Sociopaths can be very high-functioning (particularly in politics), and because they don't really care about any concrete extrinsic values they're capable of being pragmatic. Bill Clinton, for instance, is a textbook sociopath: Charming, perfectly comfortable lying, but still able to adapt to evolving situations when such is advantageous - as with his quick pivot towards moderatism when public opinion swept in a Republican congress. (Throw in what appear to be inappropriate sexual compulsions and actions, and the picture's just about perfect).

Obama'ss not remotely so high-functioning, and not even particularly charming (save to those who are his ideological friends). He is incapable of compromise with those who don't reflect his personal beliefs, and is relentlessly hostile towards them (in what at least appears to be a genuinely heartfelt, not merely rhetorical manner). This actually impedes his ability to function: Incapable of compromise, he's unable to work with others to even explore common ground. He expends inordinate energy trying to find ways to bypass negotiation entirely, and, ultimately, spends so much time stifled, angry, and frustrated that he flees from his duties to pursue escapist activities (be it fundraising, where he's fawned over without resistance, or recreation such as golfing, etc.)

Add in the peculiar and conspicuous way he manages to make himself the subject and focus of a peculiar number of his sentences and pronouncements (even when wildly inappropriate - "How many times do *I* have to do this?" when making a statement about a mass murder), and I think it's clear we're looking at Narcissistic Personality Disorder, not sociopathy.

Granted, this can be a blurry distinction, and in the DSM V there is indeed no longer one drawn between sociopathic, Narcissistic, and antisocial personality disorders (as there is admittedly a great deal of symptomatic overlap between them). But if you revert back to DSM IV parlance, which I'd contend is still a valuable tool (a bit like Newtonian versus Relativistic physics, albeit not nearly so cut-and-dried), I think the NPD diagnosis is very difficult to resist.
