(2) Abortion: Appropriators secured several pro-life provisions, including a ban on gene editing and a cut to the UN Population Fund. The House will be voting on a budget reconciliation package that repeals ObamaCare and defunds Planned Parenthood in January.

(3) Refugees: According to House Appropriations Chairman Hal Rogers, 2/3 of the refugee resettlement money is for overseas. Furthermore, the Senate will be voting on the House refugee bill most likely in January. The House will also be introducing several other bills. As for the visa waiver program, the House's reforms are included in the omnibus.

(4) Reid wanted a rider regarding the Trust Indenture Act in the omnibus; it did not make the final cut. Neither did Pelosi's wishes on guns nor a bankruptcy provision for Puerto Rico (http://bit.ly/1moUuGT). The Democrats also lost on the First Amendment provisions that block IRS and SEC restrictions on political speech (http://bit.ly/1RSfEZM). Furthermore, the Labor Department is prevented from raising the minimum wage for federal contractors while EPA funding was cut to 2008 levels. The Cadillac Tax is delayed for two years and the HIT as well as the Internet Freedom Tax for one. Another initiative that was delayed was the incandescent light bulb ban. These are just some of the provisions won by the Republicans in the omnibus.

The omnibus is an appropriations bill, not a budget. Basically, Boehner's budget deal set the top-lines and the appropriators filled them in via negotiations between the House and Senate Appropriations Committees. House Appropriations Chairman Hal Rogers testified before the Rules Committee about the various provisions in the bill yesterday. That testimony is here (http://cs.pn/1T4h020).

As far as the reasons for doing an omnibus are concerned, the primary problem was unsurprisingly in the Senate. Frankly, at this point I would be open to changing some of the Senate rules. I would also note that, when the House GOP Conference was canvassed as to their preference, they overwhelmingly chose an omnibus over individual bills because some members did not wish to take risks in an election year, which I think is ridiculous. That said, the expectation for next year is that they will do the individual bills.

Again, I have already stated that, thus far, the tax extenders bill is the better of the two. I am not yet finished with the omnibus but I would currently describe it as a mixed bag. That said, as I have already mentioned, I do think they could have gotten a better deal had some members not opposed the omnibus prior to the bill being written. For every vote you lose, you have to make it up with votes elsewhere,so those refusals as well as the "vote no, hope yes" caucus made the bill more liberal than it would have been otherwise. My recollection is that the Republicans opening bid was basically their wish list. Regardless, some of the items not specifically prohibited are going to be addressed next month and the authorizing committees have the power to address other concerns. The rank-and-file need to stop relying so heavily on the appropriators and actually do their jobs.
