Accused Oregon Rapist Has Been Deported 13 Times; He Was Subject to an ICE Detainer But the County Released Him; He Attacked Two More Women Since Then

Sergio Jose Martinez, an illegal immigrant from Mexico, had been deported at least 13 times since 2008, Immigration and Customs Enforcement (ICE) spokesperson Virginia Kice confirmed to Portland’s KATU2. Martinez, 31, was also the subject of an ICE detainer request placed Dec. 7, 2016 with the Multnomah County Jail, where he was being held on local charges. Because Oregon law prohibits police from using agency resources to enforce immigration law, jail officials released Martinez the following day without notifying ICE. ... Martinez is accused of two separate attacks against women in Portland on Monday, reports local CBS affiliate KOIN. Police say Martinez first broke into the apartment of a 65-year-old woman, bound her hands and feet with scarves, and proceeded to sexually assault her.He also threatened to kill a woman with a knife; cops suspect he wanted to abduct her, and you can imagine his plans following that.

The author decided to research why it was that waves of Italian, German, Irish, French and smaller nationality immigration had not produced the crime rate and drug problem that Puerto Rican, Colombian, Dominican and other Hispanic immigrants had.

Would a white guy with previous convictions for rape have been released without needing to post bail when he was charged with another rape? Of course not. So, why is it suddenly that being brown is literally a get out of jail free card?

Something fascinating which I got clued in to via the AoSHQ Book Thread was _The Conquest of New Spain_ by Bernal Diaz, who sailed and rode with Cortez.
Diaz doesn't pull *any* punches about how horrific the indigenous religious practices were that the conquistadors had encountered. Encountered, and ended up having to fight ferociously to put an end to. (The natives were politely asked to knock it off, and flatly refused.)
Imagine when an outside imposition of the Iberian peninsula's version of Catholicism, the one which brought the world the infamous Spanish Inquisition, was in reality a HUGE IMPROVEMENT over what had come before. That really puts things in perspective.

Rarely has the person in question been raised with Western cultural expectations, which is why integrations (and immediate classes on the rights and responsibilities of living in the US for anyone here longer than a vacation) is vital. I learned a little bit about Mayan religion when I was in Mexico recently. It was horrific. Walking around the areas where the human sacrifices were tossed almost made the hair on my neck stand up. I could imagine hearing the victims screaming.

Microsoft published a popular real-time strategy video game series called "Age of Empires" (I think Ensemble was the developer, though I'm not sure about that). The campaign in the third game in the series took place largely in the Western Hemisphere, stretching from the Age of Exploration to the mid-1800s.
One of the missions had you, the player, defending an Aztec temple from the evil Spanish.
I'm *HOPING* that the developers were just being cluelessly stupid when they wrote that mission. And I also wonder how many players didn't realize that they were essentially defending human sacrifices on that mission.

Seemed like one of those off the scale artistic talents (check his resume of plays and acting in Google), but with a bit of a dark side.
IIRC, I saw him within the past several years in a movie where he played the revenge seeking father of a convict who got his just desserts (sorry I don't have the reference or plot line better). If it was him, he created a very menacing aura. (If not him, sorry, but he was always good in everything I saw him in).

The US Supreme Court has ruled that the police do not have a duty to protect citizens. i.e. if something bad happens to you because of a crime that you think the cops could have prevented, you can't sue the cops. It's not an exact fit, but I suspect that same ruling would be adapted to apply in this case.
The exception would be if you could find smoking gun-level evidence that the policy was implemented with the expectation that the level of violent crime would increase.
The court would probably say (and not without a certain level of cause) that the proper fix is to vote the bastards out of office.
