On Way Out of Office, Obama, Get This, Conferred Broad New Powers on the NSA Giving Them Right to Share Unredacted Classified Information With All Intelligence-Related Agencies

Hmmm, I wonder why he did that on his way out the door and with his loyalists still in the government and ready, willing, and now enabled to leak classified NSA intercepts to the press?

Michael Walsh notes this January 12, 2017 report from the New York Times which received little attention when it was published.

But now Walsh is very attentive towards it.

From the NYT (link in Walsh's article):

In its final days, the Obama administration has expanded the power of the National Security Agency to share globally intercepted personal communications with the government's 16 other intelligence agencies before applying privacy protections.

The new rules significantly relax longstanding limits on what the N.S.A. may do with the information gathered by its most powerful surveillance operations, which are largely unregulated by American wiretapping laws. These include collecting satellite transmissions, phone calls and emails that cross network switches abroad, and messages between people abroad that cross domestic network switches.


The change means that far more officials will be searching through raw data. Essentially, the government is reducing the risk that the N.S.A. will fail to recognize that a piece of information would be valuable to another agency, but increasing the risk that officials will see private information about innocent people.

Does anyone think a conversation like this might have occurred?:

FLUNKY: The FBI has found nothing criminal on Flynn. But the NSA has wiretaps of Flynn and other Trump aides, but they can't get the information out under current rules.

OBAMA: Can we just have the NSA leak this stuff?

FLUNKY: The NSA doesn't want to do that because there are very small circulation lists for such highly classified intercepts, and it would be pretty easy to find the leakers and prosecute them. Plus, they actually don't even want to admit they're transcribing people's phone calls. But if we could get the information out to our loyalists in the DOJ, FBI, and CIA, they could paw through the intercepts, and leak them to the press. Now there'd be hundreds of people who could leak this stuff -- and they'd be hard to find. The list of possible leakers now expands from 5-10 to 50-500. As you know from your community organizing days, saboteurs and subversives need masses to swim amongst, if they're to remain undetected.

OBAMA: I've got tee time in 20 minutes. Tell me what I need to sign.

In the meanwhile, Trump is appointing an ally to "review" the intelligence agencies and how they operate.

President Trump plans to assign a New York billionaire to lead a broad review of American intelligence agencies, according to administration officials, an effort that members of the intelligence community fear could curtail their independence and reduce the flow of information that contradicts the president’s worldview.

The possible role for Stephen A. Feinberg, a co-founder of Cerberus Capital Management, has met fierce resistance among intelligence officials already on edge because of the criticism the intelligence community has received from Mr. Trump during the campaign and since he became president.

If I recall correctly, Trump also made some disparaging comments about the CIA and WMD around that time as well.

I think that kind of off-hand comment from Trump is what started the ball rolling with all of this.

I also think its very dangerous for the deep state to be in a cold war with the president.

It also lends credence to a lot of more conspiracy theory things that have been floating around for a while -- if the "intelligence community" is willing to openly leak and presumably try to influence events in this way, maybe it's not so crazy to think that some unexplainable events in the past few years (or decades) were driven by blackmailing by the intelligence community. Maybe we should revisit why the chief justice seemingly changed his view on the constitutionality of obamacare after all...

No, it has to be more than a few bad apples.

I have to imagine it would be next to impossible to access and leak transcripts of presidential phone calls without leaving a trace of who did it.

So whoever is doing it is fairly comfortable in knowing that they wont be caught and sent to jail.

And the fact that nobody is in jail over this kind of confirms that there is at least a large enough group of people in some position of power in those agencies winking and nodding to allow this to happen.

I don't think that is the sole issue though. I think there has been enough illegal crap hidden from Congress, but facilitated by the CIA that they don't want getting noticed. Yeah, but I don't think they took it as an attack on Bush. I think they took it as an attack on them. Remember, Clinton and the entire congress in the 90's and '00s were also saying Iraq had WMD and that all intelligence agencies agreed. The CIA was oft cited in those proclamations.

So I think the CIA took that comment as Trump saying "the CIA lied the american people in to war."

Could be wrong though. I don't have any special insight or knowledge, I'm just speculating.

Yeah, but I don't think they took it as an attack on Bush. I think they took it as an attack on them. Remember, Clinton and the entire congress in the 90's and '00s were also saying Iraq had WMD and that all intelligence agencies agreed. The CIA was oft cited in those proclamations.

So I think the CIA took that comment as Trump saying "the CIA lied the american people in to war."

Could be wrong though. I don't have any special insight or knowledge, I'm just speculating.

To access the information, maybe. But there's no way the CIA doesn't use the same kind of access restrictions that corporate america uses, which would mean that everyone who accessed the information is logged. So it would be relatively easy to backtrack who leaked it based on access logs.

It would require some kind of cover up from above to either wipe those logs or not pursue it, which is why I think it would take more than one or two people.

Because who would risk losing their job, security clearance, and facing jail time if they thought that their leaks would be immediately discovered and they would be caught within hours of the leaks being made public?

I mean it's possible, but... the fact that it hasn't happened yet is beyond bizarre.

If I recall correctly, Trump also made some disparaging comments about the CIA and WMD around that time as well.

I think that kind of off-hand comment from Trump is what started the ball rolling with all of this.

It should be incredibly easy to find out. Access logs will narrow it down to a small number of people, and then backtrack who had a legit reason for accessing, etc.

I would think they could figure it out in a matter of hours. I know a company I worked for went through a similar thing when a customer database ended up over at a competitor. Took less than a day to find out who did it based on access logs to the information and network activity. And that was in a company where thousands of people were accessing the database daily.

How many people would have had a legit reason to look at transcripts of calls between the presidents of the US and Mexico? Probably not many. Start there.

This crap has gotten so bad every time parties change power that in 2009, congress passed a law allowing incoming presidents to bulk eliminate last-minute executive orders. For example, upon leaving office, President Clinton signed an EO that ordered lead levels in water reduced by like 100 times the minimum safe level. Bush took office, reversed it, and OSPIRG knocked on my door crying that the new evil Republican is increasing lead levels in water!!!!

Or the gun ban. in the last weeks, Obama signs an executive order grossly expanding the definition of "mental instability" in social security recipients (mostly elderly) preventing them from purchasing firearms. Reversing it sounds craaaaaaaaaaazy, but keeping it is stupid and insulting.

Look at the logs, when the info was accessed and why (so the guy who accessed the info but was working on something having to do with mexican- US relationships is a lower priority to investigate then the guy working on African dictators), and then look at all network activity of that person around that time -- it should be pretty straight forward to figure out.

Or at least narrow down to a few people.

334 OT - the intertubes was able to put together something nice - Vic's wife got a little break from caregiving today and was able to see something outside of the hospital room in Charleston. She's taking him home tomorrow so I expect she's got some more caregiving to do there over the next couple of weeks.

She got a guided tour downtown and of the Heyward Washington House (furnished with some Vic used to own, I think).

Not really. The biggest screw-up that could have prevented 9/11 was that we had the 20th hijacker in custody and weren't "allowed" to look at his computer, which had lots of the plans on it. This was thanks to some douchebag federal judge and the general attitude in Washington that non-citizens, somehow, have all sorts of great rights here that we just have to suffer through.

The other problem we had with 9/11 was that we had pretty much ZERO human intelligence ... because we had grown too sophisticated and cool for backward stuff like that. And a good part of human intelligence is beating the crap out of foreigners in foreign lands until they spill their plans. And we are far too moral for backward stuff like that ...

The thing about our intel services sharing information wasn't really that big of a deal. Sure, it would have been nice but the lack of it wasn't the reason for 9/11. Shit, in the first WTC bombing we had detained one of the bombers at the airport - with multiple passports and bombmaking manuals on him ... but released the guy on the spot. You really can't fix that sort of stupid.

I don't even remember what I have on mine. Might have been some rubber coated camo simmons. My M1A is in camo stock. I had a good connection with a surplus place, so I got pretty much every stock the M14 was issued with including a national match stock.

I was asking about the scope because I was thinking about switching over to that Nikon 308 BDC scope on a few of the rifles. People seem to rave about that scope, especially for the money.

That's why I keep asking when people talk about scopes. My M1a is 30 years old, so are most of the scoped guns I have, so I'm thinking about updating them over time, and I was out of it for sooo long I don't know whats good out there. The 308 BDC is around $200-240, but its specifically calibrated for the 308. I'm thinking of changing the scopes on the MIA, the FAL, and the 700P Remington.

549 When I was young and stupid (I'm old now, still stupid) I got the bright idea of repairing a leaking power steering line on a tractor. It was a steel line and developed a long little crack down the line and leaked like a bitch.

So, I fitted a little copper sleeve over it made out of a piece of pipe and soldered it. I filled the sleeve up with solder.

Now, pressure on that line gets in the 1000psi range. It didn't leak at first, but started to seep and then the steering wheel sort of got hard to turn.

Under that pressure, the solder just flowed into the line and filled up the power steering control valve with solder. It wasn't temperature. It was pressure. It flowed like plastic.

I had to take the damn thing apart and clean little balls of solder out. Luckily it didn't get sucked back to the pump. I think the filter would've stopped it.

That is young and stupid for ya.

568 Orson is absolutely right. Wife went to academic summer program held in Midwest University with CIA hires at least half of the students attending. Had another one in my graduate program who became a CIA analyst.

Contrary to popular legends such as Jack Ryan, etc., most CIA analysts write and edit reports all day. Not a whole lot of difference between their job and journalists so it appeals to a certain sort of person.

A lot of their stuff is mundane crap that you could get perusing open source news in various countries and relatively low grade information gathered through various sources including foreign intelligence service reports. You could and do often get better information from the economist or on wall street regarding foreign information.

The actual covert operatives are relatively few in number and quite different animals (had one of them in one of my classes a few years back). The real deal including a guy that was a pal of my dad who was deputy director of U.S. military intelligence don't talk much shop to strangers.

I generally find out about those in govt service when I get called for security checks on former students--the more rigorous the questioning, the more important I assume that their position is.

NSA is a very different animal that I know little about other than knowing what was done in WWII and some of the Cold War stuff captured in the book, Puzzle Palace. You get a glimpse too through Snowden's leaks and Glen Greenwald.

The chilling thing is that the Soviets during their heyday probably collected as much information but their problem was being able to actually assess and analyze it in a timely fashion. Computers help that a whole lot especially on the bleeding edge. Computerizing society and digitalizing things like cell phones etc. makes it much easier to compile dossiers without human intervention. Then you can call it up via google like searches with just a name-like Mike Flynn.

BTW, if you want a pretty good overview of disinformation campaigns, read Brown's Bodyguard of Lies. The British were specialists and they passed that knowledge right on down to the nascent CIA. Same way they passed to torch to the Army Signals Agency in the aftermath of WWII on codebreaking/analysis.

I'm new to this conservative field, having spent much of my (young) life an ambivalent liberal, so please be kind because I'm asking this in earnest... isn't sharing information across intelligence agencies a GOOD thing? I thought that was the reason 9/11 was able to happen- agencies couldn't share info and because of that the hijackers didn't get identified by relevant authorities who could have stopped them. So isn't it good that info can be shared more easily?
