened hair, to F*** off.

13 This is what makes America great. For all the drama and bullshit that gets pushed in the media, the US can respond to natural disasters that would cripple other countries. And do so independently without the assistance of others. Even help other countries respond to disasters while dealing with one of our own. No race, no color, no politics. Just America.

The Gulf.
Eventually.

It's the biggest problem by far now. My wife was asking me this morning "don't they have pumps like New Orleans?" And I told her no city in this country has pumps like New Orleans, and that is the kind of thing you either build years ahead of time or you do without.

Houston's problem is that it sits on a flat coastal plain with almost no slope, so water tends to sit. What's worse, areas that used to be forest and fields even just 30 years ago have all been turned into subdivisions with lots of asphalt and concrete, and they don't have the capacity to absorb flood water like they did.

It most likely will be weeks before some of these neighborhood cans be re-entered. No one knows the precise number yet, but as many as 200,000 homes may have to be gutted and rebuilt.

Gas was 2.29 when I left for work, Mommy called around 11:30 and said it was 2.45 and I filled up at lunch at 2.57 though if I had waited and gone a bit further it was still at 2.45 there.

Seems like the entire Gulf area and southern part of the East Coast is a crap shoot.

Pick your poison: floods and hurricanes down there; tornadoes in the Midwest, earthquakes and drought and massive fires in California. Bitter cold in winter or extreme heat, with or without humidity in the summer. Not enough rain or fog and rain all winter in the NE.

Serious question: How hard is it to build up local hillocks with slag or trash or rocks or something, sink steel pylons to bedrock, then build houses on that? Would that solve the problem of being built on flood plains?

73 Who cares about a dumb ol' hurricane? The real crisis here is BANANA PEELS:

Greek Life retreat cancelled after banana peel found in tree

-- A Greek Life retreat at the University of Mississippi (Ole Miss) was promptly cancelled this weekend after a banana peel was found hanging in a tree.

-- A student said he threw the peel because he could not find a garbage can, but the incident made some students uneasy, so the school “felt it was imperative to provide space immediately to students affected by this incident.”

"A A Greek Life retreat at the University of Mississippi (Ole Miss) was promptly cancelled this weekend after a banana peel was found hanging in a tree.

“To be clear, many members of our community were hurt, frightened, and upset by what occurred at IMPACT,” Interim Director of Fraternity and Sorority Life Alexa Lee Arndt remarked in an email between Greek leaders, according to The Daily Mississippian. “Because of the underlying reality many students of color endure on a daily basis, the conversation manifested into a larger conversation about race relations today at the University of Mississippi.”

Apparently, student Ryan Swanson admitted to discarding the banana peel in a tree after he was unable to locate a garbage can, and it was later spotted by Alpha Kappa Alpha President Makala McNeil, who leads one of the campuses historically black sororities.

“The overall tone was heavy. I mean, we were talking about race in Mississippi and in the Greek community so there’s a lot involved,” McNeil recalled, later adding that she and her friend were “all just sort of paranoid for a second” after spotting the banana.

After word of the banana spread throughout the retreat, leaders decided to end the event early. Arndt explained that she “felt it was imperative to provide space immediately to students affected by this incident.”

According to The DM, some students left the retreat in tears, with McNeil noting that they “didn’t feel welcome” and “didn’t feel safe.”

Swanson apologized for the incident, writing in a statement that he wants to “sincerely apologize for the events that took place this past weekend.”

Same. I can't bear reading the details of that story.

It's worth stating in the face of this awful tragedy that one has very, very little time to exit a submerging vehicle. Like under ten seconds.

There are some good videos demonstrating what it takes and what it is like to be in a submerging vehicle. Primary take away from me is that you have to essentially get the window down immediately if not beforehand, or it's impossible to exit.

If it were for some reason--and let's state clearly, there is never a reason--but if there were some reason, everyone should be out of seatbelts, windows down, and an exit strategy in place before entering moving water.

But there is never a reason.

But -- what does a banana PEEL in a tree have to do with some random passerby?

Does the very existence of bananas on Earth cause 24-hour-a-day hyperventilating hysteria?

Do they walk by a grocery store, peer in through the window, sees bananas for sale, and go into apoplectic convulsions because the bananas exist?

If someone at he next table in an ice cream parlor orders a banana split, are they committing a hate crime?

Posted by: bonhomme at August 31, 2017 01:08 PM (jhqr1)

Not hard, expensive.

On the coast they don't occupy the ground level, and they build "blow out" walls that are designed to break away in a flood. The occupied level is second story.

We could build everything this way but it's expensive, and means climbing stairs to enter the home. And it doesn't protect vehicles.

Besides all of which --what is the flood plain? It's a non-trivial question. We had a flood here in Austin where locally we got 10" in two hours or something. You don't have to be down in a valley somewhere to get flooded by that kind of a storm. And which event do you assume? The 100 year flood plain is a quaint idea when you get an event with a 800 year recurrence interval.

Those recurrence intervals are pretty reliable, by the way. It's just a curve fit to actual data of rainfall, wind storms, earthquake, etc. It's amazing how the data forms a neat, orderly little graph. So the people doing the projections are doing a solid job, but as a society we have to decide what level of risk to take in setting building codes, and the 800 year return interval is not something we could afford to build to.

If you go and tour some of the old existing great plantation houses of southern Louisiana (I have), built back in the days before levees when the Mississippi flooded every spring, you will notice that they were all built with the main entrance on what we would call the second floor, along with a grand gallery running around the house, and an impressive staircase in the front. The ground level of the house in those days was open and mostly used for animals and storage of whatever crop was being produced at the time.

Those houses were built to be completely livable through an 8 foot high flood, which is why they survived.

Not how hard, but that sounds expensive. Houston just sort of ....grew. It's flatland, on the Gulf, and gets lots of rain. Bayous and rivers, but 50 inches of rain in 3 or 4 days is just TOO MUCH. This is a once in a century or 500 year occurance.
Houston has floods of some kind every other year from heavy rains, and really, they need to rethink how drainage is supposed to take place. But no plan would have accounted for this disaster.
The idea that they would have pumps to take out the water is confusing how small New Orleans is compared to Houston. Houston is huge.
Parts of New Orleans are literally below sea level, and won't drain at all. Hence the pumps (which were badly maintained and didn't work when they flipped the switch).

121 1) You should have a life hammer of some sort in your vehicle. They're like under $15 and have a point to easily break the windows on the hammer side and a cutter to cut the seatbelt.
That's what gets you killed in a car in water--pressure from the outside water won't allow the window to work even if you have power. And you won't get that window open until the pressure is equalized; interior full of water.
And, in a panic, seat belts are damned hard to release. Especially if you're rolling and the car is filling with water.

2) Of those 200k+ estimated homes needing gutting. Most of those people don't have flood insurance; they were well outside any flood plain. They have lost everything and there's no insurance to cover.
Remediation of water damage will run nearly the cost of the house.

3) Even cars fixed for freshwater flood damage will have hidden corrosion. Buy one and you're looking at major mechanical failure later and, likely, a fire.
Satlwater flood damage is an automatic scrap.

This is how you form a new culture. Embed emotional reactions in people and they will stay there and change how they view the world even when the reactions are not rational.

They, the left, are building phobias into their tribes.

And city leaders who refuse to follow ESTABLISHED evacuation plans should be publicly executed on live tv.

Houston had an evacuation plan in place that they came up with AFTER Rita. Rita evac was a nightmare with everyone trying to leave at once.

There is a time-honored tradition with live interviews, that the interviewee knows what's expected of them, and the reporter is going to ask an initial question, and following that first answer will have one or two follow-ups.

And there are... shall we say, certain segments of population who sorta ambush these reporters, and are asked one question, look semi-serious, and then somewhere in there they turn on the reporter and launch into another tirade about this that or the other.

As for blame? Yeah, I don't care. CNN gets f-bombed live. Of course they deserve it. But this lady knew what the hell she was doing.

But even there, the retrofit is limited. Certain things, like attachment of masonry facades, were done everywhere as a requirement because they proved such a hazard to life safety. Highway overpasses, etc.

But everything else is piecemeal and ad hoc--if you touch a building (e.g. some addition or renovation is going on) then you may have to reinforce, but not many buildings are *mandated* to undergo retrofit, that I am aware of.

Charlie Hebdo does the most offensive stuff possible every week. This is absolutely nothing compared to what they generally do.

The context you;re missing is that the entire European Media for the last week or so has been pushing the "All Americans are Nazis" lefty meme relentlessly, and the French actually just accept that as unquestioned truth.

Charlie Hebdo compares EVERYONE to Nazis, constantly. Just shrug it off.

Furthermore, critiquing them by point out that the French were Nazi collaborators is completely futile and backfiring, because Charlie Hebdo ITSEFL constantly critiques France as a nation by constantly pointing out that they were Nazi collaborators. Your criticism has no sting.

188 Go to any good hardware store, and buy an Automatic Center Punch. A very common machinist's tool, used to create a pilot dimple to give a drill bit an initial bite and to keep the bit from "walking" laterally.

Here's the thing. The Automatic Center Punch has a very sharp, pointed, hardened carbide steel tip. One works the Automatic Center Punch, simply by applying pressure to the tool against the work-surface, until a loud "click" is heard.

On steel, the click is the mechanism driving the carbide tip into the steel to be drilled.

Against tempered auto glass? It shatters INSTANTLY and COMPLETELY.

This is the LOWEST EFFORT WAY to punch out a window for either escape, or (for those who burgle possessions from inside of locked vehicles) the thieves.

Here's an Amazon link. Order it through Ace's page, and Pay the Ewok!

We'd thought, briefly, "Oh, we could leave them at home with food and water and clean litter boxes." A good thing we didn't, as we wouldn't have been allowed back into the city for a long time. (I might have been able to sneak in a back way, but no telling.)

Also that most of them just take a random guess as to where the Mississippi will end up.

Speaking of, we better hope the Army Corps of Engineers can keep up with the silt depositing in the delta before the Mighty Miss decides eh I'm going to start running over there now.

We are ants on the face of a planet that does not care whether we exist.

Houses perform surprisingly well in seismic events. They don't have all that much mass, ergo the forces they have to resist are really not all that great.

It's much more about having a complete load path, and yeah you're relying on just common carpentry practice for that in many, many areas.

A lot more attention is paid to seismic potential of central US areas now--Charlotte, I think, is a pretty nasty seismic zone. The new construction will be okay, and to the extent that things were built reasonably well, even the older stuff is going to do better than the scaremongers say it will.

I say this as a structural engineer.

202 FYI, the water is already way down here SE of town. Most of town drains into the various bayous and creeks, which drain to the Gulf. It does go down fast (one of the reasons you should not wade into floodwaters - they are always moving faster than you think). Stores should be restocking soon (possibly right now). We're holding off another day or two ourselves bc we happened to have tons of stuff before the storm and aren't desperate yet.

I have to say, though, that I have a habit of letting us get to the last few drops of milk, the last slice of bread, the last few doses of medicine, etc., before buying more, and never again will I do that. It was just sheer luck we happened to have plenty of the kids' meds and various supplies on hand last Thursday. I don't want to think about what could have happened if I didn't have albuterol on hand and one or both kids was having bad asthma.

My flood insurance doesn't come up for renewal until next June or so. Thinking I'll call around May and try to convince them I should get a reduction since this 800 or 1000 year event didn't flood this house. (realistically, we are all going to have higher premiums because of this, whether we flooded or not)

203 I remember about 10 years ago my old house flooded after 2 feet of rain in 2 weeks. Going down to pump the cellar every few hours. It's exhausting and it's depressing and it wasn't even close to this. I can't imagine what these people have been through, are going through, and are going to go through.

In my little town, which is in the path of growth, we spend government resources on planning for 500 year events. Our township engineer is top notch and nothing gets past him. He makes sure that storm water for every subdivision is run-off is directed into properly sized and located run-off basins. Which dilutes the land available for sale - out of necessity.

Guess what? We're denounced as racists because we won't let developers develop in flood plains. Denying poor people the opportunity to live in our exclusive zip code.

Damned if you do, damned if you don't.

Of course, the author, just can't help himself at the end of his article from blaming republicans and their denial of "climate change".

"Texas is run by Republicans, many of whom have disavowed climate
change. About six or seven years ago, when Governor Greg Abbott was the
Texas Attorney General joining a climate change lawsuit against the
federal government, I was still science reporter at the Chronicle, andwe
spoke for about an hour on the telephone. What was most striking to me
is that here was a lawyer, with practically no science background,
arguing against the scientific claims of scientists. How did he know
more about atmospheric science than they did?

If Houston is to remain the prosperous, vibrant, great city that it
was before Harvey, we are going to have to take a hard look at our
unfettered development and willingness to let almost anyone build almost
anywhere, including in floodplains. Our state officials are going to
have to recognize that these events will be possible again, especially
in a warmer world. I'm not holding my breath for all that to happen. And
as dark as these last five days have been, that may be the biggest
tragedy of all"

They just can't help themselves, can they??.

254 I hope all Morons and 'Ettes safe from this disaster.

Here is the good news:

There are 30,000 National Guard being deployed to the Houston area in addition to those from neighboring states.

Before the storm this is in place: recovery, often waiting a few counties above the line of the storm. Huge, huge semi trucks of disaster goods. They wait in position til it is safe and/or they can get through the trees blocking or floods blocking roads. Samaritan's Purse is also on the ground, now, along with Salvation Army serving foods.

And you do not know some of your neighbors til this. The photos of people helping people should renew your faith in humanity. We are still Americans, in spite of the MSM messaging.

I have relatives reporting military jets flying west over MS and LA.

FL police have sent boats.

From experience in other hurricanes, every available electrical utility truck and crews are en route or there. Many will be in Texas for a month...and they come from all over the country, not just neighboring states. When storms happen neighboring states help big time.

They are also using the military to move sick patients from hospitals with damage...a far cry from the delays NOLA had when Charity and another hospital lost generators and patients died.

The President and his Generals are on this. Lessons have been learned from the past and there is nothing being left not attended. They are asking for calls to Emergency Mgmt if needs not met.

You are going to see the might of the USA like never before. Keep praying, as God is with us. You can rebuild your house, memories (photos) will be lost, but it is and will be done. I am praying for no additional losses of life, and for the comfort of God to give peace and good health to all as the waters recede. Prayers for the leader's of this country, our President, VP and his cabinet, to show how recovery is done via teamwork. VP, Mrs. Pence and others were in Texas today with Gov. Abbot. I thank God for these people and for our President, who not only builds it, he wants it better and before deadline.

It will be over a year before that area will look normal, but, in Texas, they may prove me wrong!

Have faith in abundance. All will be well.
