Puerto Rico Defaults

I guess they've run out of OPM for the moment.

It's all over the wires: Puerto Rico has defaulted on its $58 million payment to creditors of its Public Finance Corporation, which was due by the end of day. San Juan's treasury only managed to scrape together some $628,000 towards the total. The government had tried to argue that the PFC bonds were of a different category-and had a different legal status-than general obligation debt. Credit rating agencies rejected the argument. "Moody's views this event as a default", Moody's analyst Emily Raimes said in a statement, according to Reuters. "This is a first in what we believe will be broad defaults on commonwealth debt."

What now? A whole lot of mess, more than likely.

Does Drinking Alcohol Actually Kill Brain Cells?

Short answer: No.

Researchers at Washington University in St. Louis found that alcohol, even when applied directly to neurons, didn't kill them. It just interfered with the way they transmit information. Specifically, the researchers showed that alcohol causes certain receptors on neurons to manufacture steroids that inhibit memory formation.

Some alcoholics can experience neuron death as part of a brain disorder called Wernicke-Korsakoff syndrome. In these cases, the evidence again suggests that the disease and cell death aren't caused by the alcohol itself, but a B1 (or thiamine) deficiency and general malnutrition that often go hand in hand with alcoholism.

For moderate drinkers, a number of studies from the last 15 years suggest that, far from killing brain cells, a little tipple is actually associated with a reduced risk of cognitive decline and dementia.

In one of his books, Thomas Sowell points out that the Irish used to have unemployment rates worse than that of Native Americans. So I'm not sure how the "perfesser" could have concluded that anti-Irish discrimination was a myth.

Also, a welfare program that pretty much killed responsible fatherhood for large segments of our population. Kids need good, full time, fully supporting fathers. Our dad didn't spank us, my mom did sometimes, but for some reason we were more worried about pissing off our father.

A huge proportion of kids in urban areas don't have full time fathers.

If you tell me I can get free insurance that I am already paying for with my taxes I have to take it. It's basic common sense. If you ask me if the system is correct or that it makes sense I can disagree.

An ideal and reality are too separate things. A corporation taking advantage of policy it doesn't agree with isn't hypocritical. Are they supposed to loose out to other companies that do take advantage? This is the real world and they have to make money for their employees and shareholders. The alternative is to cease to exist.

They're not making *ANY* money on me, ha ha. Well, except for my mortgage, and I'm about to pay off the remainder, so double ha ha on them.

My finance adviser told me I can retire early, like you've already done, should I choose to do so, and I like to think my frugality had a little bit to do with that.

I just accepted an offer for a new job that will probably be my last, so I can max out on SSI, but it's nice to have that retirement cushion.

My vague memory of what I was told was that the set of events went something like this -

Everyone knew that the cops were watching the event, so the biker gangs were on generally good behavior. Then a fist fight (no weapons being used, because of the presence of the cops) started up. The cops immediately assumed the worst, opened fire without warning, and killed a bunch of unarmed motorcycle gang members who were not an immediate threat to the cops.

Yeah, WIC is actually a kind of solid program as these things go. They provide vouchers for certain foods (cereal, milk, eggs, beans, peanut butter, juice cheese, canned tuna, fresh veggies) and infant formula, and they provide classes (which ideally double as play groups/meet ups to benefit the kids socially) and they monitor the kids' iron and other stuff. They only provide regular food (rather than formula or a pump) if you're a pregnant, 3-months postpartum, or breast feeding mom, or if you have a kid between 1 and 5. So no one could really buy Cheetos and Kool Aid or sell their vouchers like happens with food stamps. They do kind of suck at determining what's healthy, though---Rice Krispies are NOT healthy.

First, this could be a really big story, for a bunch of reasons, but I hope there is a more in depth post on this tomorrow, with a legal bent to it, because my question is....
Could the DOJ, in light of the thumb-drive evidence, be used to shield Hillary from a successful Congressional investigation by gathering all the evidence and then sitting on it? The rationale would be that they wouldn't make public evidence being used in an "active investigation". I've seen that tactic used before.
The plus being that the administration would have all the evidence necessary to indict, blackmail, or scuttle Hillary, all at their whim. Given how many stories there are about Obama's animosity towards the Clintons, it would be a fine "fuck you" to Hillary and Bill, were Obama to have her future in her hands.

On the other hand, could that same evidence be with-held from Congress for the purpose of shielding Hillary from attack until after the election?

This is a big effin deal, as paste eatin Joe would say, but not necessarily good for those looking for actual justice.

Pension funds are already strapped and need all the income they can get.

Also, whoever insured the bond will now get fucked because they will have to make the payout on the bond.

So, Puerto Rico will now have to pay a much higher interest rate on bonds that they will issue in the present and future, and those bonds will have a much higher insurance premium on them also. At that point, Puerto Rico will have a much larger line item in their yearly budget for debt service than they do now.

Plus, this is Puerto Rico, they have no tax base, everyone is on the dole in the best of times.

It depends on the crime they are investigating. If it is the content of the emails themselves, such as for a charge of conspiracy or treason, or maybe corruption, then yes, the contents can be held back.

If it's a question of violating records laws, or perjury for her exit forms that say she has turned over all official correspondence, and not a crime of the content of the server, then I would think that would be subject to a FOIA request.

Except that the honoring of the vouchers is under merchant control, which is, for many merchants in many communities, an easily arranged model of fraud.

Debbie Dolebird brings her vouchers to the corner market, where she has an arrangement. She ostensibly leaves with healthy victuals for herself and her baby. In reality she leaves with smokes and booze.

The merchant takes the food off the shelf and moves it via informal cash market mechanisms elsewhere. The drawdown of smokes and booze are accounted for as "missing inventory". Goddamn shoplifters again.

There has not been a welfare-state mechanism yet devised which the "clients" of the welfare state have not rapidly figured out how to game.

I am aware that it's no accident.

I'm also aware that WIC has a way, way lower rate of participation than EBT/food stamps for these reasons. Foster parents of kids under 5 MUST participate in WIC in many areas, regardless of their own income, so it wouldn't surprise me if they actually are the majority of people jumping through those (fairly reasonable) hoops

This sucks, by the way.

So, if you are worried about garnishments, remember that checking information is shared when your creditor sells your debt to a collection agency, and some companies will have records going way back.
Also, if you think this debt is stale and beyond the period for collection - you need to look up the information for your jurisdiction - you may be able to challenge the garnishment with your bank. The old creditor won't give a wet fart, but the bank may want you as a customer someday in the future and might listen if you can prove it before they mail it off.
The other thing you may want to do is compartmentalize your money until you have things stablized. The creditor is not asking for your money by account, but just by your name and SSN or other identifier. They can clean out all your accounts in a bank with a single garnishment, so multiple accounts with one bank are not useful in that regards.
I tell prospective parents to name their children boring names by the way. "Atticus" and "Bryttanee" stand out where David and Susan do not. No matter what, one day your children will curse you, and you should be glad to be cursed for the right reason, not the stupid one.

I would never suggest paying bills with money orders because of the high cost, and the whole "structuring" prosecution possibilities, but I do understand a lot of people are using those pre-paid debit cards because of fears of ID theft.

The other day I noticed that stores are putting stickers on formula containers that say where the product was purchased. I guess they do that so that black marketers will get found out.

You insert it, chip first, into a special reader and a list of items that that particular family are approved for show up on the cashiers screen. Back in college some 30 years ago, we read a book that said that if the US went away from all the different welfare programs and just gave something like $2000 a month to current welfare reciepients that they would get the money they needed, and it would cost the taxpayers a shitload less every year. Like almost half the yearly deficit at that time.

1 check for all their food, rent, utilities, you name it. If they wanted to blow it on smokes and lottery tickets, then the state go a big windfall from that.

I would never suggest paying bills with money orders because of the high cost, and the whole "structuring" prosecution possibilities, but I do understand a lot of people are using those pre-paid debit cards because of fears of ID theft.

She was heavy on the coke back in the 80's, but no one ever crossed Clive, so the celebrity media always buried the coke stories about her. When a record company or the record promoters wanted to get a record played, it usually got played.

Back in 1980, the Who released a song called "You Better You Bet". The feeling in the industry was that it would be their first number one single. MCA had cut their ties to independent record promoters about 6 months prior, and those record promoters decided that it was time for payback. The song debuted on the Hot 100 in the upper 30's, 2nd week in the mid 20's, 3rd week in the mid teens, 4th week stalled in the mid teens, 5th week started dropping. The stall and drop was a call made by the independent record promoters to show MCA who was boss. Several weeks later, MCA contracted back out with those promoters.

The record companies' in house record promoters are a real greasy lot, the independent record promoters make them seem like choir boys.

Teena's problem was that her "Svengali" was Rick James. If it had been Barry Gordy or Smokey Robinson, she would have been huge. But Rick James in the early 80's? Cocaine was a hell of a drug.

Amazing how sports info has changed. One had to wait days for sports columnists to explain and discuss the whole Heidi thing to even know what had happened.

Now, there is TV coverage of high school sports. Locally, during the fall, there is a whole 30-minute TV show on high school football every Friday night. Back in my day, we would look (sometimes in vain) for the results of local/county championships in the local papers. Little items tucked backin the section with the sportfishing stats and the tennis club results. In our own sports (we had been eliminated earlier, but had trouble even finding out who won eventually).

Aslan's Girl, I think the most we can hope for (and it would be significant, quite welcome) from Trump is that he "smokes out" or damages other candidates on important issues. Illegal immigration is an obvious possibility, but beyond that I wonder.

Not anything about Trump's actual policy leanings, but it will be pretty easy for most of the candidates to do a meaningless "yeah, what he said!" about many of the "big" issues (spending, taxes, debt, O-care, Iran calamity).

Today on the radio Trump said he didn't plan to be attacking tomorrow but would respond if attacked himself. Heh heh heh. I don't think all of the others can resist (sniping at the front-runner is a normal, typically sensible tactic). If someone takes him on on immigration, THEN things might get interesting. Otherwise, expectations are sadly limited.

Went to see him in concert in the spring of 82. It was awful. He was so fucking high, he couldn't even perform. The crowd booed him for half of his portion of the concert (5 or 6 songs, we think). The only saving grace was that he had all of his associated acts as his openers, so we got to see 4 or 5 artists in all.

I say we think he played 5 or 6 songs because you really couldn't tell what he was singing, you could only tell what the band was playing.

We think the playlist was:

Mary Jane
and we think Love Gun

This is when he was at the height of his popularity. A couple of years later he scheduled another concert, but it was cancelled after only selling a couple of hundred tickets and a "scheduling issue".

SMFH, I think you'd like Rivers as a leader. Apparently he literally carries the team, emotionally, in many situations, and is the main locker-room leader as well. He has played hurt so much that he earned complete respect from the rest of the players. In other words, a self-sacrificing fanatic who leads by example. (and he apparently just loves the game, as many of the best do, would probably do it for free)

On the personal side, again from indirect intel, he remains a hillbilly and family man (6 kids?). You won't find any headlines about him being involved in after-hours altercations in the Gaslamp district. Not that long ago, apparently, he still drove a beat-up van (big-family type van) to the stadium, which cracks up the guards.

Anyway, seems like *not* one of the more unappealing people in the game.

My little Phillip Rivers' story about his old car reminded me of a similar story which I *did* hear first-hand.

A few years ago, the museum where I volunteer, theVikings' offensive line great Ron Yary came in with relatives (daughter and her kids?).

Very nice guy. He introduced himself, and I immediately made a comment about his size (normal) - and jokingly asked if someone his sizecould get in as a special teams nose-guard or something these days. He laughed and said no way.

Anyway, he recounted how he was broke when he showed up for the first camp/game/whatever with the Vikings, driving a $300 car he had in college. The guards didn't believe he was on the team and were not letting him in the stadium! So along comes a legendary Viking (Alan Page or Carl Eller, someone like that), surely driving amore handsome ride,and says "let the kid in, he's one of us!".

I signed my son up for public school today for the first time. He has been in private school but that is ending. So, the secretary hands me a form that is an affidavit that my son is a Native American. I asked what the form was for. She told me that at this school, Indians get extra help so that they can succeed just like the other kids.

So, I ask, you think he needs help because he is an Indian?

The response was that oh honey the school nurse even has a couple of adopted kids who are Alaska Natives and they are in the program and it is really helping them to succeed, it is just a great program......

So, I ask, if I list him as a Mayan Indian does that mean he doesn't qualify? The form says he has to belong to a recognized tribe.

Well, we don't know, honestly, I think that might be a problem, etc.

So, now he DOESN'T need help, even though he is still an Indian?

And being less successful in school is different than being stupid it's primarily a cultural thing, like the reason so many black kids are not graduating.
Being smart and being successful in school are two very different things.

Someone has to sit them down and say "umm, if it took you 3 attempts to pass college algebra, you probably aren't going to survive differential equations, and maybe you aren't cut out for this engineering thing"

The actual father was found, and the child was sent to live with his sister. This discovery happened only two months after the adoption was finalized, but the final ruling only occurred recently. The child is now a young toddler. It is likely the child was sent to the sister rather than the brother directly because the brother is an asylum seeker. The DM headline is unnecessarily inflammatory -this could just as easily have been written as a Father's Rights story.
